Stolen Vehicle – Arrest: R18-23513
 
On April 23, 2018, at approximately 10:55 p.m., an East District General Patrol supervisor observed a stolen vehicle driving in the area of Henderson Highway and Harbison Avenue West.
 
AIR1 was assigned and quickly located the vehicle. After maintaining visual contact and coordinating with ground units including K9, the stolen vehicle was safely stopped in the 600 block of Main Street. The driver was taken into custody without incident.
 
An investigation has determined the vehicle was stolen during the early morning hours of April 18th from the Old Tuxedo area.
 
Nicholas Robin Allard, a 25-year-old male of Winnipeg, has been charged with:
 
- Possession of Property Obtained by Crime under $5,000
- Fail to Comply with Probation Order (x2)
 
He was detained in custody.
 
Smart Policing Initiative/Drug Offences – Arrests: C18-82851, C18-82905, C18-82928
 
Between 11:00 p.m. last night and 12:45 a.m. this morning, members of our divisional Community Support Units made a number of proactive Smart Policing Initiate (SPI) arrests in relation to drug offences.
 
In place since 2012, SPI is an intelligence-led, evidence-based policing program designed to increase our proactive policing potential through the use of data analysis, focused prevention and deterrence strategies. This also facilitates the measurement of our success to enhance community safety.
 
Throughout their shifts, officers will often conduct their proactive patrols assisted by information obtained from the SPI program. This includes alerting them to high-risk areas, vulnerable crime targets or identifying crime trends.
 
On April 23, 2018, at approximately 11:00 p.m., members of the Division 11 Community Support Unit were conducting an SPI patrol in the 400 block of Elgin Avenue when they observed a male conduct what appeared to be a drug transaction. The male immediately fled from police and officers gave chase on foot.
 
A suspect male was taken into custody at the rear of a residence in the 400 block of William Avenue. The male was found to be in possession of the following items:
 
- Airsoft pistol
- Approximately 1.31 grams of methamphetamine (street value of about $130)
 
Colin Love Groves, a 31-year-old male of Winnipeg, has been charged with:
 
- Possession of Scheduled Substance - Methamphetamine
- Possession of a Weapon
- Possession of Firearm Contrary to Prohibition Order (x2)
- Possession of a Firearm Knowing its Possession is Unauthorized
 
He was detained in custody.
 
On April 24, 2018, at approximately 12:15 a.m., members of the Division 11 Community Support Unit were conducting an SPI patrol in the 500 block of Ellice Avenue when they came into contact with a male at the rear of a residence.
 
The male was discovered to be the subject of two arrest warrants and was taken into custody. He was found to be in possession of the following items:
 
- Approximately 2.7 grams of methamphetamine (street value of about $270)
- Bear spray
- Spring-loaded folding knife
 
David James Raven, a 21-year-old male of Winnipeg, has been charged with:
 
- Possession of Scheduled Substance - Methamphetamine
- Possession of a Prohibited Weapon Knowing its Possession is Unauthorized (x2)
- Possession of a Weapon
- Fail to Comply with Probation Order (x7)
 
Raven was also processed on two warrants for the following offences (combined):
 
- Fail to Comply with Probation Order (x3)
 
He was detained in custody.
 
At approximately 12:45 a.m., members of the East District Community Support Unit were conducting an SPI patrol in the 300 block of Larsen Avenue when they stopped a male on a bicycle committing a violation of the Highway Traffic Act. After a brief interaction, the male pushed an officer and fled from police. Officers gave chase on foot.
 
A suspect male was taken into custody nearby and officers searched the male. He was found to be in possession of the following items:
 
- Approximately 2.55 grams of heroin (street value of about $1,400.00)
- Approximately 3.94 grams of crack cocaine (street value of about $400.00)
- Approximately 3.95 grams of powder cocaine (street value of about $320.00)
- Two mobile phones
 
O'Neal Richard Spalding, a 32-year-old male of Scarborough, Ontario, has been charged with:
 
- Possession of a Scheduled Substance for the Purpose of Trafficking - Heroin
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine (x2)
- Resist Peace Officer
 
He was detained in custody.
