Community Notification

This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr ANDERSON will not be tolerated.

Name:            Thomas Mackenzie ANDERSON

DOB:             1993-10-29

Height:           188 cm (6'2")

Weight:          77 kg (170 lbs)

Eyes:              Brown

Race:              Indigenous

Marks:            tattoos including "feather family first", "native pride", and "bear claw" on right arm/hand; web, pentagram, owl and skulls on left arm/hand,  "r.i.p. mom" on chest, "south side" on back, "family" on face.

Thomas Mackenzie ANDERSON, 24 years of age, is a convicted sex offender who is considered a high risk to re-offend in a sexual and/or violent manner against all persons, particularly females.

ANDERSON will be released from Stony Mountain Institution on February 9, 2018, after serving a sentence for aggravated sexual assault and break and enter commit robbery. He is expected to take up residence in Winnipeg.

Upon release, ANDERSON will be subject to conditions, including residing at an approved Community Residential Facility or a Community Correctional Centre, immediately reporting all intimate sexual and non-sexual relationships and friendships with females to his parole supervisor, and, not consuming, purchasing and possessing any alcohol or non–prescribed drugs. ANDERSON will also be subject to a ten-year weapon prohibition order and a 20-year sex offender registry order.

ANDERSON has participated in some treatment programming but is still considered a high risk to re-offend in a sexual/violent manner. All persons, particularly females are at risk.

Background information:

ANDERSON has a record of aggravated sexual assault and break and enter commit robbery. Those offences occurred in July 2011. He entered the residence at night, through a window, of an unknown female where he robbed the victim, prevented her from escaping, assaulted and sexually assaulted the victim. ANDERSON was arrested immediately after the incident and remained in custody until he was convicted in October 2013, receiving a total sentence of 8 years concurrent on both charges (minus 3 years 2 months pre-trial custody credit). ANDERSON was also convicted of break enter and commit an indictable offence (theft of property including women's underwear) after entering another residence.
