Vehicle Robbery - Arrest: C18-24932
On February 3, 2018 at approximately 9:10 p.m., the Winnipeg Police Service was alerted to a male forcibly entering an occupied vehicle in the 2400 block of Pembina Highway.
   
General Patrol members attended and learned that the victim was picking up an order at a drive-thru window when the male suspect entered her vehicle via the driver's side door. The victim was able to safely exit the vehicle through the passenger side.
   
Upon exiting the parking lot the suspect male struck a passing vehicle. He continued to drive south on Pembina Highway, driving onto the median several times and over a sidewalk, striking a street lamp.   The vehicle eventually came to a stop when it struck a concrete wall of the south Perimeter Highway overpass. The male fled from the vehicle and was located by police on Cloutier Drive.
   
The suspect was transported to hospital for minor injuries. While been treated, he became violent with a female nurse who received an injury as a result.
   
Kelsey Amil COURCHENE, 29-years-old of Winnipeg has been charged with

  • Robbery
  • Driving While Ability Impaired
  • Fail or Refuse to Provide Sample Blood
  • Assault Cause Bodily Harm
  • Resist Peace Officer
  • Fail to Stop at Scene for Accident
  • Driving While Disqualified

He has been detained in custody.
   
   
Vehicle Robbery - Arrest: C18-24593
On February 3, 2018 at approximately 10:20 a.m., the Winnipeg Police Service responded to a report of a vehicle robbery in the 100 block of Selkirk Avenue. General Patrol officers attended and searched the area. The suspect was not located.
   
The victim, a 44-year-old female, advised she was placing her young child into a car seat in the rear of her vehicle. An unknown male approached from behind, grabbed her, threw her to the ground and drove off with her vehicle. The victim was able to maintain hold of her child. Both were uninjured.
   
At approximately 3:30 p.m., General Patrol officers located the stolen vehicle, parked in the 400 block of Flora Avenue.  A male and female were located inside the vehicle and placed under arrest. Two more males believed to be involved were located in a nearby residence. One of the males was in possession of brass knuckles and a folding knife.
   
Gabriel GUIBOCHE, 20 years-old, has been charged with:

  • Possess Property Obtained by Crime Over $5000
  • Fail to Comply with Recognizance X2

Arlan SUMNER, 18-years-old, has been charged with:

  • Possess Property Obtained by Crime Over $5000
  • Identity Fraud - Intent to Avoid Arrest, prosecution or Obstruct Justice 

Blaine HARPRER, 20-years-old, has been charged with:

  • Possess Property Obtained by Crime Over $5000
  • Possess Firearm, Restricted Weapon/prohibited Weapon or Ammunition Contrary to Prohibition Order X2
  • Possession of a Prohibited or Restricted Weapon Knowing its Possession is Unauthorized.
  • Fail to Comply with Probation Order X3

Hailey REGENT, 20-years-old, has been charged with:

  • Possess Property Obtained by Crime Over $5000 

All four persons have been detained in custody.
   
   
Hit and Run - Arrest: C18-24215   
On February 2, 2018 at approximately 6:35 p.m., emergency services personnel responded to a report of a hit and run involving a pedestrian in the area of Wellington Avenue and Lipton Street. A 44-year-old male was transported to hospital in unstable condition. He was later upgraded to stable.

Officers learned that the victim was walking south bound on the sidewalk of Lipton Street. As he crossed Wellington Avenue he was struck by a vehicle travelling west bound on Wellington Avenue. The impact sent the victim onto the hood of the vehicle, over the roof and then onto the west bound lane of the road. The driver fled the scene and neglected to summon help for the pedestrian. A passer-by contacted 911 and began performing first aid on the victim until emergency services arrived.
   
With the assistance of additional witness information, officers were able to locate the suspect at a residence. At approximately 2:20 a.m., a 32-year-old male was arrested. He has been charged with Fail to Stop of Scene of Accident and Drive Carelessly. He was released on a Promise to Appear.
   
Lost Police-Issued Ammunition Magazine: R18-7684   
During the course of an officer's duties, a pistol magazine containing ammunition was lost within the city of Winnipeg sometime between February 4, 2018, at 10:00 p.m. and February 5, 2018, at 1:00 a.m.
   
The plastic magazine is black in colour and contains 15 rounds of ammunition.
   
If anyone locates the magazine, and/or the ammunition, please turn it into any police station or contact the Winnipeg Police Service non-emergency line at 204-986-6222.
   
Serious Motor Vehicle Collision – Investigation: C18-24152   
On February 2, 2018, at approximately 4:30 p.m., emergency personnel responded to a report of a 3-vehicle collision on Portage Avenue near Overdale Street.
   
A preliminary investigation has determined a vehicle was travelling eastbound on Portage Avenue when the driver lost control and crossed the median into westbound traffic, causing a collision with two other vehicles.
   
A passenger from one of the westbound vehicles was transported to hospital in critical condition, but has since been upgraded to stable condition.
   
The Winnipeg Police Service wishes to remind the public that streets can form sheer ice during light snow and/or windy conditions. Please drive to the conditions, not the speed.
   
This investigation is continuing by members of the Traffic Division. Anyone with information that may assist investigators is asked to call 204-986-6271 or Crime Stoppers at 204-786-TIPS (8477).
   
Shooting – Arrest: C18-25083   
On February 4, 2018, at approximately 12:00 a.m., a male was with a female he had just met at a bar in the Weston area when he asked to use her vehicle.
   
The female obliged and he drove the vehicle alone to the 200 block of Redwood Avenue. A rifle was used to fire numerous rounds through the front window of a suite where a 24-year-old female was sleeping with her two infant daughters.
   
The male then returned to the bar and picked up the female. Together they drove to her residence in the Inkster-Faraday area with the rifle in the rear of the vehicle.
   
After arriving, the male retrieved the firearm which resulted in the female getting upset about the presence of it in her vehicle. The male used the stock of the rifle to strike the female on the side of the head and he fled on foot.
   
The Winnipeg Police Service was contacted and General Patrol members entered into an investigation. With the assistance of AIR1, a suspect was located in the rear lane behind an address in the 600 block of Mountain Avenue.
   
Members of the Major Crimes Unit continued with the investigation.
   
Allan David Graveline, a 21-year-old male of Winnipeg,has been charged with:
   
  - Discharge a Firearm with Intent
  - Possession of a Weapon
  - Possession of a Firearm Knowing its Possession is Unauthorized
  - Unauthorized Possession of a Firearm in Motor Vehicle
  - Possession of Firearm Contrary to Prohibition Order
  - Assault with a Weapon
  - Fail to Comply with Probation Order (x2)
   
He was detained in custody.
