Wednesday, November 14, 2012 COMMUNITY NOTIFICATION The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Ryan James GABOURIE, 31 years of age, a convicted sex offender who is considered at high risk to become involved in further sexual offences against children. GABOURIE will be released from Headingley Correctional Institution in Headingley, Manitoba on November 13, 2012. He is expected to take up residence in Winnipeg, Manitoba. GABOURIE has a history of sexual offences in relation to children, including Sexual Assault, Break and Enter Commit Sexual Assault, Possession of Child Pornography, Break and Enter with Intent as well as many other criminal offences. Although GABOURIE participated in some sex offender treatment while in prison, he is still considered a high risk to re-offend. Male and female children are at risk.
Background information: Ryan James Gabourie, a 31 year-old male, has a prior criminal record that includes 5 counts of Sexual Assault, 5 counts of Break Enter and Commit Sexual Assault, Possession of Child Pornography, Break and Enter with Intent and other criminal offences. GABOURIE's most recent convictions involved breaching the terms of a Recognizance Order which occurred 7 days after being released from serving 7 years in Federal custody. On June 28, 2012, GABOURIE breached his curfew condition as well as a condition not to possess or operate any device with internet amenities or connections. GABOURIE's previous offences involve sexually molesting five young boys, between 5 and 11 years old by entering their homes through unlocked windows or doors and sexually assaulting them in their beds while their families were sleeping nearby. GABOURIE entered the homes of another boy and girl in the same manner but was discovered before he committed any additional offences. The victims were unknown to GABOURIE. He would chose homes where children's toys were visible in the yard or could be seen inside the homes by peering in through windows. He has also been arrested for being in the possession of child pornography. GABOURIE will be released from the Headingley Correctional Institution in Headingley, Manitoba on November 13, 2012. Upon release, GABOURIE will be subject to a Probation Order which includes numerous conditions including the following prohibiting him from: · Attending a public park or public swimming area where persons under the age of fourteen years are present or can reasonably be expected to be present, or a day care centre, school ground, playground or community centre; · Seeking, obtaining or continuing any employment, whether or not the employment is remunerated, or becoming or being a volunteer in a capacity that involves being in a position of trust or authority towards persons under the age of fourteen years; or · Using a computer system for the purpose of communicating with a person under the age of fourteen years; and · Having possession of a computer or Internet access. GABOURIE participated in some sex offender treatment programs while in prison. However, he is still considered a high risk to re-offend. Male and female children are at risk. He is expected to take up residence in Winnipeg, Manitoba. This information will be displayed on the Manitoba Justice Sex Offender Website: www.gov.mb.ca/justice/notification.
