Winnipeg Police Drug Enforcement Unit enhances partnership with Addictions Foundation of Manitoba
Methamphetamine and opioids continue to emerge in the City of Winnipeg and are a threat to the safety and well-being of all citizens. In response to this crisis, the Winnipeg Police Service has recently created a Drug Enforcement Unit.
This unit is committed to providing a community response to the illicit drug crisis through the combination of three components, enforcement, intervention, and education.
Enforcement will consist of the detection, disruption, and dismantling of individuals and or groups who choose to traffic illicit drugs in our city. The intervention component will involve the coordinated effort of support agencies to ensure individuals impacted by addiction find the correct resource. Education will be delivered to our community through public forums, school education, parental education and social media platforms.
In order to combat this issue, the Drug Enforcement Unit plans to mobilize police resources, engage with the community and collaborate with partner agencies in order to build a safer, stronger and healthier community.
The Winnipeg Police Service is pleased to announce that we are working in partnership with the Addictions Foundation of Manitoba. Unfortunately, more often than not, officers come into contact with individuals who are challenged with addictions or mental health issues. It is our responsibility to identify those in need and make the appropriate referral.
Speaking to the importance of working closely with law enforcement in combatting this drug crisis, Doctor Ginette Poulin, Medical Director of the Addictions Foundation of Manitoba states "Sadly, many people who suffer from Addictions and Mental Health issues do not get the help they need. An encounter with the WPS may indeed be the first opportunity to access appropriate care and treatment. We also know that many individuals cycle through the judicial system as a result of their untreated Addictions resulting in undesirable outcomes. Working in partnership with the WPS, we hope to better address these issues and redirect people to the appropriate care with the goal of achieving better outcomes for persons suffering from Addictions and Mental Health issues and equally building a better and safer society for all".
Drug Enforcement Unit Investigation;
On May 18, 2018, members of the Drug Enforcement Unit, East District Community Support Unit along with the assistance of several other WPS units and the East St. Paul RCMP, executed a number of Controlled Drugs and Substances Act search warrants at a pair of residences in the East St. Paul and Lord Roberts areas.
Two 36-year-old males were arrested and charged with various drug and weapons-related offences. The investigation led to the seizure of a number of items including:
- 1 kilogram of cocaine (estimated street value of $60,000)
- $45,000 in Canadian currency
- 2 ballistic "bulletproof" vests
- A prohibited ammunition magazine
- Cutting agent
- Money counter
- Multiple mobile phones
- 2,500 rocks of crack cocaine (estimated street value of $62,500)
- 13 pounds of marijuana (estimated street value of $26,000)
- 105 single-gram packages of cannabis resin (estimated street value of $8,400)
- $5,000 in Canadian currency
- Sawed-off shotgun
- Ammunition
- Multiple mobile phones

The Winnipeg Police Service has partnered with the Manitoba Institute of Trades and Technology (MITT) to restore two Cushman Truckster vehicles. These vehicles were used year-round by the Winnipeg Police Service in the 1960's by supervisors in the Traffic Unit.
Secondary and post-secondary students in MITT's Auto Mechanics certificate program will restore the Cushmans into running order and ensure all systems (mechanical, steering and braking) are sound. The simplistic mechanical design of the Cushmans makes them excellent for learning while at the same time, the age and the condition of the vehicles will require the students to exercise the utmost care and caution while dismantling components. In addition to the program-based learning, the Cushman project presents students an opportunity to give back to the community and preserve a chapter of Winnipeg Police history.
The key phases of the restoration will be documented in video form as well as social media throughout the project.
"MITT is excited about this partnership with the Winnipeg Police Service to restore a pair of its Cushman vehicles," says Ray Karasevich, President and CEO. "It's a unique and multidimensional learning opportunity for our students to apply their skills and discover the value of contributing to the community and, in this case, to the proud history of the Winnipeg Police Service."
Upon completion, the Cushman vehicles will be on display in the Winnipeg Police Museum.  |
