Homicide Investigation – Update – Arrest - C14-90225
As previously released, on May 4, 2014 at approximately 2:00 a.m., officers responded to the area of Main Street and Bannatyne Avenue regarding the report that a firearm discharge had taken place.
 
Patrol members quickly attended and determined that a group of males had been involved in a confrontation on the street in this area. A male had produced a firearm and shot towards a group of individuals.
 
A male that was transported from the scene has succumbed to his injuries.  The deceased has been identified, as 23-year-old male, Rustom Vito PACLIPAN of Winnipeg. 
 
Police became aware that two additional male victims, 18 & 24 years, were also struck when the shooting occurred.  These males received non-life-threatening injuries during this incident.
 
As a result of the continued investigation, led by members of the Homicide Unit, two suspects were identified. 
 
On May 7, 2014, at approximately 6:00 p.m. a 16-year-old male from Winnipeg was taken into custody in the area of Simcoe Street and Notre Dame Avenue. This youth has been charged with:
 

  • Manslaughter
  • Possess Weapon for Dangerous Purpose
  • Carry Concealed Weapon
  • Unauthorized Possession of a Firearm in a Motor Vehicle
  • Possession of Restricted Firearm with Ammunition


He was detained at the Manitoba Youth Centre.
 
A Canada-Wide Warrant of Arrest was obtained for Marcus James RICHARD, 21 years of Winnipeg for the following charges:
 

  • First Degree Murder
  • Attempt Murder X2
  • Aggravated Assault
  • Firearm related offences

 
On May 8, 2014 at approximately 7:00 a.m. (E.S.T.), Marcus RICHARD was removed from an east-bound train in Capreol, Sudbury, by members of the Greater Sudbury Police Service. RICHARD was taken into custody without incident on the strength of the warrant. 
 
Arrangements were made to have RICHARD returned to Winnipeg. 
 
This investigation continued by members of the Homicide Unit. 
 
On February, 19, 2015, warrants were executed by members of the Street Crime Unit and Tactical Support Team for the arrest of an adult male. He was located and arrested inside a residence at approximately 10:55 p.m. and turned over to investigators from the Homicide Unit.
 
Issac NDLOVU, 21-years-old of Winnipeg has been charged with the following due to his alleged involvement:
 
First Degree Murder
Attempt Murder
Possess Loaded Restricted Firearm
Trafficking in Firearms
 
He was remanded into custody.    
 
 
Motor Vehicle Collision – C15-35807
On February 19, 2015 at approximately 7:30 p.m., an International tractor/trailer was travelling northbound on Lagimodiere Boulevard approaching a controlled intersection at Sage Creek Boulevard.
 
At the same time, a Jeep Wrangler was travelling southbound and attempted to turn east onto Sage Creek Boulevard. While doing so, the tractor/trailer and Jeep collided. The Jeep was struck on the passenger side causing the tractor/trailer to hit the ditch.
 
An off-duty WPS member and other witnesses attended to the injured parties.
 
A 10-year-old male sustained multiple serious injuries and was transported from the scene in critical condition. The 45-year-old male driver of the Jeep sustained non-life threatening injuries.
 
The 57-year-old male driver of the tractor/trailer was not injured.
 
The investigation is continuing by members of the Central Traffic Unit.
