Winnipeg Police Service News Release

 

  FRIDAY, NOVEMBER 26th, 2010

  
BREAK AND ENTER COMMERICAL- ARREST        C10-26909
On Thursday, November 25th, 2010 at approximately 12:40 a.m. Winnipeg Police Service Uniform Members, along with the Canine Unit responded to Commercial Break and Enter that had occurred at a business in the 1400 block of Notre Dame Avenue.
 
Officers learned that a male suspect had entered a secured area of the business and allegedly proceeded to steal property valued at approximately $160.00.
 
A police Canine Unit immediately began tracking and at approximately 1:15 a.m. they successfully located the suspect male, along with the stolen property, inside a residence in the 1500 block of Notre Dame Avenue.  
 
A 23 year old male of Winnipeg will be facing the following charges: 
 
- Break and Enter- with intent to commit an indictable offence
- Disguise with Intent
- Breach of Probation
 
He has been released on a Promise to Appear.
 
COMMUNITY NOTIFICATION
The Manitoba Integrated High Risk Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding John Eugene KAKEGAMIC, 45 years of age, a convicted sex offender who is considered a high risk to become involved in further sexual offences.
 
Kakegamic will be released from the Regional Psychiatric Centre in Saskatoon, Saskatchewan on November 26, 2010. He is expected to take up residence in Winnipeg. Upon release, Kakegamic will be under the terms of a long-term supervision order.
 
Kakegamic has a history of sexual offences in relation to children, including Aggravated Sexual Assault, Sexual Assault, Sexual Assault with a Weapon, Forcible Confinement and Invitation to Sexual Touching as well as many other criminal offences. Although Kakegamic participated in some sex offender treatment programs while in prison, he is still considered a high risk to re-offend.   Young children, both male and female, are at risk of sexual violence.

Background information:
 
John Eugene KAKEGAMIC is a 45 year-old male with a criminal record for sexual offences against children as well as numerous other criminal offences.
 
Kakegamic's most recent sentence was imposed on November 28, 2002. Kakegamic approached a nine year old boy on the street and asked the boy to help him find his watch. Kakegamic took the boy to his apartment where he threatened the boy with a knife and sexually assaulted him. Kakegamic was sentenced to eight years in relation to these offences. He will complete the prison portion of his sentence on November 26, 2010. Upon release, he will be under long-term supervision for 10 years.
 
Previously, in 1984, Kakegamic was sentenced to three years for an Aggravated Sexual Assault on a 17 month old female infant. In 1989, he was sentenced to ten years for a Sexual Assault on a 7 year old boy.
 
While in custody, Kakegamic has received some sex offender treatment. However, he is still considered a high risk to re-offend. Male and female children are at risk of sexual violence.
 
Kakegamic is expected to take up residence in Winnipeg.
