Winnipeg Police Service News Release

DEBIT AND CREDIT FRAUD -    ARRESTS R10-92814
Between October 24th and November 8th, 2010, several incidents involving the theft and tampering of point of sale PIN Pads occurred at various merchant locations within the City of Winnipeg.
 
On October 31st 2010, three suspects allegedly attended to a business in the 1600 block of Regent Avenue West and stole the businesses point of sale PIN Pad, while replacing it with an inoperable PIN Pad. The investigation has revealed that the suspects planned on tampering with the stolen PIN Pad and returning it at a later time in order to steal credit/debit card information. After the theft occurred, staff noticed that the replaced PIN Pad was not functioning properly and subsequently contacted Police.
 
Members of the Winnipeg Police Service Commercial Crime Unit became involved in the investigation.
 
On November 8th, 2010, all three suspects were arrested at the James Richardson International Airport. At the time of their arrest they were found to be in possession of the following items:
 
·        Electronic components used in the tampering of PIN pads which, once installed, would allow the capture of debit/credit card numbers as well as customers personal identification numbers
·        Tools required to complete the PIN pad tampers
·        Four stolen PIN Pads
·        Various electronic storage devices commonly used to store stolen debit/credit card data
 
On November 22, 2010, as a result of the continuing investigation, all three suspects were arrested a second time and charged with further offences.
   
Jonathan Didier STAINFIL, 25 years, Mohamed Ali MAROCCHI 22 years and Alan Walter DANA 21 years, all of Quebec,have been charged the following offences:
 
·        Conspiracy to commit indictable offence
·        Possess instrument for use in forging credit cards
·        Possession property obtained by crime
·        Theft under $5,000.00
·        Obtain or possess the identity information of another person (DANA only)
 
The Winnipeg Police Service would like to remind businesses to conduct daily integrity checks of their point of sale PIN Pads and to be cognisant as to the placement of these devices. Keeping point of sale devices secured or out of sight behind the counter is a necessary measure to combat this type of crime.
 
In the event that a PIN Pad has been "switched" or stolen immediately advise your Service Provider and notify police. 
 
 
RESIDENTIAL BREAK AND ENTER-ARRESTS    C10-267761
As previously released, on November 22nd, 2010 at approximately 3:30 a.m. Winnipeg Police Service Uniform Officers responded to the 400 block of Pritchard Avenue for a report of a residence that was broken into. 
 
The investigation has revealed that four adult male suspects armed with weapons and with their identities disguised, attended to the residence and bodily forced the door. A 23 year old male was struck multiple times in the upper body with a baseball bat until he fell unconscious. He also received lacerations to his upper body.   
 
During the assault a 19 year old female was also struck receiving minor injuries, which did not require medical attention.  The male victim was then transported to the hospital in unstable condition suffering from serious injuries. He has since been upgraded to stable condition.
 
Prior to fleeing the scene the suspects gathered assorted property from within the residence.
 
Division 13 Patrolling Members were in the immediate area and apprehended one of the suspect males in the area of the 400 block of Manitoba Avenue as he was attempting to flee.
 
A Canine Unit that had also attended to the incident successfully tracked a second suspect to a residence within the 400 block of Boyd Avenue. This suspect attempted to flee through a second story window, onto a rooftop, but later retreated and was arrested without incident.
 
Two 23 year males have been arrested for a variety of Break and Enter, Robbery, Weapons and Firearms related offences.  This investigation is continuing by Members of the Division 13 Crime Unit and further arrests are pending.
 
 
RESIDENTIAL BREAK AND ENTER- ARREST  C10-267777
On November 23rd, 2010 Winnipeg Police Service Uniform Members responded to a residence in the 300 block of Redwood Avenue that had just been broken into. An alarm alerted the homeowner who contacted the police. 
 
Officers learned that a large television had been stolen from the residence and that the suspect had fled the scene prior to police arrival. 
 
The Canine Unit quickly attended and successfully tracked the suspect to a residence within the 300 block of Aberdeen Avenue. Officers arrested a male suspect at this location and also located the television that had been removed from the Redwood residence.  
 
A 35 year old male will be facing a charge of Break and Enter commit Theft. He has been released on a promise to appear.
 
 
COMMERCIAL ROBBERY                              C10-268486
On November 24th, 2010 at approximately 5:00 a.m. a lone male suspect armed with a knife attended to a convenience store within the 100 block of Marion Street where he proceeded to rob a 35 year old male clerk. 
 
The suspect received an undisclosed amount of cash and cigarettes and fled the store. 
 
Winnipeg Police Service Uniform Members, along with the Canine Unit attended to the scene. The Canine Unit immediately began tracking and successfully located a residence within the 100 block of Eugenie Street. 
 
A number of individuals are currently in police custody at this time. This investigation is on going at this time. 
 
 
  • To date, the Winnipeg Police Service Canine Unit has responded to over 3200 calls for service and have successfully tracked and arrested 284 suspects. 
 
As well, 52 incidents were evidence has been located, this includes;
    • 3,387 pounds of contraband tobacco
    • $283, 660.00 dollars of seized currency
    • 1 kilogram ecstasy  
    • 163 pounds of marijuana  
    • 56 kilograms of powdered cocaine
 
  • The Canine Unit is comprised of:
    •  8 general patrol handlers
    • 1 drug dog handler
    • 1 supervisor/ trainer
    • 18 dogs: 4 puppies, 2 breeding females, 3 speciality explosive dogs, 1 speciality drug dog and 8 general patrol dogs
 
 
SHOTS FIRED                                          C10-268460
On November 24th, 2010 at approximately 2:30 a.m. numerous Winnipeg Police Service Units responded to a report of shots fired near a residence in the 700 block of Toronto Street.
 
A 21 year old male has been transported to the hospital suffering from a gun shot wound to his lower body. He is listed in stable condition. 
 
This investigation is currently on going by Members of the Major Crimes Unit and no further information is available at this time.
