The Winnipeg Police Service today provides information regarding William Rupert ASTLE, 81 years of age, a convicted sex offender considered at high risk to re-offend in a sexual manner against young females.
   
ASTLE will be released from Stony Mountain Institution, Manitoba on Sept. 8, 2017 after serving an effective four year sentence (three years, six months and fourteen days, plus 166 days pre-sentence credit) for indecent exposure to a person under 16 years of age, and failure to comply with a probation order. ASTLE is expected to take up residence in Winnipeg, Manitoba.
   
Upon release, ASTLE will be subject to statutory release conditions until January 30, 2018, including  that he not be in, near, or around places where children under the age of 18 are likely to congregate, such as elementary and secondary schools, parks swimming pools, shopping malls and recreational centres, unless accompanied by an adult. He will also be the subject of two lifetime Prohibition orders, which prohibit his attendance at a public park or public swimming area where persons under 16 years of age are present or can reasonably be expected to be present, or at a day care centre, school ground, playground or community centre.
   
Although ASTLE participated in some sexual offender treatment while in prison, he is still considered at high risk to re-offend in a sexual manner.  Young females are at risk.
 
 
 
 
Background information:  
William Rupert ASTLE is an 81 year-old male with a criminal record including sexual interference, indecent assault, indecent act, indecent exposure to a person under 16, and numerous breaches of probation order in relation to children. His first recorded criminal offence for indecent assault occurred in 1969. 
   
ASTLE was previously convicted for sexual interference over a ten year period (1990 – 2000) involving a female child known to him. In 2005, ASTLE was involved in three offences involving his masturbating in public in the presence of adolescent females. One offence took place in a residential area, while the other two took place near the entrance to a shopping mall, and in a commercial establishment. In 2006 he was sentenced, on all four of these offences, to 12 months incarceration, in addition to 9 months of pre-sentence custody that had already been served
   
In 2008, ASTLE exposed himself while watching two young girls playing in a backyard.  On January 8, 2009, he was convicted of indecent exposure and sentenced to six months.  Additional sentences imposed on other non-sexual offences brought the total sentence to two years. 
   
ASTLE'S most recent offences occurred on February 1, 2014, when he was present in a Walmart location in Winnipeg, with a coat draped over his arm to conceal his genital area. He began following a 9-year old girl in the toy area. He removed his coat to expose himself to the girl and began fondling himself. The girl ran away. Upon arrest ASTLE commented to police that he would have liked to touch the 9-year old girl between her legs, but she ran away. He was convicted on July 17, 2014 of indecent exposure to a person under the age of 16, and breach of probation, receiving an effective four year sentence (three years, six months and fourteen days, plus 166 days pre-sentence credit).
   
While incarcerated, ASTLE participated in some sex offender programming but is still considered at high risk to re-offend in a sexual manner against young females.
   
ASTLE will be released on Sept. 8, 2017, and is expected to take up residence in Winnipeg, Manitoba.
