Personating Peace Officer – Arrest: R17-21184
During March 2017, members of the Major Crimes Unit began an investigation into an adult male who was believed to be falsely representing himself as a member of the Royal Canadian Mounted Police and part of their dive team.
   
An investigation revealed that the male had been using social media to communicate with a number of police and scuba driver groups. During these communications, the male would often portray himself as an experienced member of the RCMP and engage in discussions with unsuspecting victims.
   
On September 13, 2017, the suspect was located at a residence in the 500 block of Manitoba Avenue and placed under arrest.
   
Thomas David Hanaway, a 59-year-old male of Winnipeg,has been charged with:
   
  - Personating Peace Officer
  - Fail to Comply with Probation Order (x3)
   
He was detained in custody.
   
Sexual Assault – Arrest: R10-9944
During February 2010, members of the Child Abuse Unit began an investigation into an adult male that was suspected of a sexual assault.
   
On April 27, 2010, Daniel Enrique Cortez, a now 27-year-old male of Winnipeg, was charged with:
   
  - Sexual Assault (x2)
  - Sexual Interference (x2)
  - Incest (x2)
   
He was released on a Promise to Appear.
   
Cortez later fled to the United States of America where he assumed residency.
   
Members of the Winnipeg Police Service, along with the assistance of Manitoba Prosecution Service and the Public Prosecution Service of Canada, applied for an extradition order which was granted.
   
On August 23, 2017, Cortez was arrested in Grand Forks, North Dakota by members of the United States Marshals Service.
   
On September 13, 2017, at approximately 11:00 a.m., Cortez was turned over to the Winnipeg Police Service at the Pembina–Emerson Border Crossing. Cortez has been detained in custody.
   
The Winnipeg Police Service would also like to thank the Grand Forks Police Department and the Canada Border Services Agency for their help.
   
Firearms – Arrests: C17-204369
On September 12, 2017, at approximately 5:00 p.m., members of the Street Crime Unit, along with the assistance of the Community Support Unit, Tactical Support Team and K9 Unit, executed a firearms search warrant on a residence in the 100 block of Cobourg Avenue.
   
A number of individuals were taken into custody and an investigation has led to the seizure of the following:
   
  - A loaded .40 calibre handgun.
  - A sawed-off heavily modified firearm of an unknown calibre.
  - .22 calibre, .40 calibre and 9mm ammunition.
  - Several pieces of Manitoba Warrior gang clothing and paraphernalia.
   
Investigators believe that these arrests and the seized items are related to gang activity in the city.
   
Harvey James Cook, a 28-year-old male of Winnipeg,has been charged with:
   
  - Careless Storage of Firearm, Weapon, Prohibited Device or Ammunition (x3)
  - Possession of a Weapon (x3)
  - Unauthorized Possession of a Firearm (x2)
  - Possession of a Firearm Knowing its Possession is Unauthorized
  - Possession of a Loaded Prohibited or Restricted Firearm
  - Possession of Firearm or Ammunition Contrary to Prohibition Order (x3)
  - Highway Traffic Act - Drive while disqualified
   
He was detained in custody.
   
A 36-year-old female of Winnipeg has been charged with:
   
  - Careless Storage of Firearm, Weapon, Prohibited Device or Ammunition (x3)
  - Possession of a Weapon (x3)
  - Unauthorized Possession of a Firearm (x2)
  - Unauthorized Possession of a Prohibited or Restricted Weapon (x2)
  - Possession of a Firearm Knowing its Possession is Unauthorized (x2)
  - Possession of a Loaded Prohibited or Restricted Firearm
   
A 36-year-old male of Winnipeg has been charged with:
   
  - Careless Storage of Firearm, Weapon, Prohibited Device or Ammunition (x3)
  - Possession of a Weapon (x3)
  - Unauthorized Possession of a Prohibited or Restricted Weapon (x2)
  - Possession of a Firearm Knowing its Possession is Unauthorized (x2)
  - Possession of a Loaded Prohibited or Restricted Firearm
   
Both have been released on a Promise to Appear.
