Theft Investigation Arrest – C15-73765
Between April 6 and April 7, 2015 a suspect entered an unlocked vehicle parked in front of a residence located in the 1300 block of Wellington Crescent.
 
Once inside, the suspect located and removed credit cards belonging to the owner of the vehicle.
 
The suspect proceeded to make numerous purchases using the stolen cards at various businesses within the city.
 
During the evening hours of April 13, 2015 members of the West District Community Support Unit were patrolling the River Heights area as part of Project Comet.
 
While doing so, officers observed a male walking in the area of Oak Street attempting to open the door of every vehicle he walked past. The male was approached by officers who investigated further. The suspect was found to be in possession of a tool commonly used to break vehicle windows.  
 
At approximately 9:30 p.m., Nathan MOWCHUN, 21-years-old has been charged with the following due to his alleged involvement:
 
Theft Under $5000.00
Possession of Break-in Instruments
Fraud Under $5000.00 x 4
 
He was remanded into custody.
 
 
Child Abuse Imagery Arrest - R15-27330
In July 2014, a male was arrested for Possess Child Pornography and Luring as a result of an investigation by members of the Internet Child Exploitation Unit.
 
As a result of the investigation, a large amount of electronic storage devices were seized and examined.
 
It has been determined that the suspect placed a hidden camera in the bathroom of his home and recorded victims at various stages of undress. The videos were recorded over a seven year period (2007-2014) involving thirteen victims, eleven of which were children between 8-13 years-of-age.
 
The victims would use the bathroom to change into swimwear as the suspect has a backyard pool located in the St. Vital area.
 
The victims have not been identified at this time.
 
A 53-year-old male is facing the following charges:
 
Voyeurism x 13
Makes, Prints, Publishes or Possesses for the Purpose of Publication any Child Pornography x 11
 
The investigation continues.
 
 
Robberies Arrest – C15-74306 C15-72079 C15-74306
On April 9, 2015 at approximately 7:00 p.m., an armed male suspect robbed a female of her vehicle while in the area of the 2300 block of McPhillips Street.
 
The suspect was observed by members of the Tactical Support Unit to flee the area at a high rate of speed having no regarding for public safety.
 
On April 10, 2015 the stolen vehicle was located abandoned in the area of Reenders Drive.
 
On April 11, 2015, a bank located in the 1000 block of McPhillips Street was robbed by a lone male suspect.
 
On April 14, 2015, a bank located in the 1800 block of Main Street was robbed by a lone male suspect.
 
The investigation continued by members of the Major Crimes Unit and the suspect was identified.
 
On April 15, 2015, Andrew Mark ARNAUD, 29 years-old was arrested and charged with the following due to his alleged involvement:
 
Robbery (Using a firearm)
Flight from Officer
Robbery (Financial) x 2
Breach Probation x 2
 
He was remanded into custody.
 
 
Financial Robberies Arrest C15-75031
On April 15, 2015 between 2:00 p.m. and 3:00 p.m., officers responded to two bank robberies located in the 600 block of Notre Dame Avenue and 1700 block of Ellice Avenue.
 
Cash was obtained and the lone male suspect fled.
 
Members of the West District located the suspect a short time later in the area of the 1800 block of Ellice Avenue.
 
The male was turned over to members of the Major Crimes Unit.
 
Jamie CAPTAIN, 36-years-old has been charged with the following due to his alleged involvement:
 
Robbery x 2
Breach of Recognizance
Fail to Comply with Probation Order
 
He was remanded into custody.

 
Aggravated Assault Arrests – C15-74532
On April 14, 2015 at approximately 11:30 p.m., several people were present at a house party located in the 600 block of Alexander Avenue.
 
For reasons unknown, one of the occupants was chased from the residence only to return with another suspect and armed with weapons. 
 
It was at this time a fight erupted and three occupants were assaulted causing serious injuries.
 
Members of the Division 11 Crime Unit continued to investigate.
 
A 15-year-old male and 20-year-old female have been arrested and are facing the following charges:  
 
Aggravated Assault x 3
Possession of a Weapon
Break Enter
