Assault with a Weapon – Investigation: C18-196505
 
As previously released:
 
On September 7, 2018, at approximately 3:15 p.m., members of the Winnipeg Police Service responded to a report of an incident involving a vehicle at a business in the area of Gateway Road and McLeod Avenue.
 
A male victim had come across his vehicle which had been stolen earlier in the week from the Rossmere area. The victim attempted to stop the driver of the stolen vehicle but was dragged and injured. He was transported to hospital in stable condition.
 
The stolen vehicle was later recovered by police.
 
On September 12, 2018, the Winnipeg Police Service issued a media release asking the public with their assistance in locating two individuals believed to be responsible for the incident.
 
Arrest warrants had been issued for both Melissa Ashley Forest, a (now) 26-year-old female, and Scott Kenneth Lindell, a 39-year-old male.
 
Update:
 
On September 24, 2018, at approximately 10:40 p.m., West District Community Support Unit officers located Forest at a residence in the 1000 block of Fleet Avenue and took her into custody.
 
On September 26, 2018, at approximately 1:40 a.m., North District General Patrol officers located Lindell near a residence in the 200 block of Adsum Drive and took him into custody.
 
They have been remanded into custody.

Drug - Arrests: C18-211575
On September 25, 2018, at approximately 3:30 p.m., members of the Street Crime Unit conducted a traffic stop of a suspicious vehicle in the 600 block of Sargent Avenue.  Upon dealing with the occupants, officers observed Cannabis Marihuana in the vehicle.  The occupants were placed under arrest. The following items were located in the vehicle:

  • 7 cell phones
  • a functioning digital scale
  • 3 baggies of Marihuana, weighing approximately 16 grams
  • Approximately 2-grams baggie of meth
  • Approximately $1300.00 in Canadian currency
  • several types of packaging material
  • .177 calibre pellet gun - with the look and feel of a real revolver
  • a plastic hockey mask
  • zip ties
  • black gloves
  • 2 knives

Officers believe the occupants of the vehicle were actively involved in drug trafficking.
   
Aaron Stewart MOUSSEAU, a 37-year old male of Winnipeg has been charged with:

  • Possess Cannabis for the Purpose of Trafficking
  • Possess Methamphetamine for the Purpose of Trafficking
  • Possession of Proceeds of Property Obtained by Crime under $5000
  • Possess Weapon
  • Fail to Comply with Probation
  • Possess Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order X2 

GabrielRalph BRUCE, a 47-year-old male of Winnipeg has been charged with:

  • Possess Cannabis for the Purpose of Trafficking
  • Possess Methamphetamine for the Purpose of Trafficking
  • Possession of Proceeds of Property Obtained by Crime under $5000
  • Possess Weapon
  • Fail to Comply with Recognizance X2 

Kevin Grant LINGASIN, a 38-year-old male of Winnipeg has been charged with:

  • Possess Cannabis for the Purpose of Trafficking
  • Possess Methamphetamine for the Purpose of Trafficking
  • Possession of Proceeds of Property Obtained by Crime under $5000
  • Possess Weapon
  • Fail to Comply with Recognizance X2 

All three males have been detained at the Winnipeg Remand Centre.
   
A 35-year-old male of Winnipeg was also arrested for:

  • Possess Cannabis for the Purpose of Trafficking
  • Possess Methamphetamine for the Purpose of Trafficking
  • Possession of Proceeds of Property Obtained by Crime under $5000
  • Possess Weapon 

  He has been released on a Promise to Appear.
   
Drugs - Arrests: C18-211591
On September 24, 2018 members of the Street Crime Unit were granted a Controlled Drug and Substances Act (CDSA) search warrant for a residence in the 500 block of Polson Avenue.
   
On September 25, 2018, at approximately 6:40 p.m. a male and female were observed leaving the address and entering a vehicle prior to the warrant being executed. The vehicle was stopped nearby and the occupants were arrested, pending the drug investigation. The male was found to be in possession of approximately $500.00 cash.
   
At approximately 7:00 p.m., members of the Drug Enforcement Unit and Street Crime Unit, with the assistance of the Tactical Support Team and Central District Community Support officers, executed the search warrant. An adult female and three children were located in the residence. The following items were seized:
   

  • Approximately 14grams of Cocaine
  • Approximately 270 grams of Marijuana
  • Approximately 30 grams of Psilocybin (Magic Mushrooms)
  • Approximately 30 grams of Cannabis Oil
  • Approximately $3000 of cash 

Kyle Joseph KOSTIUK, a 29-year-old male of Winnipeg has been charged with:

  • Possess Cannabis for the Purpose of Trafficking
  • Possess Cocaine for the Purpose of Trafficking
  • Possess Cannabis Resin for the Purpose of Trafficking
  • Possess Psilocybin
  • Possession of Proceeds of Property Obtained by Crime under $5000 

Samantha Amy LAROQUE, a 23-year-old male of Winnipeg has been charged with:

  • Possess Cannabis for the Purpose of Trafficking
  • Possess Cocaine for the Purpose of Trafficking
  • Possess Cannabis Resin for the Purpose of Trafficking
  • Possess Psilocybin
  • Possession of Proceeds of Property Obtained by Crime under $5000

They have been detained at the Winnipeg Remand Centre.
   
A 26-year-old female has been arrested for:

  • Possess Cannabis for the Purpose of Trafficking
  • Possess Cocaine for the Purpose of Trafficking
  • Possess Cannabis Resin for the Purpose of Trafficking
  • Possess Psilocybin
  • Possession of Proceeds of Property Obtained by Crime under $5000

She has been released on a Promise to Appear.

Public Advisory – Suspicious Male: C18-200020/R18-5965
   
The Winnipeg Police Service has received a report of a suspicious male on Harte Trail in the Charleswood area.
   
The first incident occurred on September 10, 2018 at approximately 6:25 p.m. A woman was walking on the trail with her dog when she was approached by a male. The male had apparently come from a side path off Pepperloaf Cres. The male made inappropriate comments and attempted to hug the woman. The male left, but shortly after a second woman on a bicycle came past and advised her she had seen the same male exposing himself.
   
The male is described as:
   - dark skinned, approximately 70 years of age, about 6'0" in height
   - slim build, long tapered grey beard to his chest
   - wearing an orange coloured turban, a matching grey coloured sweatsuit

Robbery - Investigation: C18-210471
On September 24, 2018, at approximately 7:00 a.m., emergency services personnel responded to a report of a female being assaulted in the area of Maplewood Ave. and Osborne St. An adult female was located and transported to hospital in stable condition.

Officers learned the victim was walking northbound in the east lane of Osborne St. when she was confronted by two males and knocked to the ground. One male produced a firearm while the suspects attempted to take the victim's backpack. An adult male walking in the area approached; the suspects pointed a firearm at him and fled.

The female victim sustained minor injuries.

This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

Homicide - Investigation: C18-210830
On September 24, 2018, at approximately 4:00 p.m., emergency services personnel responded to a report of a male assaulted in the railway underpass on McPhillips St. near Logan Ave. The male was transported to hospital where he succumbed to his injuries.

No further information is available at this time.

The investigation is continuing by members of the Homicide Unit.  Anyone who has any information regarding this incident is asked to contact investigators at (204) 986-6508 or Crime Stoppers at (204) 786-TIPS (8477).

Homicide – Arrest: C18-209807
On September 23, 2018, at approximately 2:15 a.m., Winnipeg Police responded to an assault that was occurring in front of a residence in the 400 block of Redwood Avenue. General Patrol officers arrived while the assault was still in progress.

The victim, a 73-year-old male, was conveyed to hospital in critical condition having been the victim of a violent assault where he sustained serious upper-body injuries. A male youth was arrested at the scene. He was charged with Aggravated Assault and Fail to Comply with Sentence x 2 regarding this incident. In addition, the youth also faced other charges in relation to a number of other violent incidents:

- Robbery with Firearm & Possession of Weapon (August 23, 2018)
- Break & Enter Commit Robbery, Point Firearm, Utter Threats, Possess Weapon, Unauthorized Possession of Weapon (August 23, 2018)
- Warrant of Arrest (August 25, 2018)
- Warrant of Arrest (August 31, 2018)

The accused was detained in custody.

On September 24, 2018, the victim, while in hospital, succumbed to his injuries. As a result, the accused has now been charged with Second Degree Murder. He remains in custody.

Stolen Vehicle and Theft Investigations – Arrests: R18-59344

On September 24, 2018, at approximately 1:50 a.m., West District General Patrol officers observed a vehicle driving in the area of Notre Dame Ave. and St. James St. Computer checks indicated the vehicle had been stolen. Additional resources were requested including K-9 and the Tactical Support Team. No pursuit was undertaken and the vehicle was followed to the 300 block of Blake St. where the occupants abandoned it. With the assistance of a K9 unit and the Tactical Support Team 5 suspects (4 adults and a youth) were arrested without incident.

The subsequent investigation revealed that 3 of those arrested were suspects in numerous thefts from liquor marts.

David ACKABEE, 21, was charged with Possess Goods Obtained by Crime Over $5,000 and FTC Recognizance. Ackabee was also charged in relation to 7 separate thefts from liquor marts where $3,900 in merchandise was stolen.

Manny Rae CHUDRICK, 19, was charged with Possess Goods Obtained by Crime Over $5,000 and Mischief. Chudrick was also charged in connection with 10 separate thefts from liquor marts where $6,400 in merchandise was stolen.

A 16-year-old female was charged with Possess Goods Obtained by Crime Over $5,000 x 2, Possess Goods Obtained by Crime Under $5,000 and Fail to Comply with Undertaking x 2. This youth was also charged in connection with 38 separate thefts from liquor marts where $18,500 in merchandise was stolen.

A 19-year-old female and a 21-year-old female were each charged with Possess Goods Obtained by Crime Over $5,000. They were released on Promises to Appear.

Theft Investigation – Public Assistance Requested: R18-62756
   
The Winnipeg Police Major Crimes Unit is requesting the public's assistance in locating a stolen front-end loader. The loader was taken sometime between September 22 and 24, 2018, from the area of McGregor St. and Manitoba Ave.
   
It is described as an orange coloured Caterpillar 928H Front-end Loader. It is marked with a logo reading "BayView Construction" on both sides. While the unit number on the image is '02' the unit stolen is actually '07'. The unit serial number is CXK01701.
   
   
   
Anyone that has information regarding the whereabouts of this loader or that has any information that may assist investigators is asked to call the Major Crimes Unit at 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

Update: Assault Peace Officer – Investigation: C18-183938
As previously released:
On August 24, 2018, at approximately 4:25 a.m., the Winnipeg Police Service received a report of a suspicious male in a truck checking vehicle door handles in the first 100 block of Brookstone Place near Waverley Street.
   
A K9 unit responded and located the truck in the 2500 block of Waverley Street. The officer conducted a traffic stop and began to talk to the male driver. The vehicle was determined to be stolen and as the officer attempted to make an arrest, the vehicle sped away dragging the officer a significant distance.
   
The officer, a 10-year member, suffered a number of painful but non-threatening injuries and was transported to hospital in stable condition where he remains.
   
The Winnipeg Police Service is requesting the public's assistance in locating the suspect blue 2014 Toyota Tacoma double-cab truck with a Manitoba licence plate of HJW249. The male driver is described as being Caucasian in appearance and was wearing a dark-colored hat with glasses.
   
This investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding the male and/or the location of the vehicle is asked to call 911.
   
Update:
On September 22, 2018, a black Ford Focus was reported stolen from the 100 block of Claremont Avenue.
   
On September 23, 2018, the Ford Focus was located in the 300 block of Beliveau Rd.  A lone female as arrested from within the vehicle while a male was arrested inside a residence at this location.
   
Ian Thomas SHUPENA, a 37-year-old male of Winnipeg has been arrested. He has been charged with:

  • Possess Property Obtained by Crime Over $5000 X2
  • Assault Peace Officer with a Weapon
  • Escape Lawful Custody
  • Resist Peace Officer X2
  • Flight While Pursued by Peace Officer

Jade Lilian Shuman, a 26-year-old female of Winnipeg has been charged with:

  • Possess Property Obtained by Crime Over $5000

Both persons were detained in the Winnipeg Remand Centre.
     
Firearm & Drug - Arrest: C18-183938
On September 21, 2018, at approximately 10:45 a.m., members of the Winnipeg Police Service observed a grey 2000 Subaru Legacy traveling at a high rate of speed, northbound on Highway 52. A traffic stop was conducted in the area of Lagimodière
Blvd. and Prairie Grove Rd.
   
The lone male occupant of the vehicle was found to be in possession of 61 grams of Cocaine and placed under arrest.
   
On the same date, members of the Winnipeg Police Street Crime Unit obtained a search warrant for the accused's residence. With the assistance of members of the Steinbach RCMP, the search warrant was executed at a residence in Mitchell, Manitoba. As a result, officers seized five firearms, including a loaded .357 handgun and four long guns
   
A 27-year-old male of Mitchell, Manitoba has been charged with:

  • Store Firearm or Restricted Weapon Contrary to Regulations X4
  • Possession of a Prohibited or Restricted Firearm with Ammunition
  • Possession of Proceeds of Property Obtained by Crime Under $5000
  • Possession of Cocaine for the Purpose of Trafficking

He was released on a Promise to Appear.

Homicide – Investigation: C18-209330

On September 22, 2018, at approximately 1:30 p.m., Winnipeg Police responded to a 'Check the Wellbeing' incident in the 300 block of Pritchard Ave. Responding officers located a deceased 40-year-old male within the residence. The victim had been violently assaulted.

The deceased male has been identified as Jason Peter John JAMES, 40, of Winnipeg.

This investigation is continuing by members of the Homicide Unit. Anyone with information that may assist investigators is asked to call 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

Fatal Motor Vehicle Collison: C18-209827

On September 23, 2018, at approximately 2:50 a.m. emergency services personnel responded to a report of a single vehicle crash in the area of St. Mary's Rd. and Springside Dr.

The 19-year-old driver was conveyed to hospital in critical condition but has since succumbed to his injuries.
