Fraud – Arrest: R17-86169
   
In October 2017, the Winnipeg Police Service's Financial Crime Unit entered into an investigation regarding fraudulent activities by a local drug and alcohol testing company contracted to certify transport truck drivers operating in the United States.
   
Investigators learned that the contracted company did not properly test driver's samples according to mandated procedures and test results were falsified and provided to drivers. The company continued to charge their clients the full rate for their services.
   
This practice continued unchecked until September 6, 2018, when members of the Financial Crimes Unit executed a search warrant at the offices of the company.
   
The clients were unaware that the samples were not being properly tested.
   
The owner of the company, Colleen Faye Robinson, a 54-year-old female of Winnipeg, has been charged with:
   
  - Fraud Over $5,000
  - Forgery
  - Use a Forged Document
   
She was released on a Promise to Appear.


Firearm/Drugs – Arrest: R18-66814
   
During the afternoon of October 9, 2018, members of the West District Community Support Unit, along with the assistance of the Tactical Support Team, executed a Criminal Code search warrant at a residence in the 600 block of Furby Street.
   
The investigation has led to the seizure of a number of items including the following:
   
  - SKS semi-automatic rifle
  - A restricted high-capacity magazine containing 18 rounds of 7.62×39mm rounds
  - An ASP telescopic baton
  - Plastic/composite knuckles
  - Approx. 1 gram of methamphetamine
   
A 36-year-old female of Winnipeg has been arrested for:
   
  - Unauthorized Possession of a Firearm
  - Possession of a Prohibited or Restricted Firearm with Ammunition
  - Store Firearm or Restricted Weapon Contrary to Regulations
  - Possession of a Weapon (x2)
  - Possession of Scheduled Substance - Methamphetamine
   
She was released on a Promise to Appear.
 
Mischiefs/Thefts – Arrests: C18-222811
   
On October 8, 2018, between approximately 10:20 p.m. and 11:20 p.m., five suspects attended the Crestview area and engaged in numerous criminal activities including mischief, theft and possession of stolen property.
   
  - A vehicle in the first 100 block of Risbey Crescent had a mirror broken.
  - A vehicle in the first 100 block of North Lake Drive was entered.
  - A vehicle in the 100 block of Lumsden Avenue was entered and property was stolen.
  - A vehicle in the 100 block of Lumsden Avenue was entered.
  - A vehicle in the 100 block of Lumsden Avenue had an obscene word spray-painted on it.
  - A bike was stolen from the backyard of a residence in the first 100 block of North Lake Drive.
  - A bike was stolen from the backyard of a residence in the first 100 block of Kay Crescent.
   
Area residents contacted police. Responding officers located the five suspects on bicycles as they travelled on North Lake Drive. Upon seeing police, the suspects immediately jumped off their bikes and fled on foot.
   
The two stolen bicycles, along with two additional bicycles (unknown owners) were recovered.
   
Three suspects were located in a nearby yard on North Lake Drive. The other two suspects were located on a transit bus in the area of Lumsden Avenue and Cavalier Drive.
   
A 16-year-old female of Winnipeghas been charged with:
   
  - Possession of Property Obtained by Crime Under $5000
  - Mischief Under $5,000/Obstruct in Enjoyment (x5)
  - Theft Under $5000 (x3)
   
A 14-year-old female of Winnipeghas been charged with:
   
  - Arson Causing Damage to Property
  - Possession of Property Obtained by Crime Under $5000
  - Mischief Under $5,000/Obstruct in Enjoyment (x5)
  - Theft Under $5000 (x3)
   
A 13-year-old female of Winnipeghas been charged with:
   
  - Arson Causing Damage to Property
  - Possession of Incendiary Material
  - Possession of Property Obtained by Crime Under $5000
  - Mischief Under $5,000/Obstruct in Enjoyment (x5)
  - Theft Under $5000 (x3)
   
A 14-year-old male of Winnipeghas been charged with:
   
  - Possession of Property Obtained by Crime Under $5000
  - Possession of Break In Instrument(s)
  - Mischief Under $5,000/Obstruct in Enjoyment (x5)
  - Theft Under $5000 (x3)
   
They were detained in custody.
   
An 18-year-old male of Winnipeghas been arrested for:
   
  - Possession of Property Obtained by Crime Under $5000
  - Possession of Break In Instrument(s)
  - Mischief Under $5,000/Obstruct in Enjoyment (x5)
  - Theft Under $5000 (x4)
   
He was released on a Promise to Appear.
