SUSPICIOUS DEATH   C14-0002020
On January 3, 2014 at 4:30 p.m., members of the Winnipeg Police Service responded to a suite located in the 200 block of Fernwood Avenue regarding a sudden death incident.
 
A 69 year-old male occupant was located within the suite deceased. At this time, the cause of death is unknown, however the circumstances are being considered suspicious in nature.
 
Autopsy results are pending. No further information is available at this time.
 
Members of the Homicide Unit have been notified. Anyone with information regarding this matter is asked to contact investigators at 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

VEHICLE ROBBERY – ARREST   C14-0001401
On January 2, 2014 at approximately 6:45 p.m., Uniform Patrol and members of the Canine Unit responded to the report of a couple in their 60's having been assaulted and robbed of their vehicle by a male suspect.
 
The investigation has revealed that the couple had just exited a restaurant in the area of the 1100 block of Portage Avenue and began walking toward their parked vehicle. While doing so, the couple was confronted by an intoxicated male who proceeded to demand the keys to their car. The suspect then physically assaulted the couple at which time witnesses attempted to assist.
 
The suspect then threatened to harm several people involved and eventually obtained the keys to the vehicle. The suspect drove away when he was observed by members of the Winnipeg Police Service.
 
Officers followed the suspect and attempted to safely stop the vehicle. Having no regarding for public safety, the suspect rammed a police cruiser including a civilian vehicle causing a variety of damage.
 
The suspect was safely taken into custody after which time an electronic control device was utilized.
 
Cody BUSHIE, 20 years-old was arrested and taken into custody. He was turned over to Division 11 Detectives for further processing.
 
BUSHIE has been charged with the following offences due to his alleged involvement:
 
Robbery
Assault
Uttering threats – cause death or bodily harm x 4
Driving while ability impaired
Driving with more than 80 mgs of alcohol in blood
Flight while pursued by peace officer
Dangerous operation of a motor vehicle
HTA – Drive without a licence
Fail to comply with probation order
Breach of Recognizance
 
He was detained at the Provincial Remand Centre.

UPDATE - ATTEMPT MURDER – ARREST   C13-263227 C13-265851 R14-0000114
As previously released -On December 22, 2013 at approximately 8:55 p.m., the Winnipeg Police Service and Winnipeg Fire Paramedic Service responded to the area of the 400 block of Partridge Avenue regarding a motor vehicle collision.
 
Upon arrival, emergency personnel located a 23 year-old injured male inside a vehicle. It was determined that his injuries were consistent with being shot. He was transported from the scene in critical condition, later upgraded to stable condition.
 
Members of the Major Crimes Unit continued to investigate.
 
It has been determined that two male suspects attended to the area of Partridge Avenue for the purpose of a drug transaction. The suspects made contact with two other males in a vehicle when a firearm discharge took place, striking the driver occupant. The suspects fled at which time the victim's vehicle collided with several parked vehicles before it came to a stop. The injured male remained on scene while the passenger fled the area on foot.
 
During a separate incident, on December 27, 2013 at approximately 2:30 p.m., members of the Winnipeg Police Service responded to the 400 block of Boyd Avenue regarding a residential robbery involving two suspects.
 
The suspects forced their way into the home at which time they confronted and assaulted two occupants, an adult male and female. The victims were robbed of cash and drugs. Their injuries were non-life threatening.
 
On January 2, 2014, members of the Street Crime Unit with the assistance of the Tactical Support Team, Air1 and the District 3 Community Support Unit, arrested one of the suspects in the area of Camile-Sys Street.
 
Tyler KOWAL, 26 years has been charged with the following offences due to his alleged involvement in the both incidents:  
 
Attempt Murder x 2
Use of Firearm in the Commission of Offence
Possession of Weapon for Dangerous Purpose
Unauthorized Possession of a Firearm
Possession of a Restricted Firearm with Ammunition
Assault with a Weapon
Break and Enter to Commit Offence of Robbery
Possession of Weapon for Dangerous Purpose
Fail to Comply with Recognizance x 5
Fail to Comply with Probation Order
Warrant for arrest x 4
Possess Controlled Substance
 
He was detained at the Provincial Remand Centre.
 
The investigation is on-going.

Declared Snow Route ban continued, Residential Parking ban in effect starting Sunday, January 5 at 7:00 p.m.

Motorists urged to park elsewhere when a residential street is scheduled for snow clearing; citizens encouraged to "Know Your Zone"
 
The public is advised the Declared Snow Route Parking Ban put into effect Thursday, January 2, 2014 will be extended as a result of a forecasted system bringing snow and blowing snow into the Winnipeg area early Friday morning. Hours of the Declared Snow Route Parking Ban are from 12:00 a.m. to 7:00 a.m.
 
In addition, plowing of residential streets will begin Sunday evening, January 5, at 7:00 p.m. to improve the overall condition of residential streets. As a result, the Residential Parking Ban has been declared and applies to specific snow zones across the city in 12-hour shifts that will start at 7:00 p.m. on Sunday, January 5 and continue to 7:00 a.m. Wednesday, January 8.
 
Sanding trucks continue to address conditions on the roadway and improve traction. Crews are currently addressing compacted snow with grader and loader support on the regional and collector/bus route network.
 
As this weather system approaches, Streets Maintenance is prepared to deploy additional plowing services on the regional and collector/bus route network, depending on the varying conditions received.
 
Citizens are urged to confirm the snow zone letter for their neighbourhood. Motorists planning on parking on residential streets are also urged to know the snow zone letter for the area. The information is available at www.knowyourzone.winnipeg.ca or by contacting 311. 

"The City is urging motorists to move their vehicles when their zone is scheduled to an off-street parking location such as a driveway, parking lot or nearby street not currently scheduled for clearing," said Jim Berezowsky, Manager of the City's Streets Maintenance Division. "When vehicles are parked in violation of the regulations, it impacts the snow clearing operation and no one wants to see streets only partially cleared due to vehicles parked in the way."

Vehicles parked in violation of the residential parking ban will receive a $150 ticket ($75 if paid early), and may be towed to a nearby street that is not scheduled to be cleared, or that has already been cleared. If you believe your vehicle may have been towed due to the residential parking ban, please contact 311 for assistance in locating it. There will be no warning notifications during the upcoming Residential Parking Ban. Tickets will be issued and vehicles may be towed if parked in violation of the ban.

Starting at 7:00 p.m. Sunday evening, January 5, residents of snow zones B, G, J, L, N, Q, T, V will need to move their vehicles as plowing will be underway in those zones until 7:00 a.m. Monday. Please refer to the entire schedule below for details about when snow zones will be cleared.

The schedule for clearing in affected snow zones will appear on the City's website at knowyourzone.winnipeg.ca as of Friday, January 3 and automated Twitter messages and emails to subscribers will also begin at that time. The City's website will also display this information on a map, while snow clearing is underway. The map will highlight those residential streets where the ban applies for the current and next shift.

The public is also encouraged to sign up in advance for email or Twitter notifications through knowyourzone.winnipeg.ca to find out when designated snow zones are scheduled for clearing.

In 2011, City Council approved changes to improve Winnipeg's winter parking bans to ensure even more timely and effective clearing of snow and ice from city streets. The most significant change is to the Residential Parking Ban which, when declared, will be in place around-the-clock and will apply in 12-hour shifts, day and night, in designated snow zones across the city.

Plowing operations commenced in accordance with the City Council-approved Snow Clearing and Ice Control Policy, which can be found online at City of Winnipeg - Snow Clearing Policy.

FESTIVE SEASON CHECKSTOP PROGRAM - WEEK #4 RESULTS
The Winnipeg Police Service Central Traffic Unit has provided the results from the fourth week of the Festive Season Check Stop Program. 
 
304 - Vehicles were stopped
27   - Approved Screening Device (ASD) Tests were administered
6     - 24 hour suspensions were issued (ASD Warns)
11   - Drive Impaired/Over/Refusal Charges
18   - Traffic Related Provincial Offence Notices were issued

STRONG ARM ROBBERY – C14-000472
On January 1, 2014 members of the Winnipeg Police Service were dispatched for the report of a strong arm robbery.
 
Officers met with the 46 year old victim who advised that on December 31 at approximately 10:30 p.m. he had been walking in the area of Magnus Avenue and McPhillips Street.  It was at this time that three unknown males ran up from behind, assaulted and robbed him of cash and personal property.
 
The victim suffered serious but non-life threatening injuries to the upper body which he received treatment for.
 
The suspects are described as:

  1. Male, Aboriginal in appearance, 20-30 years of age with long dark hair.  He was wearing a white jacket with fur hood
  2. Male, Aboriginal in appearance, 20-30 years of age.  He was wearing jeans, white hoody, black toque and black gloves.
  3. Caucasian male, 20-30 years of age with a medium build and brown hair.  He was wearing a black jacket.

The investigation is continuing by members of the District 3 Crime Unit.  Anyone with information regarding this incident or the identity of the suspect(s) is asked to contact investigators at (204) 986-2848 or CrimeStoppers at (204) 786-TIPS (8477).

FIREARMS INVESTIGATION UPDATE - ARRESTS – C13-268043
As previously released, on December 31, 2013 shortly after 2:00 a.m. Winnipeg Police Service members were dispatched to the 700 block of Beverley Street for the report of a male armed with a firearm.
 
Upon police arrival people were seen running from the area.  A foot pursuit resulted in the apprehension of two fleeing suspects.   A firearm was recovered.
 
There were no injuries and no shots were fired.
 
Several people were taken into custody and the investigation continued by members of the Major Crimes Unit.
 
It was learned that a 33 year old male had attended to check on his 30 year old female friend who was hosting a party where several uninvited guests were in attendance.  Along with the male were the woman's 15 year old son and 13 year old daughter.  While the male was attempting to get the unwanted people out of the house, three of the party goers took offence and one of them produced a firearm.  The victims fled and police were summoned.
 
Patrick Roy LAVALLEY 19 years and two 17 year old males all of Winnipeg have been charged with several offences for their alleged involvement.

All three were detained in custody.
 
 
CDSA SEARCH WARRANT ARRESTS – C13-268140
On December 31, 2013 as a result of an investigation by members of the East District Community Support Unit, and assisted by the Tactical Support Team, a Controlled Drugs and Substances Act (CDSA) search warrant was executed at a residence in the 700 block of David Street.
 
Two males located within the residence were taken into custody without incident.
 
The following was seized:

  • Loaded .45 calibre Interstate Arms 1911-A1 Regent Semi-Automatic handgun
  • Collapsible baton
  • Ballistic body armour
  • 18.6 grams of cocaine with an estimated street value of $1488.00
  • 38 grams of marihuana with an estimated street value of $380.00
  • $5465.00 in Canadian currency
  • Drug paraphernalia

Jesse Carl MCMILLAN 26 years of Winnipeg was arrested for his alleged involvement and charged with several drug and firearm related offences.  He was detained at the Provincial Remand Centre.
 
A 52 year old male from Winnipeg was arrested for his alleged involvement and is facing several drug and firearm related offences.  He was released via a Promise to Appear.
