The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Winston THOMAS, 37 years of age, a convicted sex offender who is considered at high risk to re-offend in a sexual manner.                                                 
 
THOMAS will be released from Headingley Correctional Institution, Manitoba on December 23, 2014, after serving a five month sentence for breaching the terms of his probation order. Upon release, THOMAS will be subject to a Probation Order, which expires on August 12, 2016.  THOMAS is expected to take up residence in Winnipeg, Manitoba.
 
THOMAS has previous convictions for two counts of Sexual Assault, two counts of Assault, Aggravated Assault as well as many other criminal offences. Although THOMAS participated in some sex offender treatment programs while in prison, he is still considered a high risk to re-offend.   Females of all ages are at risk of sexual violence.
 

This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. THOMAS will not be tolerated.

Background information:
 
Winston George THOMAS is a 37 year-old male with a criminal record for sexual offences, Aggravated Assault, Assault as well as numerous other criminal offences including Break and Enter with Intent to Commit an Indictable Offence and Breach of Probation and Recognizance.
 
THOMAS' most recent conviction occurred in August 2014 when THOMAS breached the conditions of his probation order when he did not return home for his curfew and then was found intoxicated the next day. 
 
THOMAS will be released from Headingley Correctional Institution, Manitoba on his early release date of December 23, 2014.
 
Upon release, THOMAS will be subject to the conditions of a supervised Probation Order that expires August 12, 2016.  The Probation Order includes conditions such as:
 
•            Not to possess or consume any alcohol, illegal drug, non-prescription drug or any substance that will cause a person, including a mentally or physically disabled female, to become intoxicated;
•            Abide by a curfew of 11:00 pm to 7:00 am unless given special permission in writing, in advance, from your Probation Officer.
 
THOMAS was previously convicted for a sexual assault that occurred in 2007 when THOMAS and two other males met up with a 13 year old female at a shopping centre in Winnipeg.  They took her to a residence where liquor and marijuana were consumed.  The young female was prevented from leaving.  THOMAS sexually assaulted the victim.  THOMAS was arrested a short time later and was remanded in custody.  On March 26, 2008 he was sentenced to two years less a day for Sexual Assault to be followed by a three years term of Probation.  This sentence was in addition to the one year he had spent in custody prior to being sentenced.
 
THOMAS has incurred two more convictions for Assault, a conviction for Forcible Entry and six convictions for Failing to Comply with his Probation Orders. 
 
THOMAS is expected to take up residence in Winnipeg, Manitoba.

Homicide Arrest – C14-111775
On May 30, 2014 shortly before 12:00 noon, a group of males came upon a male known to them while he was sleeping in the area of the 600 block of Century Street.
 
The male suspects proceeded to assault the victim about the body causing critical injuries. The suspects fled and sometime later a passer-by located the injured male. The victim, identified as Wayne Michael HARPER, 31 years-old was transported to hospital and pronounced deceased.  
 
Members of the Homicide Unit and Major Crimes Unit became involved in a lengthy investigation.
 
After determining that the cause of death was as a result of blunt trauma and obtaining suspect information, investigators arrested Oliver James OKEMOW, 39 years-old on December 21, 2014.
 
After consultation with the Crown, OKEMOW has been charged with Manslaughter due to his alleged involvement.
 
The investigation is continuing.
 
 
Theft and Weapon Arrests – C14-271444
In a proactive response to vehicle break-ins, thefts and shoplifting, members of the East District Community Support Unit with the assistance of Patrol members attended to a shopping centre parking lot located in the 1500 block of Regent Avenue West.
 
While there, officers observed a vehicle and occupants acting in a suspicious manner. The vehicle was noted circling the lot repeatedly having no intention of parking.
 
At one point, a male suspect was observed running from the vehicle and returning with merchandise from a nearby business. Officers noted that the item was not in a bag and the suspect's actions were suspicious in nature.
 
The vehicle was stopped and three adult males were taken into custody.
 
A sawed-off shotgun was located inside the vehicle, including the recovery of electronics recently stolen from a nearby business.
 
A 25 year-old male, 23 year-old male and 29 year-old male are facing numerous weapon offences and theft related charges.
 
They were released on a promise to appear.

The holiday season is upon us, and many will be spending time shopping for gifts and attending parties and celebrations, and charities will be collecting much‐needed donations.
 
Festive activities will be in the spotlight, and crime prevention may not, so it is important

The holiday season is upon us, and many will be spending time shopping for gifts and attending parties and celebrations, and charities will be collecting much‐needed donations.
Festive activities will be in the spotlight, and crime prevention may not be  Here are some things we can do to prevent crime.
 
1. On the first day of Christmas, you can prevent crime by keeping your car safe from break‐ins and thefts.
• Park in well‐lit, traveled areas
• Keep valuables and gifts out of site in the trunk, and do not to leave them in the vehicle for long periods of time
 
2. On the second day of Christmas, you can prevent crime by talking to youth about stranger danger.
• Teach kids to ask store clerks or mall security if they become separated from you.
• If dropping youth off to shop on their own, establish a meeting place inside the establishment for pick‐up (not in the parking lot or at doorways)
• For younger ages, use a safety word.
 
3. On the third day of Christmas, you can prevent crime by being a safe driver on the road.
• Reduce speed and exercise caution when driving in inclement weather
• Pull over to answer your phone, or tend to other distracting events such as pets/kids, eating, reading a map, texting, etc.
 
4. On the fourth day of Christmas, you can prevent crime by keeping your information safe when shopping online.
• Type the store's URL directly in your browser rather than browse to online retailers through a search engine where you may encounter malicious links,
• Always look for the https prefix in the URL and the padlock icon in the browser's status bar. (If you shop at an online retailer that uses SSL encryption, make sure the address bar turns green as a signal that the page is secure.)
5. On the fifth day of Christmas, you can prevent crime, by identifying fraudulent scams to stay away from.
• If it seems too good to be true, it probably is.
• You have the right to check out any caller by requesting written information, a call back number, references and time to think over the offer.
 
• Do some research online to get to know the current scams http://www.phonebusters.com/english/recognizeit.html
• The Canadian Anti‐Fraud Centre (CAFC) is the central agency in Canada that collects information and criminal intelligence on Mass Marketing Fraud (telemarketing), advanced‐fee fraud letters (Nigerian letters),internet fraud and identity theft complaints from Canadian and American consumers and victims. Report Fraud to The Canadian Anti‐ Fraud Centre toll free at 1‐888‐ 495‐8501 or via e‐mail at info@antifraudcentre.ca
 
6. On the sixth day of Christmas, you can prevent crime if making donations to canvassers for charities.
• Ask for legitimate identification – only donate to registered charities.
• Contact the Canada Revenue Agency to see if the charity is registered at http://www.cra‐arc.gc.ca/charities/
• If you are approached by someone suspicious, call police at 204‐986‐6222
• Do not feel pressure to donate right away – ask for information on how you can donate at a later time
 
7. On the seventh day of Christmas, you can prevent crime when sending gifts.
                        • Do not send cash in the mail
• When sending a gift or gift card, consider using registered mail or a courier service so parcels can be tracked and insured
 
8. On the eighth day of Christmas, you can prevent crime by keeping your home safe from break‐ins.
• Keep any ladders used for putting lights up away from the home so criminals cannot use them to climb up to your windows
• Do not display gifts in a window or doorway
• Properly dispose of gift packaging and boxes. Do not leave these outside for all to see, as this will advertise the contents of your home to thieves. Put inside garbage bags or take directly to recycling depots.
 
9. On the ninth day of Christmas, you can prevent crime by securing your home before you go away.
• Make your home looks lived in: Put lights, radios and TVs on variable timers. Have someone stay inside your home for a while each day if possible.
• Have a trusted neighbour/friend/family member check on your home daily, collect your mail, and shovel your walks.
• Lock‐up tools, BBQs and ladders and make sure they are out of sight; set and test your timers; lock and check doors and windows; and leave shades and blinds in normal positions.
 
10. On the tenth day of Christmas, you can prevent crime by reporting suspicious behaviour to police.
• If you see any suspicious activity in your neighbourhood, call police at 204‐986-6222. Call 911 for a crime in progress.

11. On the eleventh day of Christmas, you can prevent crime by recognizing domestic violence and taking action.
• Domestic violence can be seen through various avenues for example in the workplace, neighbours, etc. It takes a community to address domestic violence and it is important to call for help.
• The holidays can be a stressful time and the effects of difficult times are felt long before they get to a point of crisis. It is important for people seek help before they get to that point.
• Calling police for help does not mean charges will be laid automatically, our goal is public safety and to assist families in getting the help they need.
 
12. On the twelfth day of Christmas, you can prevent crime by getting home from the party safely.
• Do not leave your drink unattended when at parties or other social events, to avoid the risk of someone altering it.
• Never drink and drive – and convince others do the same
• If going to a holiday party, pre‐arrange transportation to ensure a safe ride home (taxi cabs, designated drivers, public transportation)
• When leaving a licensed establishment, ensure you and your friends get home safely. Do not walk outside by yourself.
• Always be aware of your surroundings. Stay in busy, well‐lit areas and avoid dark, deserted places. If you are suspicious of someone, trust your instincts and scream or use a personal emergency alarm to attract attention.
• Stay in groups when travelling to and from a venue, at a function, or taking public transit and taxi cabs.

Update – Fatal Motor Vehicle Collision  involving a Pedestrian
14-270194
As previously released - On December 19, 2014, at approximately 6:45 p.m., the Winnipeg Police Service responded to the intersection of Inkster Boulevard and McGregor Street regarding a motor vehicle collision involving a pedestrian. The involved vehicle fled the area prior to police arrival. The pedestrian was transported from the scene in critical condition however, he has since succumbed to his injuries.
 
The investigation has revealed that the 21 year-old male pedestrian was crossing Inkster Boulevard northbound at McGregor Street when he was struck by a vehicle travelling westbound on Inkster Boulevard.
 
The suspect vehicle fled the scene leaving the pedestrian with life-threatening injuries.
 
The suspect vehicle is described as a dark coloured pick–up truck. Witness information suggests that a second vehicle was observed travelling in the same direction as the suspect vehicle soon after the pedestrian was hit. The occupant(s) of this vehicle may possess additional information regarding the collision and or suspect vehicle.

Drug Investigation Arrests – R14-74073
Since mid-October of 2014 members of the Winnipeg Police Service Street Crime Unit have been involved in an investigation regarding drug dealing by members of the B-Side street gang.
 
As a result of multiple investigative techniques utilized, along with the execution of a Controlled Drugs and Substances (CDSA) Search Warrant on December 10th in the 600 block of McKenzie Street, several people were identified and arrested for their participation in drug trafficking.
 
Intisar DZINIC, 21 years of Winnipeg has been charged with Traffic in a Scheduled Substance – COCAINE and Possession of Proceeds of Property Obtained by Crime for his alleged involvement.
 
He was detained in custody.
 
Stevie Victoria HANNAH, 24 years of Winnipeg has been charged with Traffic in a Scheduled Substance – COCAINE x 2 and Fail to Comply Condition Recognizance for her alleged involvement.
 
She was detained in custody.
 
Jarette John LAQUETTE, 28 years of Winnipeg has been charged with Possession of a Scheduled Substance for the Purpose of Trafficking – COCAINE & Fail to Comply with Probation Order for his alleged involvement.
 
He was detained in custody.
 
Jeremy James John LAQUETTE, 26 years of Winnipeg has been charged with Traffic in a Scheduled Substance – COCAINE x 5 and Fail to Comply Condition Recognizance x5 for his alleged involvement.
 
He was detained in custody.
 
An 18-year-old male and 20-year-old female, both of Winnipeg are facing charges of Traffic in a Scheduled Substance – COCAINE x 2 for their alleged involvement.
 
An 18-year-old male and 21-year-old female, both of Winnipeg are facing a charge of Traffic in a Scheduled Substance – COCAINE for their alleged involvement.
 
All four were released via Promises to Appear.
 
The investigation is continuing and further arrests are expected.
 
 
Commercial Robberies Update - Arrest – C14-105838 C14-118172
On May 23, 2014 at approximately 4:20 p.m., a male attended to a gas bar located in the 300 block of Wardlaw Avenue. The male confronted an employee and while in possession of a knife, robbed the business of an undisclosed amount of cash and cigarettes.
 
On June 6, 2014 at approximately 11:20 p.m., a lone male entered a business located in the 100 block of Provencher Boulevard and confronted two female employees.
 
The suspect indicated that he was armed and demanded cash. An undisclosed amount was obtained and the suspect fled. No one was injured.
 
The investigation continued by members of the Major Crimes Unit who were able to identify the suspect.  Attempts to locate him were unsuccessful and it was believed that he had fled to Surrey, BC.  A warrant of arrest for Quenton Oliver QUESNEL, 37 years of Surrey, BC was applied for and granted.
 
Charges include:
 
Robbery x 2
Uttering Threats
  
On December 11th Surrey RCMP located and arrested QUESNEL on the strength of the warrant.  He was returned to Winnipeg on December 18th and turned over to members of the Manitoba Integrated Warrant Apprehension Unit.
 
He was remanded into custody.
 
 
Update – Serious Motor Vehicle Collision  involving a Pedestrian 14-270194

Motor Vehicle Collision – Impaired Driving Arrest – C14-270384
On December 19, 2014 at approximately 11:45 p.m., Winnipeg Police Service Cadets were assisting officers at a serious motor vehicle collision (previous incident) and were required to block traffic in the area of Inkster Boulevard and Andrews Street.
 
While doing so, a vehicle travelling westbound on Inkster Boulevard at approximately 70km/hr struck the front passenger side of the Cadet cruiser. Two Cadets were in the cruiser at the time of the collision and their injuries were minor in nature.
 
The lone occupant and driver of a Ford Escort was taken into custody.
 
He was identified as a 60 year-old male and is facing the following charges:
 
Driving while ability impaired
Driving with more than 80 mgs of alcohol in blood
 
He was released on an appearance notice.

MISSING PERSON – Kelsey DESJARLAIS R14-89754
The Winnipeg Police Service is requesting the public's assistance in locating a 16-year-old male, Kelsey DESJARLAIS. DESJARLAIS was last seen in the Downtown area of Winnipeg on December 15th, 2014.
 
DESJARLAIS is described as: Aboriginal, 6'2" tall, 245 pounds with a heavy build and short dark hair; he was last seen wearing a grey hoodie, grey jacket, black sweat pants, and black/white Nike shoes. 

 

Police are concerned for DESJARLAIS' well-being. Anyone with information regarding his whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

On December 17, 2014 at approximately 6:30 p.m. members of the Division 11 Community Support Unit attended to a residence in the 500 block of Beverley Street to assist a landlord in regards to a tenant dispute.  Several people, including the tenant, were located within the home.  The tenant, found to be wanted on an outstanding warrant, was subsequently arrested.  None of the other occupants resided in the residence and while ensuring that no one remained in the home, a large cache of firearms and ammunition was observed by officers.  All present were subsequently arrested for firearms related offences.  The residence was secured and a Firearms Search Warrant obtained.
 
As a result of the search, the following was seized:

  • Sako 7mm bolt action rifle with scope
  • 300 win mag Browning bolt action rifle with scope
  • Hiawatha .22 calibre rifle
  • Two Stevens pump action 12 gauge sawed off shot guns
  • Pellet hand gun
  • Pellet rifle
  • Miscellaneous gun parts
  • Several thousand rounds of assorted ammunition


                


Jordan Phillip AMEER-BEG, 18 years of Winnipeg has been charged with the following for his alleged involvement:

  • Store Firearm or Restricted Weapon Contrary to Regulations x 6
  • Unauthorized Possession of a Firearm x 6
  • Possession of Prohibited or Restricted Firearm with ammunition x 2
  • Possess  Weapon for Dangerous Purpose x 7
  • Possession of a Firearm, Prohibited or Restricted Weapon Obtained by Crime x 6
  • Possession of Firearm or Ammunition Contrary to Prohibition Order x 7
  • Tampering with Serial Number of a Firearm
  • Fail to Comply Condition Recognizance x 2
  • Fail to Comply with Disposition x 2

Brittany Alexandra HENTSCHEL, 24 years of Winnipeg has been charged with the following for her alleged involvement:

  • Store Firearm or Restricted Weapon Contrary to Regulations x 6
  • Unauthorized Possession of a Firearm x 6
  • Possession of Prohibited or Restricted Firearm with ammunition x 2
  • Possess  Weapon for Dangerous Purpose x 7
  • Possession of a Firearm, Prohibited or Restricted Weapon Obtained by Crime x 6
  • Tampering with serial number
  • W.T.A.  for Failing to Appear Court (re: Break Enter & Theft)

Chad Edward MOLYNEUX, 23 years of Winnipeg has been charged with the following for his alleged involvement:

  • Store Firearm or Restricted Weapon Contrary to Regulations x 6
  • Unauthorized Possession of  a Firearm x 6
  • Possession of a Prohibited or Restricted Firearm with ammunition x 2
  • Possess Weapon for Dangerous Purpose x 7
  • Possession of a Firearm, Prohibited or Restricted Weapon Obtained by Crime x 6
  • Tampering with serial number
  • Possession of Property Obtained by Crime Under $5000.00 x 2

Melanie Mae Lynn RUDOLPH, 25 years of Winnipeghas been charged with the following for her alleged involvement:                                

  • Store Firearm or Restricted Weapon Contrary to Regulations x 6
  • Unauthorized Possession of a Firearm x 6
  • Possession of Prohibited or Restricted Firearm with ammunition X 2
  • Possess Weapon for Dangerous Purpose x 7
  • Possession of a Firearm, Prohibited or Restricted Weapon Obtained by Crime x 6
  • Tampering with serial number

All were detained in custody.
 
The investigation is continuing and further arrests are expected.

 
Update - Homicide Investigation – C14-79075
As previously released- On April 19, 2014 shortly after 11:00 p.m. emergency personnel were dispatched to the area of Dufferin Avenue and Salter Street for the report of an injured male on the road.
 
Upon arrival, a 17-year-old male was located suffering from upper body injuries.  He was transported to hospital where he later succumbed to those injuries.
 
A second injured male, 18 years of age, was located nearby.  He was transported to hospital in critical condition and was later upgraded to stable.
 
The investigation continued by members of the Homicide Unit.  It was learned that the two above males had come across a male walking in the area and proceeded to attempt to rob him of property.  The male produced a weapon, and in an attempt to defend him-self, stabbed both males.  He then fled the scene.
 
The 38-year-old male turned himself in to police a short time after the incident and was arrested for Murder.  A senior Crown Attorney was consulted and the male was released pending further investigation.
 
After a thorough review, the Crown has advised that no charges will be laid against the 38-year-old male.
 
 
Serious Motor Vehicle Collision – C14-269692
On December 18, 2014 at approximately 10:30 p.m. emergency personnel were dispatched to the area of McPhillips Street and Jarvis Avenue for the report of a motor vehicle collision involving pedestrians.
 
A 70-year-old female was transported to hospital in critical condition.
 
A 60-year-old male was transported to hospital with non-life threatening injuries.
 
Early investigation by members of the Central Traffic Unit has revealed that a vehicle travelling in the south bound lanes of McPhillips struck the two pedestrians who had been attempting to cross westbound.
The driver has been interviewed and was released with no charge pending further investigation.
 
The investigation is continuing by members of the Central Traffic Unit. Anyone with information regarding this matteris asked to contact investigators at (204) 986-6271 or Crime Stoppers at (204) 786-TIPS (8477).

 

Human Trafficking Arrest / Further Charges –
R14-52407

As previously released, since the summer of 2014 Members of the Winnipeg Police Service Counter Exploitation Unit have been involved in an investigation regarding the victimization of an adult female.

Investigation revealed that the suspect and victim had initially met in Winnipeg and later travelled together to Brandon, Manitoba.  From March of 2014 till mid-October the victim was forced to work as an escort.  During that time the accused would advertise, for a fee, the sexual services of the victim.  Throughout the time period the accused threatened the victim with violence should she not perform the work and on one occasion did physically assault her.

For his alleged involvement, Dale Richard AYMONT 43 years of Winnipeg was charged with several offences and detained in custody.

The investigation continued and two further adult female victims came forward.

Between May 1, 2014 and October 15, 2014 as in the previous allegations, AYMONT used violence and threats of violence to force the victims to work in the sex trade in Brandon, Manitoba.

AYMONT has been charged with the following for his further alleged involvement:

  • Trafficking in Persons
  • Material Benefit Resulting from Trafficking in Persons
  • Living on Avails of Prostitution
  • Assault x 2
  • Uttering Threats – Cause Death or Bodily Harm
  • Robbery
  • Overcome Resistance by Attempting to Choke, Suffocate or Strangle Another Person

He was remanded back into custody.
