Winnipeg Police Service News Release

PROPERTY OFFENCES INVESTIGATION- ARRESTS C11-179921
On Thursday, August 26th, during the early morning hours, between 2:50 a.m., and 4:00 a.m. Winnipeg Police Service Uniform Members were notified of suspicious persons in the Burrows area of the city, along with property related crimes that had occurred.
 
A number of units attended and began searching the area, subsequently locating the suspects in the area of Dalton Street and Mountain Avenue.  Upon seeing police, the suspects fled the area.
 
As a result of the combined efforts by numerous officers, including Division 13 general patrol members, officers from the Canine Unit and Air1, an extensive area search was conducted resulting in a number of persons taken into custody. 
 
This continued investigation by Division 13 Uniform members has resulted in charges pending against five male youths for the following property related incidents:
 
-          Approximately $200 in damages to shed within the 1600 block of Arlington Street.
-          $100 in damage to a garage also within the 1600 block of Arlington Street. A mountain bike, valued at $200 was removed.
-          Damage to two garages within the 400 block of Seymour Street, where two bikes valued at $500 were removed.   
-          Damage to a garage within the 800 block of Machray Avenue
-          Approximately $350 in damages to a vehicle within a garage in the 400 block of Robertson Street. 
 
Officers have recovered the 3 bikes. 
 
Four 14 year old male youths, and a 12 year old male youth will be facing a variety of charges in connection with this incidents, including:
 
-          Break and enter- commit indictable offence, possession of weapon for a dangerous purpose and mischief under $5000.
 
Three youths have been detained at the Manitoba Youth Centre, while the remaining two youths have been released to appear in court at a later date.  
 
This investigation is continuing.
 
 
COMMERCIAL ROBBERY- ARRESTS        C11-179761
On August 25th, 2011 at approximately 10:20 p.m. an 18 year old male victim was walking near Boyd Avenue and Charles Street when an unknown male suspect approached him and without warning pulled him to the ground and began to physically assault him.  The victim was able to yell for help and area citizens attended, causing the suspect to flee the scene.  The victim received minor upper body injuries as a result of the assault.
 
Later, just after 11:00 p.m. two suspect males attended to a restaurant within the 1100 block of Main Street, where one of the suspects threatened to assault the 18 year old male clerk and demanded money indicating he had a weapon.
 
When the clerk advised there was no money, the suspects fled the store and police were called. There were no reported injuries. 
 
Patrolling Division 13 Uniform Members located both suspect males in the immediate area where they were taken into custody. 
 
Uniform members, along with detectives from the Major Crimes Unit, continued with this investigation. Officers learned that immediately after the commercial robbery, the 21 year old male suspect encountered a 65 year old male victim driving in the rear lane of the 200 block of Mountain Avenue.  The suspect produced a knife and confronted the victim, demanding he get out of the vehicle.  When the victim refused and began driving away the suspect caused approximately $500 damage to the victim's vehicle.
 
Two males are facing the following charges for their alleged involvement in these incidents;
 
Joshua Daniel HOULE, 21 years of Winnipeg
- Robbery, utter threats and assault caused bodily harm
 
Derek Keith YOUNG, 23 years, also of Winnipeg
- Two counts of robbery, mischief under, possess weapon for dangerous purpose and failing to comply with probation
 
Both males have been detained at the remand centre.

Winnipeg Police Service News Release

FREE VEHICLE SAFETY INSPECTION CLINIC– RESULTS
On August 21st 2011, between the hours of 11:00 a.m. and 5:00 p.m. the Winnipeg police Service Central Traffic Unit, Vehicle Inspection Section along with Manitoba Public Insurance, Vehicle Standards and Inspections conducted an advertized inspection program, inviting anyone to attend with there vehicle for an inspection without concern of any repercussion. 
The day started at 10:30 a.m. when vehicles were lined up around the block and continued none stop until shortly after 5:00 p.m.  Due to the clinic's popularity, numerous vehicles had to be turned away.  
 
A total of 77 vehicles were inspected throughout the day.  Of these, 27 passed and one defect was identified on the remaining 50 vehicles, with a number having multiple defects.  

Defects we identified were in the following groups:

FIRE INVESTIGATION                         C11-179835
On Friday, August 26th, 2011 just before 1:00 a.m. Winnipeg Police Service East District Members responded for a report of a garage fire within the 1st 100 block Cobourg Avenue.
 
Upon officer's arrival, fire crews were already working to extinguish the fire. Damage is estimated at $15,000.
 
This investigation is continuing by members of the Arson Strike Force.  Anyone who has any information regarding this incident is asked to contact investigators at 986-6813 or CrimeStoppers at 786-TIPS (8744).

Winnipeg Police Service News Release

ASSAULT WITH A WEAPON- UPDATE ARRESTS    C11-178995
As previously released, on Thursday, August 25th, 2011 at approximately 11:15 p.m. Winnipeg Police Service members responded to the 400 block of Dufferin Avenue for a report of a male that had been assaulted. 
 
Upon arrival, officers located a 48 year old male suffering from serious upper body injuries.  Paramedics attended and transported the victim to the hospital in critical condition. 
 
Officers have learned that a group of people were outside of a residence within the 400 block of Dufferin Avenue when two male suspects approached them.  A brief conversation and subsequent confrontation occurred between this group and the suspects.  During the confrontation an 18 year old female was struck in the upper body by one of the suspects in possession of a bat.  A 48 year old male attempted to intervene and he was struck a number of times in the upper body. 
 
The female victim was treated and released while the male victim remains in hospital in critical, but stabilized condition. 
 
A number of individuals were located nearby and were taken into custody. 
 
As a result of the continued investigation two male youths, both 15 years of age, have been charged with the following offences:
 
- Possession of weapon for dangerous purpose
- Assault with a weapon
- Aggravated assault
 
One of the youths has also been charged with two counts of failing to comply with a sentence.

ARSON INVESTIGATION- ARRESTS    C11-173577
On Wednesday, August 17th, 2011 at approximately 10:15 p.m. Winnipeg Police Service uniform members attended to the 1st 100 block of Nicolas Avenue for a report of utility trailer that had been damaged by fire and a suspect male that was being held for police. 
 
Upon arrival, officers learned that two male youths were observed with a bottle of liquid, which was subsequently ignited and thrown at the utility trailer.  The trailer started on fire, but was quickly extinguished.  Damage is estimated at $100.
 
On August 24th, 2011, as a result of the continued investigation by members of the Arson Strike Force Unit, the second suspect was arrested.
 
Two youths aged, 14 and 15 years old are facing one count of arson- damage to property.  The 15 year old male youth will also be facing a charge of possession incendiary material
 
Both youths have been released to appear in court at a later date.
 
 
MISSING PERSON- Chelsey OSBORNE  R11-80511
The Winnipeg Police Service is requesting the public's assistance in locating a missing 13 year old female, Chelsey OSBORNE.  OSBORNE was last seen during the late evening hours of Friday, August 19th 2011 in the West Kildonan area of the city.  
 
The Winnipeg Police Service considers OSBORNE to be a child in need of protection as she is at high risk of being exploited or victimized and investigators are very concerned for her well-being. 
 
OSBORNE frequents the Downtown and West End areas of the city and she usually travels on foot or via transit.
 
 
 
OSBORNE is described as Aboriginal, approximately 5'04" tall and 145 pounds with a medium build.  She has medium length brown hair that and brown eyes.
 
Anyone with information regarding OSBORNE'S whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 986-6250.

FIGHT INCIDENT – UPDATE - CHARGE UPGRADED - C11-175438
As previously released, on August 20th, 2011 at approximately 2:50 a.m., numerous police resources including other emergency personnel responded to a fight incident involving numerous people in the area of the 1000 block of Garfield Street North.
 
At this stage of the investigation, it appears that two families had previously been socializing at a residence when a domestic dispute erupted between a male and female. The dispute escalated at which time other family members intervened. The conflict continued out onto the street when numerous involved persons armed themselves with various items and began assaulting one another.
 
During the incident, two vehicles being operated by involved persons collided and subsequently struck three pedestrians.
 
As a result of the melee, six individuals were transported to hospital with various injuries. A 40 year old male has since succumbed to injuries sustained.
 
The investigation continued by members of the Homicide Unit.
 
A 17 year old female had been arrested and previously charged with Manslaughter in connection to the incident. After further consultation with the Crown, the charge has since been upgraded to First Degree Murder.
