Winnipeg Police Service issues Request for Proposal to review flight operations program
 
The Winnipeg Police Service has submitted a Request for Proposal for professional consulting services to review its flight operations program.  The review will undertake an objective, fair and evidence-based assessment of the efficiency and effectiveness of the Flight Operations Unit (FOU).
 
The unit was established in 2011.  In 2016, the Province of Manitoba announced the intent to conduct an independent assessment.  However, in 2017 the province moved to a "basket funding" approach and the proposed review was cancelled.
 
The WPS indicated at the time that it would follow through on the independent assessment.  The intent is to determine if funding and resources allocated to the FOU aligns with the Mission, Goals, and Strategies of the 2015-2019 Strategic/Business Plan as well as Unit Objectives.
