MISSING PERSON – Brian TOUROND - C13-249685
The Winnipeg Police Service is requesting the public's assistance in locating a missing 43 year-old male, Brian TOUROND.  TOUROND was last seen on December 3, 2013 in the St Boniface area of Winnipeg.
  
TOUROND is described as: Caucasian, 5'7" tall, approximately 137 pounds with brown straight hair and brown eyes.  He has a white mustache and goatee.

The Winnipeg Police Service is concerned for his wellbeing.
 
Anyone with information regarding TOUROND'S whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250 or Crime Stoppers at 204-786-TIPS (8477).

IMPAIRED DRIVING ARREST – C13-262647
On December 21, 2013 at approximately 10:15 p.m. members of the Winnipeg Police Service were dispatched to the 1200 block of Logan Avenue for the report of a motor vehicle collision in which a vehicle had struck a house.
 
Investigation has revealed that previous to the Logan Avenue collision the suspect had left a wake of destruction starting near McPhillips Street and Selkirk Avenue where the southbound 2004 Dodge Ram 2500 pickup had knocked off a railway crossing arm and light standard, continued on and struck a 2012 Toyota Rav 4 being driven by a 47 year old male from Winnipeg.  The truck continued southbound while the driver of the Rav 4 was later transported to hospital with non-life threatening injuries.
 
The suspect continued southbound McPhillips, swerving from lane to lane, eventually striking a yield sign.  Approaching Logan the accused drove over the median into northbound traffic, striking a Cadillac before heading west on Logan.  The occupant of the Cadillac suffered no injuries.
 
The vehicle, now westbound Logan Avenue was swerving across all lanes of traffic when it glanced off an eastbound taxi.  The taxi driver was not hurt and the suspect continued west down Logan still swerving from lane to lane.
 
A 2007 Pontiac Montana was travelling eastbound when the 36 year old female driver observed the erratic pickup speeding towards her.  Slowing down, she was unable to avoid a collision as the suspect swerved into her lane, striking her van.  She was later transported to hospital with non-life threatening injuries.
 
After striking the van the suspect continued on across the boulevard, through a fence and finally came to rest against a house.  Not giving up, the suspect put his truck in reverse and attempted to drive away.  Fortunately the truck became stuck in a snow bank which is where arriving officers located him, still attempting to free the truck from the snow bank.
 
Officers were able to extricate the suspect from the pickup and take him into custody without further incident.
 
The suspect was transported to hospital with non-life threatening injuries sustained during his many collisions.
 
Kenneth Francis VILLENEUVE 60 years of Winnipeg has been has been charged with:

  • Driving While Ability Impaired Causing Bodily Harm x 3
  • Dangerous Operation of a Motor Vehicle
  • Fail to Stop at Scene of Accident

He was detained at the Provincial Remand Centre.

The Winnipeg Police Service would like to remind anyone engaging in holiday festivities to have a plan in place for how they will get home before they start drinking.
Manitoba's Tough Stance on Drinking and Driving Means.
Anyone found driving while impaired in Manitoba with a registered blood alcohol concentration over .08 will have their vehicles immediately impounded, plus a three-month driving suspension of any on or off road vehicle.
Those who want to get their driver's licences back before trial will have to attend a mandatory impaired driver's assessment, which is conducted by the Addictions Foundation of Manitoba. The cost of this assessment is $625.00 at your own expense
"If you hire a lawyer, legal fees can run anywhere between $5,000 to $10,000.
Manitobans who are convicted of drunk driving, even for the first time, face a minimum fine of $1,000 and a driving suspension of at least one year across Canada.
Since Dec. 15, 2012, all convicted impaired drivers in the province must pay about $2,000.00 to have and ignition interlock system installed in their vehicle. Ignition interlock devices are wired into a vehicle's ignition system. The driver must then blow into the device, which prevents the vehicle from starting if alcohol is detected.
As well, Manitoba Public Insurance says impaired driving charges will also amount to 10 demerit points, which would mean higher auto insurance premiums.
If you know you are going to be drinking, plan ahead and take a cab or have a designated driver.
Winnipeggers can also call the Operation Red Nose hotline at 204-947-NOSE (6673) to arrange for a designated driver to pick them up. The operation gives people a ride home in their own vehicles in exchange for a donation.
Winnipeg Transit is also offering free bus rides on New Year's Eve starting at 8:00pm until the end of each route's service.

STOLEN VEHICLE ARREST – C13-262189
On December 21, 2013 at approximately 8:15 a.m. uniform members of the Winnipeg Police Service were patrolling in the area of Crystal Avenue and St Anne's Road when they initiated a traffic stop.  The driver did not comply and a computer query revealed that the vehicle had been reported stolen on December 20, 2013.  A pursuit ensued but was quickly aborted due to the unsafe manner of driving by the suspect.
 
A short time later the driver lost control of the vehicle in the 1st 100 block of Crystal Avenue and struck a tree.  The driver ran from the vehicle and after a brief foot pursuit he stopped and confronted police in an aggressive manner who in turn deployed their electronic control device (Taser) with no success.  The suspect was eventually brought under control and arrested.
 
Due to injuries sustained in the crash the suspect was transported to hospital in unstable condition.
 
An 18 year old male of Winnipeg is facing charges of:

  • Driving While Ability Impaired
  • Flight while Pursued by Peace Officer
  • Dangerous Operation of Motor Vehicle
  • Resist Peace Officer
  • Assault Peace Officer
  • Possession of Weapon for Dangerous Purpose
  • Possession of Property Obtained by Crime Over $5000
  • Court order related breaches
  • Disobey traffic control device x 3 (H.T.A.)

The investigation is continuing by members of the Central Traffic Unit.  Anyone with information regarding this incident who has not yet spoken with Police is asked to contact investigators at (204) 986-6271or Crime Stoppers at (204) 786-TIPS (8477).

RESIDENTIAL ROBBERY - C13-261432
On December 20, 2013 shortly before 11:00 a.m. members of the Winnipeg Police Service responded to the area of the first 100 block of Greensboro Square for the report of a residential robbery.
 
Initial investigation has revealed that the 80 year old resident had come up from the basement to find two unknown males in her home.  The two males ran from the living room and out the front door knocking the victim down as they passed.  The suspects fled to a waiting vehicle being driven by a third suspect and drove off.
 
Prior to being discovered the suspects had already stolen and loaded into the vehicle, among other things, the presents for her family from under the Christmas tree.
 
The victim was not injured during the incident.
 
Suspect #1 is described as:  Asian or Oriental in appearance with light brown skin, medium length black hair and a moustache.  He was wearing a brown coloured winter parka with fur on the hood.
 
There is no description of the second male or the driver of the vehicle.
 
Vehicle described as: blue or green sport utility vehicle, possibly a Nissan Juke or Subaru Outback.
 
The investigation is continuing by members of the West District Crime Unit.  Anyone with information regarding this incident or the identity of the suspect(s) is asked to contact investigators at (204) 986-2877 or CrimeStoppers at (204) 786-TIPS (8477).

PROJECT DISSOLVE TACKLESTRAFFICKING OF PRESCRIPTION MEDICATION
 

The Winnipeg Police Service is committed to combating the on-going health and safety concerns specifically regarding the trafficking of pharmaceuticals in public areas along Main Street between Sutherland Avenue and Selkirk Avenue. 
 
District 3 Community Support and Organized Crime Units recently teamed up with Public Prosecution Service of Canada and initiated "PROJECT DISSOLVE".
 
This effort resulted in a number of arrests with further arrests expected.
 
Justin JACOBSON 26 years of Winnipeg has been charged with:

  • CC 145(5.1) Fail to Comply with Conditions of Undertaking Given by Officer in Charge x 4
  • CDS Act 5(1) Traffic in Scheduled Substance to wit: CANNABIS MARIHUANA
  • CDS Act 5(1) Traffic in Scheduled Substance to wit: to wit: CO-CODAMOL (TYLENOL 3) x 2
  • CDS Act 5(1) Traffic in Scheduled Substance to wit: to wit: CODEINE
  • CDS Act 5(1) Traffic in Scheduled Substance to wit: to wit: HYDRO-MORPHONE (DILAUDID)
  • CDS Act 5(1) Traffic in Scheduled Substance to wit: to wit: OXY-CODONE with ACETAMINOPHEN (PERCOCET)

  • CDS Act 5(1) Traffic in Scheduled Substance  to wit: HYDRO-MORPHONE (DILAUDID)
  • CDS Act 5(1) Traffic in Scheduled Substance to wit: CODEINE
  • CDS Act 5(1) Traffic in Scheduled Substance CANNABIS MARIHUANA

She was detained at the Provincial Remand Centre.
 
Cynthia GENAILLE 43 years of Winnipeg has been charged with:

  • CDS Act 5(1) Traffic in Scheduled Substance to wit: ALPRAZOLAM (XANAX)
  • CDS Act 5(1) Traffic in Scheduled Substance to wit: to wit: OXY-CODONE with ACETAMINOPHEN (PERCOCET)

She was released via Recognizance.
 
Brian DUCHARME 47 years of Winnipeg has been charged with:

  • CDS Act 5(1) Traffic in Scheduled Substance, to wit: ALPRAZOLAM (XANAX)
  • CC 733.1(1) Fail to Comply with Probation Order

He was released via Recognizance.
 
Lydia BULL 29 years of Winnipeg has been charged with:

  • CDS Act 5(1) Traffic in Scheduled Substance to wit: TEMAZEPAM

She was released via Recognizance.
 
"We have heard throughout the policing community that the illicit distribution of pharmaceuticals has become a health and safety issue across Canada," said Inspector Cam Baldwin, Divisional Commander District 3.  "This same concern was expressed at several community forums we hosted in the North End this spring. 
 
"Manitoba Police Services and the RCMP will continue to address these safety and health concerns; through enforcement, and continuing our  partnerships with government and health care providers tackle this wide reaching problem cooperatively."
 
Locally, the Winnipeg Police Service continues to work with community partners in the Point Douglas and William Whyte areas – and welcomes input from other committed groups and organizations - to promote awareness and facilitate solutions to deter illegal and unethical pharmaceutical drug distribution in the future.
 
Several partners will be present at today's news conference to speak to the wide reaching effect this illegal activity has on health and safety.
 
 
FATAL RESIDENTIAL FIRE – C13-240269
As previously reported in the media, on December 19, 2013 shortly before 9:00 p.m. emergency personnel were dispatched to the 300 block of Tyndall Avenue for the report of a residential fire.
 
A 73 year old female was transported to hospital in critical condition and later succumbed to her injuries.  Next of kin has been notified and her name will not be released.
 
Damage is estimated at $200,000.00.
 
The investigation is continuing by members of the Arson Strike Force.
 
 
COMMERCIAL ROBBERY ARREST – C13-258576
On December 16, 2013 the Winnipeg Police Service received the report of a theft.  A cab driver advised that a customer had stolen property from him and then fled.  A description of the female suspect was provided.
 
On December 17, 2013 at approximately 1:15 a.m. a cab driver picked up a customer in the 1st 100 block of Manor House Court.  Upon reaching the destination requested the customer produced a weapon and demanded money from the driver.  The driver refused and during a scuffle with the suspect he received a minor injury.  The suspect fled with property belonging to the cab driver.
 
Members of the District 3 Crime Unit continued with the investigation and were able to identify a suspect.
 
On December 19, 2013 the suspect was located and arrested without incident for her alleged involvement.
 
Jennifer JOHNSTON 31 years of Winnipeg has been charged with Robbery, Possession of Weapon for Dangerous Purpose & Theft Under $5000.00.
 
She was detained at the Provincial Remand Centre.

ATTEMPT VEHICLE ROBBERY UPDATE - ARRESTS – C13-260098
As previously released earlier today, on December 18, 2013 at approximately 9:30 p.m. the Winnipeg Police Service received the report of an attempt vehicle robbery that had just occurred in the 1200 block of St Mary's Road.
 
Officers met with the 19 year old victim who advised that she had been walking to her vehicle when a female armed with bear spray approached and demanded her car keys.  When the victim refused the female sprayed her and then fled with three other suspects who had been standing nearby.
 
The victim did not require medical attention.
 
The suspect was described as: 17-20 years of age, 5'2" tall with a small build and blonde hair.  She was wearing a hip-length jacket with fur trimmed hood.
 
The three other suspects consisted of two males and a female.
 
The investigation continued by members of the East District Crime Unit.  As a result a 14 year old female suspect who assaulted the victim along with one of the other three suspects, an 18 year old male, have been arrested for their alleged involvement.
 
The investigation continues by East District Crime Unit members and further arrests are expected.
