Motor Vehicle Collision – Public Assistance Requested: C18-167617
 
On August 3, 2018, at approximately 1 p.m., emergency services responded to a report of a motor vehicle collision at the intersection of Dakota Street and Bishop Grandin Boulevard.
 
Investigators believe 3 vehicles were involved in the collision. A total of 6 individuals were transported to hospital, including 1 person in unstable condition. 
 
The Winnipeg Police Service's Traffic Division is seeking assistance from the public in identifying the following vehicle and occupants who may have witnessed the collision:
 
 
It is believed that the vehicle is a white 2014-2015 Chevrolet Silverado and the occupants will have information that can assist investigators.
 
This investigation is continuing by members of the Traffic Division. Anyone with information that may assist investigators is asked to call 204-986-7085 or Crime Stoppers at 204-786-TIPS (8477).
 
Attempt Murder – Arrest: C18-168189
 
On August 4, 2018, at approximately 2:05 a.m., a North District General Patrol unit was patrolling in the area of Andrews Street and Aberdeen Avenue when they came upon a truck containing an injured female that had been shot in the upper body.
 
As additional units began to arrive at the scene, a male suspect approached officers and threw an item between two parked vehicles. He then placed his arms in the air and was taken into custody. A firearm was later discovered near the vehicles.
 
The female victim was transported to hospital in critical condition and was later upgraded to stable condition.
 
Members of the Major Crimes Unit continued with the investigation and believe that the suspect male, who is the owner of the truck, was involved in a dispute with the victim and an acquaintance immediately prior to the shooting. 
 
Donald Michael Kargus, a 40-year-old male of Lockport, Manitoba, has been charged with:
 
- Attempt to Commit Murder
- Discharge a Restricted Firearm or a Prohibited Firearm with Intent
- Careless Use of Firearm, Weapon, Prohibited Device or Ammunition
- Use of Firearm During Commission of an Indictable Offence
- Pointing a Firearm (x2)
- Unauthorized Possession of a Firearm
- Possession of a Weapon
- Possession of a Loaded Prohibited or Restricted Firearm
- Possession of a Firearm Knowing Serial Number has been Tampered With
 
He was detained in custody.

Stolen Vehicle – Arrest: C18-166426
 
On August 2, 2018, at approximately 12:15 a.m., a North District Community Support unit was in the area of McGregor Street and Boyd Avenue when a stolen vehicle was observed.
 
AIR1 was assigned and began to track the stolen vehicle. Officers attempted to stop the vehicle at McGregor Street and Dufferin Avenue; however the vehicle fled at a high rate of speed.
 
Ground officers backed off and increased their distance while AIR1 followed the stolen vehicle as it continued to drive at a high rate of speed.
 
The stolen vehicle crashed through a guardrail at Hallet Street and Rover Avenue and came to a stop on an embankment. A male suspect fled from the vehicle and was tracked as he attempted to hide in bush/tree cover.
 
The male was taken into custody a short time later.
 
The stolen vehicle is believed to have been taken from a residence in West St. Paul, Manitoba while parked overnight on July 31, 2018.
 
A 23-year-old male of Winnipeg has been charged with:
 
- Possession of Property Obtained by Crime Over $5000
- Dangerous Operation of Motor Vehicle
- Fail to Comply Condition Recognizance by Judge/Justice
 
He was detained in custody.

Stolen Vehicle – Arrest: R18-49640
 
On August 3, 2018, at approximately 9:30 p.m., members of the Winnipeg Police Service responded to a report of stolen vehicle that was travelling in the area of Century Street and Ness Avenue.
 
Using Global Positioning System (GPS) technology, the owner was able to relay the location of the stolen vehicle as it travelled throughout the city.
 
Officers were able to locate the vehicle in the area of McGillivray Boulevard & Pembina Highway where it fled.
 
The stolen vehicle travelled to the first 100 block of Chalice Place where officers located it unoccupied and parked in the driveway of an unrelated residence.
 
A female suspect was located at Chalice Place and Woodington Bay by a West District General Patrol unit and was taken into custody.
 
A male suspect was tracked by members of the K9 Unit to the yard of a residence in the first 100 block of Lindenwood Place where he was located hiding in a child's play structure. The male suspect immediately ran and was tracked by AIR1 to the yard of a residence in the first 100 block of Wallingford Crescent. The male again ran and was taken into custody nearby. The male sustained minor injuries during his arrest and was later treated and released at hospital.
 
A second male suspect was located at Wallingford Crescent and Lindenwood Place by a West District General Patrol unit and was taken into custody.
 
The stolen vehicle is believed to have been taken from a residence in the Lakewood area overnight on August 1, 2018.
 
William Richard Woodhouse, a 28-year-old male of Winnipeg, has been charged with:
 
- Possession of Property Obtained by Crime Over $5000
- Possession of Property Obtained by Crime Under $5000
- Flight while Pursued by Peace Officer
 
He was also processed on an outstanding arrest warrant for:
 
- Apprehension and Suspension of Parole/Statutory Release
 
Levi River Woodhouse, a 20-year-old of Winnipeg, has been charged with:
 
- Possession of Property Obtained by Crime Over $5000
- Possession of Property Obtained by Crime Under $5000
 
He was also processed on an outstanding arrest warrant for:
 
- Fail to Comply with Probation Order
 
A 39-year-old female of Winnipeg has been arrested for:
 
- Possession of Property Obtained by Crime Over $5000
- Possession of Property Obtained by Crime Under $5000
 
She was released on a Promise to Appear.
 
Person Robbery – Arrest: C18-167260
 
On August 2, 2018, at approximately 11:45 p.m., Central District General Patrol officers responded to a report of a robbery in the 300 block of Colony Street.
 
A male victim had been waiting at a bus stop when he observed two male suspects attempting to remove the tire from his bicycle which had been locked up nearby. The male suspects were unsuccessful and left the area.
 
The victim checked on his bicycle, which had no damage, and attempted to ride away but was confronted by another male suspect who brandished a knife and threatened him. The victim, an in an effort to defend himself, swung his bicycle lock at the suspect and fled onto a nearby bus.
 
The suspect followed the victim onto the bus but the driver intervened and summoned police. The suspect then fled the area on foot. During the melee, the victim's bicycle was stolen by the first two male suspects.
 
The bus driver remained with the victim until officers arrived. Witnesses directed the officers to a building in the 300 block of Balmoral Street where they had seen the male run (still armed with the knife).
 
Inside the building, officers heard the occupants of a suite talking about weapons. Officers entered the suite and located the suspect hiding in a bathroom. The knife that was believed to have been used during the incident was recovered and seized.
 
The suspect later provided officers with a false name but was identified.
 
Joseph Peter Hunter, a 19-year-old male of Winnipeg, has been charged with:
 
- Robbery
- Public Mischief
- Fail to Comply Condition Recognizance by Judge/Justice (x2)
 
He was also processed on an outstanding arrest warrant for:
 
- Fail to Comply with Probation Order
 
Hunter was detained in custody.

Crime Prevention Tip

This long weekend is a time to relax and spend with family and friends. Unfortunately many tragedies take place on a long weekend; some of which could be avoided with careful planning.
 
  Winnipeg Police Service would like to remind motorist and residents of several steps they can take to stay safe.

  • If you are going away make sure you have someone checking your home.  Leave lights on timers and make sure someone is picking up your mail or newspapers.
  • Inform your trusted neighbours that you will be away and ask them to keep an eye on your residence.  If you notice someone suspicious around your neighbourhood, don't hesitate to call 911.
  • While travelling this weekend, make sure you obey the speed limit and ensure all persons in the vehicle are wearing their seat belts.  Don't drink and drive.  Don't be a distracted driver.
  • While out boating don't drink and drive on the waterways.  Also ensure everyone in the boat is wearing a life jacket.


  Have a safe long weekend.

Canada-Wide Parole Warrant – Public Assistance Requested: S18-1088
 
The Winnipeg Police Service Organized Crime Unit is requesting the public's assistance with locating Stephen Michael Konowalchuk, a 35-year-old male of Winnipeg.
 
 
He is described as Caucasian in appearance, 5'11" in height, approximately 293 lbs with a heavy build.
 
Konowalchuk is wanted on the strength of a Canada-Wide Parole Warrant that had been issued on July 3, 2018, after the suspension of his statutory release.
 
The public is cautioned not to approach this male. Anyone with information regarding Konowalchuk's whereabouts is asked to call 911. Additional information that may assist investigators can be relayed our non-emergency line at 204-986-6222 or Crime Stoppers at 204-786-TIPS (8477).
 
Financial Robberies – Arrest: C18-166515
 
On August 1, 2018, at approximately 3:35 p.m., a male suspect attended a bank in the 300 block of Main Street and made comments to employees that he was there to rob the bank. The male fled on foot empty-handed.
 
At 3:50 p.m., the male suspect attended a bank in the 200 block of Portage Avenue while brandishing a knife and made comments to employees that he was there to rob the bank. The male received an undisclosed amount of Canadian currency and fled on foot.
 
Members of the Major Crimes Unit continued with the investigation.
 
On August 2, 2018, at approximately 4:30 a.m., Central District General Patrol officers located the suspect at a hotel in the 300 block of Smith Street and placed him under arrest. The suspect head-butted an officer as he was taken into custody and the officer suffered minor injuries.
 
Mitchell Gilmore Carpenter, a 24-year-old male of Winnipeg, has been charged with:
 
- Robbery (x2)
- Possession of a Weapon 
- Assault a Peace Officer
 
He was detained in custody.
 
Attempt Murder – Arrest: C18-152970
 
On July 16, 2018, at approximately 8:15 a.m., members of the Winnipeg Police Service responded to the report of an injured male in the 300 block of Boyd Avenue.
 
Officers arrived and located the injured male. He was transported to hospital in unstable condition.
 
The investigation continued by members of the Major Crimes Unit and it is believed the victim had been in the area when he was approached by an acquaintance and was shot in the upper body. The suspect fled on foot.
 
On July 24, 2018, at approximately 9:00 p.m., a suspect was located and placed under arrest in the area of Selkirk Avenue and McKenzie Street.
 
Darryl Louis Ross, a 46-year-old male of Winnipeg, has been charged with:
 
- Attempt to Commit Murder
- Pointing a Firearm
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Possession of a Weapon
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x2)
- Possession of a Firearm Knowing its Possession is Unauthorized
- Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized
- Discharge a Restricted Firearm or a Prohibited Firearm with Intent
- Fail to Comply with Probation Order
- Fail to Comply Condition Recognizance by Judge/Justice (x7)
 
Ross was also processed on two outstanding arrest warrants for:
 
- Fail to Attend Court
- Fail to Comply with Probation Order (x2)
 
He was detained in custody.

Last summer, your answers to our Questions of the Week gave us guidance on where to focus on improving engagement and we want to hear from you again.

Question of the Week 2 Results

We received 105 responses to the second summer question of the week: Have you read a public engagement report or summary before? Thank you for taking the time to respond and provide guidance on what you want out of public engagement reporting. 
 
Most of you (70%) have read a public engagement summary at least once or twice.  One thing is clear: you are interested in knowing how input was used. The most popular elements to improve public engagement reporting were showing how public feedback influenced the project (80%), followed by next steps (78%), and simple and concise (70%). Other suggested improvements to reporting included quotes and verbatim responses, maps, and number of participants.

We also received additional comments about reporting and questions we would like to address:

Timely distribution of reports after engagement is appreciated - if it is too long after input was sought - one can't remember as much. Timely follow up is important. If final recommendations are not available in soon after the engagement, an interim follow up with participants should be incorporated into the plan. 
Important for public engagement summaries to be provided back to the communities consulted. Not just made publicly available online, but made available in the community, too. This is an interesting distinction you are making. We often follow up with the list of participants who asked for updates, but we will look at exploring other ways of making the information available in the community. Thank you!
It would be very interesting for the city to arrange meetings with high school students - from various schools - in order to receive their feedback on readability & enjoyment of city reports. That is a great idea! Public engagement can benefit from input from all perspectives and ages. Reaching out to students and teachers is something we intend to explore further. 
If you mean all the stuff that was sent out last summer over the Ruby/Banning bike path, then yes I got all the stuff starting in the Spring and then followed it through the entire year. I haven't heard anything at all this year though. I like the idea and support it, I'd just like to know what was decided and when it's going ahead. Thank you or your participation in the Wolseley to West Alexander Walk Bike project. The recommended design is available on the project website. The City is now in the process of reviewing the project to determine how it fits with other City priorities and future budget considerations.
Need to expand reach by using social media to post notice of events, gather feedback and share results. Email is a good option to start but the reach needs to be much greater. Thank you for those ideas on expanding our reach! We often use social media to promote events and public engagement opportunities, and we are looking into ways to include social media polls and feedback collections as part of engagement processes. 
It helps to have information about how the particular project fits into the bigger picture - how the project relates to other projects and community plans. That's a great point. Incorporating "connections to other projects" and "connections to plans" is certainly something to invest time into in the future so everyone is aware of the bigger picture context. 
I want to read something simple and short in bullet points: What is this about What has been done (research, feedback, etc.) What is going to be done and what does it mean for me (money, taxes, etc.)
 
I don't read them because they are long and full of details I would rather check individually if interested. A summary with detailed sections on the points would be better for ME, not everyone;-)
Public engagement reports may not appeal to everyone, which is why we often shorten a report into a 1-2 page summary document. Going even further by pulling a few key bullet points to incorporate on the webpage may be something to implement on a consistent basis for those who would like a snapshot of the engagement process. Thank you!

Citizens encouraged to get involved on Boards and Commissions

The City of Winnipeg is accepting applications for positions on various Boards and Commissions until October 19, 2018. The City Clerk's Department initiates an annual selection process to fill citizen member positions to Boards and Commissions on which there are imminent or existing vacancies.

Budget 2019 Engagement and Community Trends reports

The City of Winnipeg released the annual Community Trends and Performance Report and the 2019 Budget Public Engagement Report, two documents that will help inform the 2019 budget process and support decision-making.
 
Public Engagement Report and Public Engagement Summary summarizing what we heard from Winnipeggers during the 2019 budget engagement is now available online. 
 
The Community Trends and Performance Report is the first of the budget documents released annually, which compiles socio-economic trends and performance measures related to the delivery of City services.

Missing Person – Sherisa Robyn GRETSINGER: C18-155585
The Winnipeg Police Service is requesting the public's assistance in locating a missing 16-year-old female; Sherisa Robyn Gretsinger. 

Gretsinger was last seen in Winnipeg on the evening of July 15, 2018. Information has been received that she may be travelling to Alberta.
 
Gretsinger is described as a Caucasian female, 5' 6" in height, medium build, long brown hair, possibly wearing glasses, tattoo of a ribbon in the shape of a heart on her left leg, last seen wearing a black "Nomads" football hoodie, shorts, and flip-flops.
   


   
 
The Winnipeg Police Service is concerned about Gretsinger's well-being and is asking anyone with any information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.
