Diversity Career Exhibition
 
The Winnipeg Police Service recognizes the need to provide opportunities for our growing Indigenous and diverse communities to serve in law enforcement. 
 
The Recruiting Section, in partnership with the Community Support Division, is hosting a two-day Diversity Career Exhibition on July 26th & 27th, 2018 at Winnipeg Police Headquarters. The event hosts Indigenous and newcomer community members interested in a career in law enforcement. 
 
Members will be providing information regarding volunteer, cadet, civilian and police officer career opportunities within the police service. The event includes an overview of the Winnipeg Police Service and a formal presentation outlining our selection and hiring process. The workshop aims to expose participants to a number of unique opportunities such as the physical abilities test, information sharing, demonstrations from specialty units and writing the police applicant exam. Participants will also observe first-hand, the day to day operations of the Winnipeg Police Service Headquarters Building.
 
Sixty-five people from in and around Winnipeg have been selected through a rigorous application and selection process and will be exposed to various aspects of policing as well as the testing process for being hired. 
 
Homicide – Arrest: C17-172834
 
Winnipeg Police Homicide investigators have made an arrest in the murder of Dean Wade Yurkiw. On August 4, 2017, the victim, a 50-year-old male, was physically attacked in the 300 block of Aberdeen Avenue. The suspect then produced a knife, fatally stabbed the victim and fled prior to police arrived. 
 
On July 4, 2018, after a lengthy investigation, homicide investigators released a description of a suspect and requested the public's assistance in identifying the individual. 
 
On July 24, 2018, based on information received throughout the investigation and evidence collected investigators obtained a warrant of arrest for the suspect. 
     
On July 25, 2018, Zachary Brandon Roulette, a 24-year-old male of Winnipeg, has been arrested and charged with 2nd Degree Murder. He has been detained at the Winnipeg Remand Centre.
 
Theft – Arrests: C18-160670
 
On July 25, 2018, at approximately 8:30 p.m. North District General Patrol and K9 Unit members responded a construction site in the area of Templeton Avenue and Pipeline Road for a report of three individuals with a vehicle stealing construction materials.
 
Officers arrived on scene and stopped the vehicle as it attempted to leave the area. Three occupants were taken into custody and a search of the vehicle resulted in the recovery of stolen metal worth approximately $26,500 that had been taken from the construction site. 
 
Jesse John Trea Fitch, a 25-year-old male of Winnipeg, has been charged with:
 
- Theft Over $5000
- Fail to Comply with Probation Order (x2)
- Fail to Comply Condition Recognizance by Judge/Justice (x3)
 
Alexander Donovan Houle, a 26-year-old male of Winnipeg, has been charged with:
 
- Theft Over $5000
 
Fitch and Houle were detained in custody.
 
A 25-year-old male of Winnipeg has been arrested for:
 
- Theft Over $5000
 
He was released on a Promise to Appear.
 
Possess Goods Obtained by Crime – Arrest: C18-160765
 
On July 25, 2018, at approximately 2:35 p.m., an unidentified male attended a vehicle dealership in the 300 block of Pembina Highway and stole a key fob that belonged to a newer vehicle. The male then fled without incident.
 
At approximately 11:00 p.m., a suspect attended the parking lot of the dealership while in possession of the stolen key fob and began to look for the associated vehicle. A security firm that was monitoring video surveillance for the dealership notified police.
 
Major Crime Unit investigators, who were in the area, located the suspect in the parking lot and placed him under arrest. The stolen key fob was recovered.
 
Evan Lawrence Paleshnuik, a 37-year-old male of Winnipeg, has been charged with:
 
- Possession of Property Obtained by Crime Under $5000
 
He was detained in custody.

Robbery – Arrest: C18-159559

On July 24, 2018, at approximately 1:15 p.m., Central District Foot Patrol officers were in the area of Central Park when they were flagged down by a male who advised that he had just been robbed. Officers pursued the suspect and took him into custody in the area of Edmonton Street and Ellice Avenue.

Officer's learned that the suspect attempted to rob a 65-year-old woman who was seated on a park bench in the area. He produced a knife and demanded money from the women. Not receiving any money, the suspect turned his attention to a 38-year-old male and again demanded money while holding a knife. The victim ran and alerted police.

Neither victim was injured.

Justin Kenneth MONAN, a 32-year-old male of Winnipeg,was charged with Robbery (x2), Possess Weapon (x2) and Utter Threats. He has been detained at the Winnipeg Remand Centre.

 

Stabbing –  Investigation: C18-159712

On July 24, 2018, at approximately 4:50 p.m., Winnipeg Police were alerted to a male stabbed in the area of Ellice Avenue and Empress Street. Emergency crews responded and located a 38-year-old male with a single stab wound to his upper body. He was transported to hospital in stable condition, where he remains at this time.

General Patrol member and a K-9 unit searched the area and were unable to locate the suspect.

The victim advised that he was in the parking lot of business at this location when an unknown male ran towards him.  The victim slipped and fell and the suspect produced a knife, stabbing the victim once. The suspect did not say anything or attempt to rob the victim.

This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

 

Drugs – Arrest: C18-159876

On July 24, 2018, at approximately 8:30 p.m., a East District Community Support unit attempted to stop a vehicle in the area of Archibald Street and Nairn Avenue for failing to have a valid registration/insurance. The vehicle was found to have a licence plate that did not match the vehicle it was associated with and had a suspended registration.

As the officers activated their emergency equipment, the vehicle took off and quickly made a U-turn. At this time, the hood of the vehicle flew up and became stuck in an upright position.

The vehicle (with the hood up) drove erratically and at a high rate of speed throughout the Elmwood area as police attempted to bring it to a safe stop. During one instance on Henderson Highway; the vehicle proceeded onto oncoming traffic. The vehicle eventually came to a stop at the rear of a residence in the 100 block of McIntosh Avenue.

Officers caught up to the vehicle and took the driver into custody. A search of the vehicle resulted in the seizure of a number of items including the following:

- 16 grams of marihuana (estimated street value of $160)

- 6.5 grams of methamphetamine (estimated street value of $985)

It is believed the licence plate had been stolen in mid-January 2018 from a vehicle in the Daniel Mcintyre neighbourhood.

Chad Dickerson, a 43-year-old male of Winnipeg,has been charged with:

- Flight while Pursued by Peace Officer

- Dangerous Operation of Motor Vehicle

- Possession of Scheduled Substance – Methamphetamine

- Possession of Scheduled Substance – Cannabis (Marihuana)

- Driving While Disqualified

- Possession of Property Obtained by Crime Under $5000

- Fail to Comply Condition Recognizance by Judge/Justice (x3)

He has also been issued a total of 7 Provincial Offences Act notices under Highway Traffic Act and the vehicle was seized as the male was identified as a suspended driver.

He was detained in custody.

 

Kidnapping – Arrest: C18-156912

On July 21, 2018, at approximately 12:50 a.m., a North District General Patrol unit was in the area of McGregor Street and Jarvis Avenue when they observed a vehicle being driven in an erratic manner. The vehicle ran a stop sign and officers began to follow.

The vehicle continued to drive in an erratic manner and it became apparent the driver was attempting to evade police. AIR1 was assigned and began to track the vehicle as police vehicles backed off and increased their distance.

AIR1 tracked the vehicle as it drove through the city at a high rate of speed, running several red lights and stop signs. The vehicle eventually turned onto the north Perimeter Highway where officers twice deployed a tire deflation device ("StopStick") in an attempt to bring the vehicle to a safe stop.

While on the Perimeter Highway, the vehicle turned into the westbound lanes and drove eastbound against oncoming traffic at a high rate of speed estimated to be approximately 160-170 km/h.

At this time, the tire deflation device – which was effective – caused one of the vehicle's tires to deflate gradually without causing a sudden blowout. The driver of the vehicle continued to flee and eventually the tire separated from the vehicle. The vehicle came to a stop against a ditch the driver fled on foot. He was taken into custody a short distance away.

Officers came across a female in the vehicle that advised she had been taken against her will from her residence in the Weston neighbourhood.

A 32-year-old male of Winnipeg has been charged with:

- Driving While Ability Impaired

- Fail or Refuse to Provide Sample - Drug Evaluation

- Dangerous Operation of Motor Vehicle

- Flight while Pursued by Peace Officer

- Resist Peace Officer

- Possession of a Weapon

- Assault

- Forcible Confinement

- Kidnapping

- Fail to Comply with Probation Order

He was detained in custody.

Firearms – Arrest: C18-156061
 
On July 20, 2018, at approximately 12:55 a.m., a District 3 General Patrol unit was in the area of McPhillips Street and Selkirk Avenue when they observed a stolen vehicle travelling southbound.
 
Officers began to follow the vehicle and a short time later, AIR1 arrived in the area and began to track it. The vehicle came to a stop in the 1500 block of Ross Avenue West where the three occupants were taken into custody without incident.
 
A search of the vehicle resulted in the seizure of a number of items including the following:
 
- A loaded .303 calibre rifle
- A loaded 12 gauge shotgun 
- 15 .303 cartridges (ammunition)
- 9 .30-30 cartridges (ammunition)
- Ammunition magazine
- A crossbow
- Bear spray
 
The vehicle is believed to have been stolen from the William Whyte neighbourhood sometime between July 16 and 17, 2018.
 
Cherish Marie Irene Henry, a 32-year-old female of Winnipeg, has been charged with:
 
- Possession of a Weapon (x4)
- Transport Firearm or Restricted Weapon Contrary to Regulations
- Unauthorized Possession of a Firearm in Motor Vehicle (x2)
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x5)
- Possession of a Firearm Knowing its Possession is Unauthorized (x2)
- Possession of Property Obtained by Crime Over $5000
- Drive without licence or with invalid licence (Highway Traffic Act)
 
Gordon William Kovich, a 28-year-old male of Winnipeg, has been charged with:
 
- Possession of a Weapon (x4)
- Transport Firearm or Restricted Weapon Contrary to Regulations
- Unauthorized Possession of a Firearm in Motor Vehicle (x2)
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x20)
- Possession of a Firearm Knowing its Possession is Unauthorized (x2)
- Possession of Property Obtained by Crime Over $5000
- Fail to Comply with Probation Order (x2)
- Fail to Comply Condition Recognizance by Judge/Justice (x5)
 
Vincent Edgar Urniezius, a 48-year-old male of Winnipeg, has been charged with:
 
- Possession of a Weapon (x4)
- Transport Firearm or Restricted Weapon Contrary to Regulations
- Unauthorized Possession of a Firearm in Motor Vehicle (x2)
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x5)
- Possession of a Firearm Knowing its Possession is Unauthorized (x2)
- Possession of Property Obtained by Crime Over $5000
 
They were detained in custody.
 
Drugs – Arrests: C18-157083
 
On July 21, 2018, at approximately 6:00 a.m., an East District General Patrol unit was patrolling near Roch Street and Johnson Avenue when a vehicle was observed driving in the area. Computer checks on the registered owner of the vehicle revealed he had two active warrants for his arrest.
 
Officers stopped the vehicle in the 200 block of Chalmers Avenue and confirmed the registered owner was driving the vehicle. He was placed under arrest. A search of him resulted in the seizure of a small amount of cocaine and packaging materials. The passenger was also placed under arrest.
 
A search of the vehicle resulted in the seizure of a number of items including the following:
 
- A pill bottle containing 10.5 grams of a substance believed ketamine (estimated street value of $1,000)
- Packaging materials
- Scissors contaminated with a residue
- A digital scale contaminated with a white substance
- $425 Canadian currency
 
Andrew John Klumper, a 27-year-old male of Winnipeg, has been charged with:
 
- Possession of a Scheduled Substance for the Purpose of Trafficking – Ketamine
- Possession of Proceeds of Property Obtained by Crime Under $5000
 
Klumper was processed on two outstanding warrants for charges that include:
 
- Assault
- Uttering Threats - Cause Death or Bodily Harm (x2)
- Fail to Comply with Probation Order
- Drive imprudently (Highway Traffic Act)
 
He was detained in custody.
 
A 21-year-old female of Winnipeg has been arrested for: 
 
- Possession of a Scheduled Substance for the Purpose of Trafficking – Ketamine
- Possession of Proceeds of Property Obtained by Crime Under $5000
 
She was released on a Promise to Appear.
 
Drugs/Weapons – Arrests: C18-157507
 
On July 21, 2018, at approximately 8:20 p.m., West District Community Support Unit officers were conducting a targeted Smart Policing Initiative patrol of Ellice Avenue and Wall Street when they observed three males at an area business.
 
While officers attempted to speak with three males, one male took off on foot while another male pulled a small case from his waistband and attempted to discard it under a nearby unrelated vehicle.
 
The two remaining males were placed under arrest and a search of the small case resulted in the seizure of 22 grams of methamphetamine (estimated street value of approximately $2,750).
 
A search of the two males resulted in the seizure of a number of items including the following:
 
- Butterfly-style knife (Lothian)
- 1 gram of methamphetamine (Lothian, estimated street value of $125)
- $25 Canadian currency (Lothian)
- Folding-style knife (Beaulieu)
- ½ gram of cannabis shatter (Beaulieu)
 
The third male remains outstanding.
 
Callum Stuart Lothian, a 26-year-old male of Winnipeg, has been charged with:
 
- Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
- Possession of a Weapon
- Possession of a Prohibited or Restricted Weapon Knowing its Possession is Unauthorized
- Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x2)
- Possession of Proceeds of Property Obtained by Crime Under $5000
 
Tyrone Jackson Beaulieu, a 23-year-old male of Lake St. Martin, Manitoba, has been charged with:
 
- Possession of a Weapon
- Possession of Scheduled Substance – Cannabis (Shatter)
- Fail to Comply Condition Recognizance by Judge/Justice
 
They were detained in custody.
 
Commercial Break & Enter – Arrests: C18-158479
 
On July 23, 2018, at approximately 5:10 a.m., West District General Patrol officers responded to the report of a commercial break & enter at a construction site in the 800 block of Sterling Lyon Parkway.
 
The construction site was equipped with video surveillance and police were notified by a security firm that was monitoring the incident.
 
Officers arrived in the area and located a suspect vehicle attempting to flee the scene. The vehicle then turned into the driveway of a residence in the first 100 block of Kestrel Street and the suspects exited the vehicle, claiming they were there to do work on the residence. Both suspects were placed under arrest and taken into custody.
 
Members of the Major Crimes Unit continued with the investigation and believe that the two suspects had attended the construction site while wearing high-visibility construction clothing and concealing their faces. Together, they broke into a fenced site and stole approximately $15,000 worth of tools and building materials.
 
All of the stolen property from the construction site was recovered from within the vehicle.
 
Ryan Jerry Joseph Danis, a 37-year-old male of Winnipeg, has been charged with:
 
- Break Enter & Theft – Place
- Disguise with Intent
- Possession of Break In Instrument(s) 
 
Rickie Allen Brown, a 31-year-old male of Winnipeg, has been charged with:
 
- Break Enter & Theft – Place
- Disguise with Intent
- Possession of Break In Instrument(s) 
 
They were detained in custody.
 
Theft – Arrest: R18-42525
 
On July 5, 2018, at approximately 1:40 p.m., a suspect male attended a sporting goods store in the 400 block of St. Mary's Road and located a bike that had been left inside the business by a customer. The suspect grabbed the bike (valued at approx. $6,200) and fled.
 
The incident was captured on video surveillance. Members of the Major Crimes Unit continued with the investigation.
 
On July 23, 2018, at approximately 2:45 p.m., an East District General Patrol unit located the suspect riding the stolen bicycle in the area of Archibald Street and Tissot Street. The male was placed under arrest and was taken into custody.
 
Donovan James Walters, a 47-year-old male of Winnipeg, has been charged with:
 
- Theft Over $5000
 
He was detained in custody.

Homicide – Arrest: C18-157135
 
During the morning of July 21, 2018, East District General Patrol officers responded to a suite in a residential complex in the 1700 block of Henderson Highway to check the well-being of an elderly male.
 
Upon arrival, officers found the male deceased with obvious stab wounds. His wife was taken into custody.
 
Members of the Homicide Unit continued with the investigation and believe that during the evening of July 15, 2018, the male and his wife were involved in a dispute which escalated to the male being stabbed in the upper body and succumbing to his injuries.
 
The deceased has been identified as Hans George Scheppner, an 85-year-old male of Winnipeg.
 
Anne-Dore Maria Scheppner, a 73-year-old female of Winnipeg, has been charged with Second Degree Murder. She was detained in custody.
 
Robbery – Arrests: C18-156560
 
On July 20, 2018, at approximately 5:45 p.m., Winnipeg Police were called to the area of the Donald Street Bridge in response to a report of a female being assaulted by several people. General Patrol members attended and located the victim, two witnesses, and several suspects in the area. 
 
Officer learned that a 26-year old female and a 59-year old male were walking over the Donald Street Bridge when they were confronted by four youths. The male was kicked in the back and managed to escape while the female was punched and kicked numerous times. She suffered minor injuries as a result and did not require immediate medical attention.
 
Two adults males, who were in a vehicle crossing the bridge, witnessed the attack and yelled at the group to stop. One of the youths continued to kick the victim. The witnesses drove back over the bridge in the opposite direction to check on the victim. A female youth approached them holding a knife in her hand. The driver exited the vehicle and attempted to grab the knife from the female when the other three youths attacked the passenger, still seated in the vehicle. The female youth then began swinging the knife in the direction of the passenger and in an attempt to defend himself, he used a stick to push the youths back.
 
One of the youth males attempted to grab the keys from the vehicle and a female youth grabbed the stick and began striking the vehicle, causing extensive damage. The driver was struck with the stick before getting back in his vehicle. 
 
Two 17-year-old males, a 13-year-old female, and a 14-year-old female were arrested. They have been charged with Robbery, Assault (x2), and related charges.

  2017 Annual Statistical Report
  Statement from Chief Danny Smyth


No one wants to hear that crime rates in their community are going up.  Yet for those of us who call Winnipeg home, that is the reality we continue to face.  As a father, and a husband, I want my family to reside in a city which is vibrant and safe.  As the Chief of Police, I want that for everyone who lives, works, or visits here as well.
   
As you read the Winnipeg Police Service 2017 Annual Statistical Report, you will see that the numbers are not good.  Violent crime is up by 7%.  Property crime by 9%.  Drug crime has risen 15%.  This is due in large part to the growing use of methamphetamine and the pattern of violence associated with the illicit drug trade that has begun to grip Winnipeg in ways we didn't think possible only a few short years ago.
   
One third of all homicides in 2017 were the direct result of illicit drugs playing an integral role in the crime.  More break-ins, home invasions, and robberies have occurred because of that as well.
   
As an organization, we are adapting to meet this challenge.  We have implemented an Illicit Drug Strategy, and dedicated more officers to focus on an issue that to many families has become a crisis.
   
I am proud of the commitment and dedication shown by sworn and civilian members of the Winnipeg Police Service, but we can't turn this situation around by ourselves.  We will continue to investigate drug networks, and liaise with our partners in the community and government to help those consumed by addiction.  But most importantly, we need you.  With members of the community joining us, we can make a stand against this plague that has claimed too many lives, and caused too much violence.

Attempt Murder - Arrests: C18-154478
After an intensive investigation, members of the Major Crimes Unit have made three arrests involving multiple violent incidents of attempted murder. These incidents were firearms related and occurred in the City of Winnipeg.
   
On July 18, 2018, at approximately 2:45 a.m., Winnipeg Police responded to a gun call in the 300 block of Blake Street. Three victims were transported to hospital with gunshot wounds and have since been released.
   
On July 18, 2018 at approximately 3:20 a.m., Winnipeg Police responded to a gun call in the 600 block of Cavalier Drive. A firearm had been discharged at a residence but no injuries were sustained.
   
On July 21, 2018 detectives arrested the following three suspects:
   
Brad Wayne Baxter, 24, of Thunder Bay, Ontario, has been charged with the following offences:
 

  • Attempt to Commit Murder x 7
  • Possession of a Weapon x 2
  • Possession of a Firearm Knowing its Possession is Unauthorized x 2
  • Unauthorized Possession of a Firearm in a Motor Vehicle x 2
  • Possession of a Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order x 2
  • Disguise with Intent x 2
  • Possession of a Prohibited or Restricted Firearm with Ammunition x 2

 
Kyal Alan Brown, 21, of Winnipeg,has been charged with the following offences:
   

  • Attempt to Commit Murder x 7
  • Possession of a Weapon x 4
  • Possession of a Firearm Knowing its Possession is Unauthorized x 4
  • Unauthorized Possession of a Firearm in a Motor Vehicle x 2
  • Possession of a Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order x 5
  • Disguise with Intent x 2
  • Possession of a Prohibited or Restricted Firearm with Ammunition x 4
  • Possession of a Firearm, Prohibited or Restricted Weapon Obtained by Crime
  • Store Firearm or Restricted  Weapon Contrary to Regulations x 2
  • Possession of a Firearm Knowing Serial Number has been Tampered With
  • Fail to Comply with Probation Order x 4

 
Breanna Munro, 36, of Winnipeg,has been charged with the following offences:
   

  • Attempt to Commit Murder x 7
  • Possession of a Weapon x 2
  • Unauthorized Possession of a Firearm in a Motor Vehicle x 2
  • Unauthorized Possession of a Firearm x 2
  • Possession of a Prohibited or Restricted Firearm with Ammunition x 2

 
   
All three accused have been remanded in custody.
