Update - Homicide Investigation – C16-36822

Public Assistance Required

Homicide investigators are again requesting the public's assistance in their ongoing investigation into the murder of 41-year-old, Marilyn Rose MUNROE. Munroe was found deceased one year ago on the morning of February 22, 2016 at a residence in the 200 block of Pritchard Avenue.  

While the investigation is progressing, members of the Homicide Unit are attempting to ascertain Munroe's whereabouts and movements prior to her death. Investigators are hoping to speak with anyone who may have had contact with Munroe, specifically between the period of January 31, 2016 and February 22, 2016.

Details such as her travels, appointments, or any contacts she may have had during this time period could prove critical to the investigation.

Marilyn Rose MUNROE was an Aboriginal female, 41 years of age, 5'6" tall and approximately 130 lbs. in weight with long dark hair.  She was last seen wearing several layers of sweaters and carrying a plastic bag.

     

Members of the Homicide Unit are requesting to speak with anyone who had contact or observed MUNROE during the previously mentioned three week period prior to her death.

Arrest Warrants Issued in Homicide Investigation - C17-26739

Note legal restrictions regarding youth

As previously released - On February 6, 2017, at approximately 11:15 p.m., officers along with members of the Winnipeg Fire Paramedic Service responded to the 500 block of Magnus Avenue regarding an injured male.

A 28-year-old male identified as Canon Franklin BEARDY of Winnipeg was located suffering from multiple serious injuries and transported to hospital in critical condition. He has since succumbed to his injuries.

A 14-year-old youth has been charged with 2nd Degree Murder in connection with the homicide, but members of the Homicide Unit continue to investigate and are seeking two other males.

The Winnipeg Police Homicide Unit has obtained a court order authorizing the publication of the identity of a youth wanted in connection with the homicide.

Attempts to locate 16-year-old Justin HARPER have been unsuccessful.  He is charged with 2nd Degree Murder, and a warrant for his arrest has been issued. 

NOTE:  This court order ceases to have effect on Tuesday, February 21, 2017 at 11:59 p.m.  Media outlets are reminded not to publish images of this accused or name him after that time.

An arrest warrant for 2nd Degree Murder has also been issued for 19-year-old Joshua LECLERC.

UPDATE: Missing Person: Manual Lima Aguilar– C17-35277
The Winnipeg Police Service had previously requested the public's assistance in locating 60-year-old Manual Lima Aguilar who was last seen on February 19th, 2017, in the 3500 block of Pembina Hwy.
   
Aguilar has since been safely located. We thank the public for their assistance.  
 
As previously released:
The Winnipeg Police Service is requesting the public's assistance in locating a 60 year old, Manual Lima Aguilar.  Aguilarsuffers from periodic episodes of confusion and memory loss and was last seen today at 2 pm near the 3500 block of Pembina Hwy.
   
Aguilar is described as Latin American in appearance, 5'6", slim build, with a beard.  He was last seen wearing a grey sweater, a green shirt, blue pants, and black steel toed boots. He is known to use the transit system
   
Anyone with information regarding Aguilar's whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 986-6250.

Weapon Arrest - C17-34304
On February 17, 2017 at approximately 1:30 p.m., two males were observed causing a disturbance at the rear of a mall located in the 300 block of Portage Avenue.
   
Members of the Downtown Watch observed the males and alerted Winnipeg Police in support of the downtown safety strategy, Centreline.

Division 11 members located the males and found them both to be in an intoxicated state. One of the males was identified as having an outstanding warrant and bound by two probation orders.
   
The male was arrested and found to be in possession of the following:
   
* Knife
* Screwdriver
* A round of ammunition
* Debit card/identification associated to a previous robbery/stabbing incident
   
The 24 year old male has been charged with the following:
   
* Carrying Concealed Weapon Prohibited Device or Ammunition
* Possession of a Weapon x 2
* Identity Theft
* Possession of an Identity Document
Possession of a Prohibited Device or Ammunition Knowing its Possession is Unauthorized
* Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Probation Order x 2
* Fail to Comply with Probation Order x 2
   
He was remanded into custody.

Mischief Arrest - C17-34770

During the early morning hours of February 18, 2017, a suspect was observed tagging several businesses, parkades, signals and other buildings with spray paint in the downtown area.

A member of the Downtown Watch observed some of the offences and notified members of the Winnipeg Police Service immediately.

Officers attended and began searching the area. At approximately 3:35 a.m., Division 11 uniform patrol located the suspect tagging a building located in the 400 block of Portage Avenue.

Kassie Ashley HOMINIUK, 21 years old of Winnipeg has been charged with the following due to her alleged involvement:

Mischief Under $5000.00/Obstruct in Enjoyment x 42
Possession of a Weapon
Possession of a Scheduled Substance (Cannabis)

The investigation has revealed that approximately 27 properties were found to have sustained damage.

Some of the areas are as follows:

200 block of Kennedy Street
400 block of Graham Avenue
200 block of Vaughan Street
400 block of Portage Avenue
200 block of Hargrave Street
200 block of Donald Street 
200 block of Garry Street

Hominuk was remanded into custody.

Robbery Arrest - C16-271640
   
Financial Institutions:
   
Between December 2016 and February 2017, members of the Winnipeg Police Service responded to three bank robberies involving a lone male suspect.
   
On two occasions, the suspect indicated that he was armed with a gun and demanded money. During the incidents, he attempted to conceal his identity and fled with an undisclosed amount of cash.
   
The incidents are as follows:
   
December 16, 2016, approximately 5:20 p.m. - Bank located in the 500 block of Sargent Avenue
   
December 30, 2016, approximately 3:50 p.m. - Bank located in the 600 block of Osborne Street
   
February 14, 2017, approximately 3:50 p.m. - Bank located in the 600 block of Osborne Street
   
Members of the Major Crimes Unit continued to investigate and as a result, a suspect was identified.
   
On February 17, 2017 at approximately 10:40 a.m., officers located the suspect in the area of the 300 block of Portage Avenue and placed him under arrest.
   
Ortez Elmer ARGUETA, 35 years old of Winnipeg has been charged with the following due to his alleged involvement:
   
Armed Robbery using a Firearm x 2
Disguise with Intent x 2
Robbery
Unlawfully at Large
Possession of a Weapon x 2
Possession of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Probation Order x 2
Uttering Threats - Cause Death or Bodily Harm
Assault with a Weapon
Possession of a Scheduled Substance - Cannabis
   
He was remanded into custody.
