Assault with a Weapon – Investigation: C18-221578
 
On October 7, 2018, at approximately 7:15 a.m., members of the Winnipeg Police Service responded to a report of an assault in the area of Ellice Avenue and McGee Street.
 
Upon arrival, officers located a male in his 20's suffering from stab wound injuries. He was transported to hospital condition in critical condition and has since been upgraded to stable condition.
 
This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

Community Notification – High-Risk Sex Offender
The Manitoba Integrated High-Risk Sex Offender Unit (MIHRSOU) advises that convicted sex offender, Burton Randy THOMAS, a 45-year-old male, was released from federal custody on October 4, 2018. Upon release, THOMAS will be subject to a ten year Long Term Supervision Order and a lifetime weapons prohibition order. THOMAS is expected to take up residence in Winnipeg, Manitoba.  


   
 
   
THOMAS was convicted of that offence and on April 6, 2010 was designated a Long Term Offender. He received a total sentence of fourteen years (which includes pre-sentence custody credit of 5 years and 6 months). Upon release, THOMAS will be subject to a ten year Long Term Supervision Order and a lifetime weapons prohibition order. THOMAS is expected to take up residence in Winnipeg, Manitoba.
   
THOMAS has a history of sexual, violent and other offences. Although he participated in some treatment programming in the past, THOMAS is still considered high risk to re-offend in a sexual manner. Females are at risk of sexual violence.

Officer Involved Shooting: C18-218735
   
On October 4, at approximately 12:04 a.m., Winnipeg Police responded to a shots fired call in the 300 block of Mountain ave.
   
On arrival officers encountered an individual and shots were fired. A male youth was conveyed to hospital, in stable condition with minor injuries and has since been released.No officers were injured.
   
The Independent Investigation Unit of Manitoba has been notified.

Community Notification – High-Risk Sex Offender
The Manitoba Integrated High-Risk Sex Offender Unit (MIHRSOU) advises that convicted sex offender, Michael James FELLS, a 36-year-old male, was released from federal custody on October 3, 2018. He is currently residing in Winnipeg.  He is an untreated sex offender and is considered a high risk to re-offend in a sexual and/or sexually violent manner against all females, both adults, and children.


    
   
FELLS is a designated Dangerous Offender is subject to a ten-year Long Term Supervision Order until 2028. He is prohibited from:

  • being in the presence of any children under 18 years, unless accompanied by an adult who is aware of his criminal record, and approved by his parole supervisor
  • attending public parks or swimming areas where children under 16 can reasonably be expected, daycare centers, school grounds, playgrounds, and community centers.

 
FELLS must not represent himself as having training or a degree in massage therapy or reflexology or being in training for this. He will also be subject to a lifetime weapons prohibition order.

Suspicious Death – Investigation: C18-214543
Previously released:
On September 28, 2018, at approximately 7:05 p.m., members of the Winnipeg Police Service responded to a report of suspicious circumstances at a recycling depot in the 100 block of Omands Creek Boulevard.
   
The body of a middle-aged adult female was found mixed in with recycling materials. It is believed that the female was transported from a secondary location.
   
Efforts are underway to identify the female and notify next of kin. Limited information is available at this time.
   
Update:
Homicide investigators have identified the deceased as 33-year-old Mary Madeline YELLOWBACK (ROSS).
   
The investigation has determined that Mary was in the downtown area during the evening of September 27, 2018. The pictures below are from the evening of September 27, 2018 and show her wearing jeans and a grey hooded sweatshirt with a red R on the front. Investigators want to speak with anyone who had contact with Mary between September 27th and 28th, 2018 or anyone who recalls seeing her during this time.
   
 
   
Mary YELLOWBACK is described as Indigenous, approximately 5'7" in height and 135 lbs.
   
 
   
This investigation is continuing by members of the Homicide Unit. If anyone has any information related to this investigation or which may assist investigators they are asked to call 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).

Robbery - Arrests: C18-216691
On October 1, 2018, at approximately 2:10 p.m., Winnipeg Police responded to a report of a robbery with a firearm in the area of Portage Avenue and Vaughn Street. General patrol officers in the area observed two males fleeing in the area of Ellice Avenue and Vaughn Street. The males were taken into custody in the area of Qu'Appelle Avenue and Balmoral Street.
   
The victim, a 16-year-old male, advised that he just met the suspects, who were previously unknown to him, inside a nearby shopping center. Once outside, the suspects physically assaulted the victim, pointed a handgun at him, sprayed him with pepper spray and stole his victim's backpack.
   
The victim was transported to hospital in stable condition.
   
Brock Bentley MANN, am 18-year-old male of Winnipeg has been charged with:

  • Armed Robbery using a Restricted Firearm of Prohibited Firearm
  • Pointing a Firearm
  • Use of Firearm During Commission of an Indictable Offence
  • Possess of Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order
  • Carry Concealed Weapon, Prohibited Device, or Ammunition
  • Possession of a Firearm Knowing its Possession is Unauthorized

 
He has been detained at the Winnipeg Remand Centre.
   
A 17-year-old male has also been charged with similar offences and detained at the Manitoba Youth Centre.

Robbery - Arrests: C18-209330
On September 30, 2018, between 3:20 p.m. and 3:45 p.m., Winnipeg Police received several reports of Robberies committed by four youths.
   
The first victim, a 35-year-old female, was walking in the area of Furby Street and Ellice Avenue when a group of youths attempted to steal her jacket and belongings. The victim was punched several times. The suspects fled when a bystander intervened. The victim later sought medical treatment. 
   
A second victim, a 19-year-old female, was in the 300 block of Balmoral Street when she was attacked by a group of youths, one armed with a small knife. The suspects struck the victim several times and stole her cell phone and wallet. The victim was treated in hospital.
   
The same youths then approached an unidentified female in the area of Edmonton Street and Portage Avenue and asked for a cigarette. When the female declined, the youths attempted to rob the victim of her purse, kicking her while she was on the ground.  A bystander intervened and the suspects fled.
   
The bystander notified police that the suspects boarded a bus. General Patrol officers attended and located the suspects in the area of Portage Avenue and Waterfront Drive. The stolen cell phone and a small knife were recovered.
   
Four youths, a 14-year-old male and three females, ages 14, 15, and 16 have been charged with Robbery X3 and Possess Weapon. They have been detained at the Manitoba Youth Centre.
