Fire Investigations: C17-92226, C17-92166, C17-92156, C17-92038, C17-91896
The Winnipeg Police Service and Winnipeg Fire Paramedic Service responded to the following reports of several suspicious fires overnight:
   

  • At approximately 7:20 p.m. a fire was reported to garbage in the rear lane of Selkirk Ave. near Parr St.
  •  At approximately 10:20 p.m. a working fire was reported at a vacant residence in the 1000 block of Redwood Avenue. The fire caused damage to the building and contents.
  • At approximately 1:10 a.m. a working fire was reported to a garage in the 300 block of Bannerman Avenue. The fire caused damage to the building and contents.
  •  At approximately 1:30 a.m. a working fire was reported to a garage in the 300 block of Atlantic Avenue. Damage was caused to the building and contents.
  •  At approximately 5:10 a.m. a working fire was reported to a garage in the 700 block of College Avenue. Damage was caused to the building and contents.

 
No injuries were reported in any of these incidents.
   
The causes of these fires are under investigation by members of the Major Crime Unit.

The Winnipeg Police Service would like to remind citizens that with warmer weather comes an increase of incidents involving fires. Residents are asked to be mindful to avoid placing bins, garbage or other combustible items against the exterior of your home, garage, shed or fence. These are a ready supply of fuel for an arsonist.

UPDATE: Robbery – Arrest: C17-68881   
On May 2, 2017, at approximately 5:00 p.m., Winnipeg Police arrested Christopher Brass in the area of Pritchard Ave. and McKenzie St.

Brass was arrested on the strength of two Canada-wide warrants. He faces numerous firearms charges and various other Criminal Code offences.

Brass has been detained in custody. The investigation is still ongoing by members of the Major Crimes Unit.

High Risk Sex Offender: C17-90564 - Arrest
As previously released on May 1, 2017, High Risk Sex Offender Michael James FELLS, 34-years-old, was released on Parole from Stony Mountain Institution.

On May 2, 2017, Correctional Service of Canada issued a Warrant of Apprehension, Suspension and Recommitment to Custody of Statutory Release. At approximately 10:30 a.m. FELLS was arrested by members of the Manitoba Integrated High Risk Sex Offender Unit and returned to custody without incident.

Fire: C17-880065
On April 30, 2017 at approximately 5:12 p.m., Winnipeg Police Cadets were in the area of Ellice Avenue and Maryland Street when they noticed smoke coming from a nearby residence. Cadets located a working fire in the 400 block of Toronto Street and immediately notified Winnipeg Fire Paramedic Service. Cadets quickly determined that the owner had safely exited the residence, uninjured, and secured the area until Fire personnel arrived.
   
The cause of the fire is not considered suspicious.
   
Serious Motor Vehicle Collision: C17-89185   
On May 1, 2017, at approximately 4:40 a.m., emergency personnel responded to the area of Wilkes Avenue and Harstone Road for a report of a serious motor vehicle collision that had just occurred.
   
The collision involved two vehicles, an SUV and a semi-trailer. The lone occupant of the SUV was transported to hospital in critical condition, but has since been upgraded to stable.
   
This investigation is continuing by members of the West District. Anyone with information that may assist investigators is asked to call 204-986-6222.

Community Notification
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Michael James FELLS, 34 years of age, a convicted sex offender who is considered high risk to re‑offend in a sexually violent manner against all females, both adults and children.
   
FELLS will be released from Stony Mountain Institution, Manitoba on May 1, 2017 after serving a sentence for sexual assault, forcible confinement, utter threats and fail to comply with probation order. FELLS is expected to take up residence in Winnipeg.
   
FELLS is a designated Dangerous Offender, and upon release, will be subject to parole conditions, and a ten year Long Term Supervision Order until 2028. He will be prohibited from being in the presence of any children under 18 years, unless accompanied by an adult who is aware of his criminal record, and approved by his parole supervisor. He will also be prohibited from attending public parks or swimming areas where children under 16 can reasonably be expected, daycare centres, school grounds, playgrounds and community centres. FELLS will also be subject to a lifetime weapons prohibition order.
   
FELLS has a history of sexual offences. He is an untreated sex offender that is deemed high risk to re-offend in a sexually violent manner.  All females, both adults and children are at risk.

This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. FELLS will not be tolerated.

Background information:
   
Michael James FELLS is a 34 year-old male with a lengthy criminal record including convictions for nine counts of sexual assault, uttering threats, forcible confinement, assault, and numerous breaches of probation and recognizance orders.
   
FELLS was convicted of sexual assault, forcible confinement, uttering threats and breach probation order on June 12, 2015. He was designated a Dangerous Offender and received a global sentence of 7 years (minus 50 months pre-sentence custody credit), to be followed by a ten year Long Term Supervision Order. FELLS sexually assaulted the nine year old daughter of a friend. He grabbed her wrists, pushed her down, threatened and sexually assaulted her.
   
FELLS has a prior criminal record for eight counts of sexual assault. He was convicted in April, 2008 of one count of sexual assault and count of assault. He received a total sentence of six months in addition to three years supervised probation. In April, 2011, he was convicted of seven counts of sexual assault, and breach of probation order. He received a total sentence of 372 days (in addition to 1088 days pre-sentence custody credit) and three years supervised probation.
   
The female victims of FELLS sexual assaults range in age from 9 to 80. His victims are strangers who he meets or arranges to meet, where he portrays himself as a student or graduate of massage therapy or reflexology. Historically FELLS used deception and trickery as his means of accessing and controlling his victims, but with the most recent sexual assault, his conduct escalated in severity with force and threats of violence being used against the nine year old girl.  
   
FELLS will be released from Stony Mountain Institution on May 1, 2017.
   
Upon release, FELLS will be subject to conditions that prohibit him from:

  • Representing himself to any person as having training or a degree in massage or reflexology, or being in training for such;
  • Attending in, near, or around places where children under the age of 16 are likely to congregate such as elementary and secondary schools, parks, swimming pools and recreational centres;
  • Being in the presence of any children under 18 years, unless accompanied by an adult who is aware of his criminal record, and approved by his parole supervisor;
  • Touching any other person's foot/feet.
  • FELLS will also be required to follow treatment plan/program arranged by his parole supervisor in the area of sexual deviancy;

 
FELLS is also subject to a lifetime order that prohibits FELLS from attending public parks or swimming areas where persons under 16 years can reasonably be expected to be present, and daycare centres, school grounds, playgrounds or community centres.
   
FELLS is subject to a lifetime weapons prohibition order.
   
While incarcerated, FELLS did not participate in any sex offender programming. He is an untreated Dangerous Offender that is considered high risk to re-offend in a sexually violent manner against all females, both adults and children.
   
FELLS is expected to take up residence in Winnipeg, Manitoba.
