Homicide Update – Arrest: C17-2092
On January 3, 2017, at approximately 9:55 p.m., Winnipeg Police responded to reports of gunshots heard in the vicinity of Thames Avenue and Watt Street.

Responding officers located an adult male lying in the roadway. Winnipeg Fire Paramedic Service transported the victim to the hospital where he was pronounced deceased. The victim has been identified as Tyler Kirton, 25-years-old, of Winnipeg.

On January 4, 2017 Homicide investigators arrested and charged a 16-year-old youth suspect in relation to this incident.

Declared Snow Route Parking Ban lifted Jan 5/17

The Declared Snow Route Parking Ban that was put into effect at 12:00 a.m., Wednesday, January 4, has now been lifted.

The Declared Snow Route Parking Ban is an extension of the Annual Snow Route Parking Ban which remains in effect nightly from 2:00 a.m. to 7:00 a.m. on streets designated as snow routes until March 1, 2017.

Snow routes are a top priority for snow clearing to ensure that emergency vehicles can navigate quickly and safely around the city. It's important that vehicles are not parked on snow routes overnight in order to enable rapid and efficient snow clearing of these critical routes.

PUBLIC ADVISORY
The Winnipeg Police Service would like to remind motorists to be mindful when leaving their running vehicles unattended. Over 140 vehicle thefts were reported in December and a large portion of those thefts are attributed to drivers leaving vehicles unattended while they are warming up. 

As well, each year a number of vehicles are stolen in Winnipeg as a result of spare keys left within the passenger compartment of the vehicle (in the glove box, under the floor mat, etc.)

With the current forecast for extremely cold tempertures vehicle owners are strongly encouraged to protect their keys. Remember when you leave, take your keys.

On January 3, 2017, at approximately 9:55 p.m., Winnipeg Police responded to a report of gunshots heard in the vicinity of Thames Avenue and Watt Street.
   
Responding officers located an adult male lying in the roadway. Winnipeg Fire Paramedic Service transported the victim to the hospital where he was pronounced deceased.
   
This investigation is continuing by members of the Homicide Unit. Anyone with information that may assist investigators is asked to call 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).
   
Continued Enhancements of the Citizen Online
Police Reporting System

In October 2012, the Winnipeg Police Service launched the Citizen Online Police Reporting System, an online reporting system that allowed citizens to electronically report non-violent incidents where there are no suspects.
 
This initiative was part of the Service's Strategic Plan to improve public access to police processes through technological and electronic enhancements and has proven to a be popular reporting option.

Today, we are announcing the next phase of improvements to our Citizen Online Police Reporting System.  Citizens can now make reports involving non-urgent traffic or manner of driving complaints.  Some examples of these complaints may include stop sign or red light infractions, excessive speed, aggressive or careless driving, speeding in school zones or passing a stopped school bus with its lights flashing.

Incidents involving impaired drivers, motor vehicle collisions or events involving immediate concern for public safety cannot be reported online. We ask citizens to call 911 or non-emergency in these cases.

A soft launch of this upgrade was initiated over the past week to ensure our technological changes functioned properly.  Effective today, citizens can fully use our Citizen Online Police Reporting System and the following incident types can be reported online:
   - Break & Enter Into Outbuildings
   - Damage to Property
   - Damage to a Vehicle
   - Lost Property
   - Theft (including Shoplifting & Gas Drive Offs)
   - Theft from a Vehicle
   - Traffic Complaint

The Citizen Online Police Reporting System eases the amount of time victims of crime spend reporting incidents.  The system also provides the Service with better data for crime analysis and deployment of resources and enables better management of call volumes through the Service's Communications Centre.
 
Earlier in 2016, in an effort to continuously improve the service provided to the citizens and businesses of Winnipeg, the Winnipeg Police Service announced a number of ongoing improvements to the Citizen Online Police Reporting System;
In July 2016, we announced an improvement where citizens and business
community partners could report incidents online and take any physical and video evidence to the closest police service centre.

In September 2016, we expanded the system to allow for the reporting of break and enter to outbuildings, specifically detached garages or sheds. 

With these improvements, the Winnipeg Police Service has received more than 16,000 online reports in 2016, an increase of 38% from 2015. 

Online reporting does not replace traditional reporting. It is simply an enhancement providing an alternative for citizens and businesses.

Declared Snow Route Parking Ban in effect starting tonight at midnight (Wed. Jan. 4/17, 12:00 a.m.)

Declared Snow Route Parking Ban in effect starting tonight at midnight
 
Parking prohibited on snow routes from midnight to 7:00 a.m.

In order to facilitate a major clearing operation on main routes, bus routes and collector streets, a Declared Snow Route Parking Ban will be in effect starting tonight at midnight (Wednesday, January 4 at 12:00 a.m.).

The Declared Snow Route Parking Ban extends the Annual Snow Route Parking Ban by two hours, prohibiting parking on any designated snow route between midnight and 7:00 a.m.

Due to further accumulations of snow combined with high winds, City crews are continuing to sand and plow main routes, bus routes and collector streets today. This evening, the snow clearing operation will be expanded to utilize motor graders and front-end loaders to improve the overall condition of the Priority 1 and Priority 2 street network.

Sidewalks on main routes and active transportation paths adjacent to main routes are also being cleared until completed. Back lane clearing will start Wednesday morning at 7:00 a.m. and will continue until completed.

Crews are continuing with the major snow hauling operation on main routes to improve snow storage capacity on the boulevard, as well as with high-pile relocation to improve sightlines at intersections.

Avoid a ticket and tow
Vehicles parked in violation of the Declared Snow Route Parking Ban may receive a $100 ticket ($50 if paid early), and may be towed to the towing company's compound. The Declared Snow Route Parking Ban will be in place until snow clearing is completed and the public will be notified when the ban is lifted. At such time, the Annual Snow Route Parking Ban will continue to be in effect from 2:00 a.m. to 7:00 a.m.

Homicide Investigation – Update: C16-265978
Clarence IGNACE, 25-years-old, of Winnipeg was the victim of a homicide that occurred on December 20, 2016, in the 400 block of Kennedy Street.
   
The Winnipeg Police Service continues to request the public's assistance in locating a male wanted in connection with this homicide.
   
Police are seeking Tyron Custer HARPER, 23-years-old, in connection with this murder. An arrest warrant for Second Degree Murder (as well as additional charges) has been issued for Harper.
 
   
 
Harper is described as Aboriginal, 5'10" in height and weighing 200 lbs. Harper is considered dangerous and not to be approached by members of the public.
   
Anyone with information regarding Harper's whereabouts or any information related to this investigation is asked to contact Homicide investigators at 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).
