2015 Festive Season Checkstop Program
 
Effective today, the Festive Season Checkstop program is on the road for 2015.
Through the month of December, including New Year's Eve, motorists can expect to see an increased presence of police officers on Winnipeg roadways, enforcing Impaired Driving legislation.
 
While we accept our responsibility to enforce this legislation, we take this opportunity to remind Winnipeggers that they have animportant role to play in preventing impaired driving and the all too often human costs associated with this crime.Impaired driving is the number one criminal cause of death in Canada, yet it is 100% preventable.
 
 
 
Our message is simple, if you choose to drink, DON'T DRIVE."Have a plan in place before you go out this holiday season,"says Constable Stephane Fontaine, Impaired Driving Countermeasures Coordinator."Take a cab or a bus, contact Operation Red Nose or designatea sober driver for the night. "With the many safe alternatives for a ride home this holiday season, ask yourselves – and your loved ones – 'Why drive under the influence?"
 
Last year's campaign
resulted in:
 
·         33 - 24 hour drivers licence suspensions
·         12 – Failed Alcohol Screening Device Tests
·         45 - Drive Impaired/Drive Over 80mg%/Refusal charges
 
The names of drivers charged with impaired driving related offences will be made public.
 
The Winnipeg Police Service would like everyone to have a safe and enjoyable festive season.The Festive Season Checkstop program is made possible through a partnership with Manitoba Liquor and Lotteries.
 
 
Homicide Investigation Arrest – C15 248909
As previously released,on November 26, 2015 at approximately 10:00 a.m., police and other emergency personnel responded to a suite located in the 100 block of Tuxedo Avenue regarding an unresponsive female.
 
A 28-year-old female was located and pronounced deceased at the scene. She has been identified as Candace MONIAS of Garden Hill, Manitoba.
 
The investigation has revealed that the deceased and her domestic partner travelled to Winnipeg recently. On November 26, 2016 while at the suite located on Tuxedo Avenue, the two became involved in an argument. During that time, the victim was physically assaulted to the upper body rendering her unconscious.
 
Officers attended and made contact with the victim's partner Charley HARPER, 29-year-old of Garden Hill, Manitoba. It was determined that HARPER was bound by two probation orders not to have contact with the victim due to previous domestic related incidents in Garden, Hill, Manitoba. As a result, he was arrested and detained at the Provincial Remand Centre.   
 
The investigation continued by members of the Homicide Unit. An autopsy was completed and results indicated that MONIAS died as a result serious upper body injuries.
 
On December 3, 2015, investigators attended to the Provincial Remand Centre where HARPER was again taken into police custody. It was at this time he was charged with Second Degree Murder and remanded into custody.
  
 
Firearm Seen Investigation – C15-254866
On December 3, 2015 at approximately 7:30 p.m., members of the Winnipeg Police Service responded to the 200 block of Powers Street regarding a gun seen in the area.
 
Officers took custody of several individuals without incident. A 25-year-old male is currently in custody facing charges.

Suspicious Person – C15-254087
On December 2, 2015, members of the Winnipeg Police Service attended to a residence in the Norwood Flats area for the report of a suspicious person.

It was initially reported that a male, identifying himself as an electrician, attended to the door of the residence, stated that he was there to do some work, and requested entry.  As there had been some recent work done in the home, the residents allowed the male entry.  The male spent time in the residence, had no further contact with the residents, and left without incident. 

Further investigation confirmed that while the homeowners had recently had some work done in the home, they were not expecting any repair person that day.

The male is described as:Caucasian, 30 years of age, 6'1' tall, 200 plus pounds, with a double chin and broad shoulders.  He was wearing jeans, blue shirt, white casual shoes and a black work style jacket with no logo and was carrying a leather binder.

The Winnipeg Police Service would like to remind citizens that employees of legitimate businesses should be in possession of identification indicating the business or organization they represent.  If a person requests to enter your residence and is unable to provide proper identification, or makes you feel uncomfortable or uncertain, do not allow that person to enter your residence.

Vehicle Robbery Investigation – C15-245055
On November 21, 2015 at approximately 2:30 a.m. the Winnipeg Police Service received a report of a vehicle robbery in the area of Goulet Street and Kenny Avenue.

Officers met with the victim who advised that he had been parked in the area when he was approached by four suspects who made off with his vehicle.  One suspect may have been armed with a firearm.

The stolen vehicle is a 2004 Pontiac Montana, grey in colour with Manitoba licence plate HHH 801.

The public is advised to call 911 if the vehicle is observed and to not approach the vehicle under any circumstances.

The investigation is continuing by members of the Major Crime Unit. Anyone with information regarding this incident or the identity of the suspects is asked to contact investigators at 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477)

Winnipeg Police Service Choir Vies For Supremacy In The Winnipeg Free Press' Workplace Choir Contest
In support of the Christmas Cheer Board, the Winnipeg Police Service Choir has submitted their rendition of 'Here Comes Santa Claus' to the Winnipeg Free Press Workplace Choir contest, a part of their Miracle on Mountain campaign.

On the morning of December 1, 2015, a quantity of medication (50ml of Methadone) was lost between Point Road and the 3000 block of Pembina Highway, either on a bus or the sidewalk.

The Winnipeg Police Service reminds the public that taking large quantities of this medication alone or in combination with other drugs/alcohol could be dangerous to your health or fatal.
