Child Sexual Exploitation Arrest R15-57218 In December of 2014 members of the Counter Exploitation Unit arrested Kevin John ROSE, 42 years of Winnipeg after an investigation involving the exploitation of underage girls.
During the course of the investigation, several computers were seized and with the assistance of the Internet Child Exploitation (ICE) Unit their examinations have been completed. Further investigation was conducted resulting in one adult female victim and six underage female victims being identified by the Counter Exploitation Unit.
On October 2, 2015, members of the Counter Exploitation Unit attended to a provincial facility and arrested ROSE.
He has been further charged with the following offences: - Obtain Sexual Services Under 18 years x 3
- Luring Under 16 years x 4
- Luring Under 18 years x 5
- Procuring Person Under 18 years x 2
- Possess Child Pornography x 4
- Imports, Distributes Child Pornography
- Possess Child Pornography x 4, Access Child Pornography x 1
- Householder Permit Sexual Activity Under 16 years x 2
- Householder Permit Sexual Activity 16-18 years x 2
- Sexual Interference, Sexual Assault, Invitation to Sexual Touching
- Forgery, Supply Liquor to Minor x 2
- Procure to Have Illicit Sexual Intercourse x 3
- Fail to Comply with Prohibition Regarding Children x 4
- Administer Noxious Thing with Intent
- Voyeurism x 7
- Make Child Pornography x 4
- Communicate for the Purpose Under 18 years x 4
ROSE was remanded back into custody.
Sexual Assault Investigation C15-208321 On October 3, 2015, shortly after 8:00 a.m. members of the Winnipeg Police Service were dispatched for the report of a sexual assault that had occurred earlier that morning.
Officers met with the victim who advised that she had been in the park at Main Street and Higgins Avenue where she was sexually assaulted by an unknown male.
The male is described as: Aboriginal in appearance, older, heavy set and as having his front teeth missing.
The investigation is continuing by members of the Sex Crimes Unit. Anyone with information regarding this matter or the identity of the suspect is asked to contact investigators at (204) 986-6245 or Crime Stoppers at (204) 786-TIPS (8477).
Commercial Robbery Arrest C15-209186 Recently, members of the Major Crimes Unit have been involved in the investigation of several commercial robberies. They include: - September 29th, 12:15 a.m. 2100 block of Main Street cash stolen, no injuries
- September 30th, 1:30 a.m. 1400 block of Main Street cash stolen, no injuries
- September 30th, 10:20 a.m. 1000 block of Henderson Highway cash stolen, no injuries
- September 30th, 8:45 p.m. 800 block of McLeod Avenue cash stolen, no injuries
- October 1st, 2:50 a.m. 300 block of Henderson Highway cash stolen, no injuries
- October 4th, 5:00 a.m. 400 block of Springfield Road cash & cigarettes stolen, no injuries
- October 4th, 6:00 a.m. 100 block of Salter Street cash stolen, no injuries
- October 4th, 7:50 a.m. 800 block of Selkirk Avenue cash stolen, no injuries
On October 4th at approximately 10:15 a.m. officers were dispatched to the 1700 block of Henderson Highway for the report of a commercial robbery. It was learned that the suspect had not obtained any monies or property and was seen fleeing in a black Dodge pickup truck.
Shortly after 3:00 p.m. the pickup along with the suspect was located in the 300 block of College Avenue at which time he was taken into custody without incident.
Benjamin Roy HALVORSEN, 35 years of Winnipeg has been charged with numerous offences for his alleged involvement.
He was detained in custody.
