Tuesday, April 24, 2018   Stolen Vehicle – Arrest: R18-23513   On April 23, 2018, at approximately 10:55 p.m., an East District General Patrol supervisor observed a stolen vehicle driving in the area of Henderson Highway and Harbison Avenue West.   AIR1 was assigned and quickly located the vehicle. After maintaining visual contact and coordinating with ground units including K9, the stolen vehicle was safely stopped in the 600 block of Main Street. The driver was taken into custody without incident.   An investigation has determined the vehicle was stolen during the early morning hours of April 18th from the Old Tuxedo area.   Nicholas Robin Allard, a 25-year-old male of Winnipeg, has been charged with:   - Possession of Property Obtained by Crime under $5,000 - Fail to Comply with Probation Order (x2)   He was detained in custody.   Smart Policing Initiative/Drug Offences – Arrests: C18-82851, C18-82905, C18-82928   Between 11:00 p.m. last night and 12:45 a.m. this morning, members of our divisional Community Support Units made a number of proactive Smart Policing Initiate (SPI) arrests in relation to drug offences.   In place since 2012, SPI is an intelligence-led, evidence-based policing program designed to increase our proactive policing potential through the use of data analysis, focused prevention and deterrence strategies. This also facilitates the measurement of our success to enhance community safety.   Throughout their shifts, officers will often conduct their proactive patrols assisted by information obtained from the SPI program. This includes alerting them to high-risk areas, vulnerable crime targets or identifying crime trends.   On April 23, 2018, at approximately 11:00 p.m., members of the Division 11 Community Support Unit were conducting an SPI patrol in the 400 block of Elgin Avenue when they observed a male conduct what appeared to be a drug transaction. The male immediately fled from police and officers gave chase on foot.   A suspect male was taken into custody at the rear of a residence in the 400 block of William Avenue. The male was found to be in possession of the following items:   - Airsoft pistol - Approximately 1.31 grams of methamphetamine (street value of about $130)   Colin Love Groves, a 31-year-old male of Winnipeg, has been charged with:   - Possession of Scheduled Substance - Methamphetamine - Possession of a Weapon - Possession of Firearm Contrary to Prohibition Order (x2) - Possession of a Firearm Knowing its Possession is Unauthorized   He was detained in custody.   On April 24, 2018, at approximately 12:15 a.m., members of the Division 11 Community Support Unit were conducting an SPI patrol in the 500 block of Ellice Avenue when they came into contact with a male at the rear of a residence.   The male was discovered to be the subject of two arrest warrants and was taken into custody. He was found to be in possession of the following items:   - Approximately 2.7 grams of methamphetamine (street value of about $270) - Bear spray - Spring-loaded folding knife   David James Raven, a 21-year-old male of Winnipeg, has been charged with:   - Possession of Scheduled Substance - Methamphetamine - Possession of a Prohibited Weapon Knowing its Possession is Unauthorized (x2) - Possession of a Weapon - Fail to Comply with Probation Order (x7)   Raven was also processed on two warrants for the following offences (combined):   - Fail to Comply with Probation Order (x3)   He was detained in custody.   At approximately 12:45 a.m., members of the East District Community Support Unit were conducting an SPI patrol in the 300 block of Larsen Avenue when they stopped a male on a bicycle committing a violation of the Highway Traffic Act. After a brief interaction, the male pushed an officer and fled from police. Officers gave chase on foot.   A suspect male was taken into custody nearby and officers searched the male. He was found to be in possession of the following items:   - Approximately 2.55 grams of heroin (street value of about $1,400.00) - Approximately 3.94 grams of crack cocaine (street value of about $400.00) - Approximately 3.95 grams of powder cocaine (street value of about $320.00) - Two mobile phones   O'Neal Richard Spalding, a 32-year-old male of Scarborough, Ontario, has been charged with:   - Possession of a Scheduled Substance for the Purpose of Trafficking - Heroin - Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine (x2) - Resist Peace Officer   He was detained in custody. Tuesday, April 24, 2018     The Winnipeg Police Service and the Canadian Centre for Child Protection (Canadian Centre) with funding provided by the Winnipeg Foundation are working together to provide free online child sexual abuse awareness training for individuals who are completing criminal record checks. This online training is part of the Canadian Centre's Commit to Kids, a step-by-step program to help child-serving organizations create a safer environment for the kids in their care. It is essential for those working with children in a volunteer or professional capacity. "We know that one in 10 children will be sexually abused before they turn 18[i], and in the majority of cases, the victims know their offenders[ii]," said Noni Classen, Director of Education at the Canadian Centre for Child Protection. "Its important that adults working with children understand the issues surrounding child sexual abuse, in order to help safeguard kids." In less than two hours, users will learn about child sexual abuse, the grooming process, professional boundaries, child disclosure and reporting – building their capacity to help keep kids safe.Those who take the training after getting a Winnipeg Police Service Criminal Record Check can receive the training FREE until March 31, 2019.    "The more training that agencies can provide so that children are kept safe will go a long way in creating a healthier environment for our kids.  The Winnipeg Police Service is proud to be involved with our partners to make that happen," said Winnipeg Police Service Inspector Kelly Dennison.   More than 11,000 people across Canada have completed this online training since it launched last summer, helping make the world a safer plafe for children. Monday, April 23, 2018 An earlier version of this release had an incorrect incident number. It has been corrected below.   Disturbance: C18-81892   On April 22, 2018, at approximately 9:20 p.m., the Winnipeg Police Service received a report of a loud audio message being played in the Osborne area. The message stated Canada was under attack by a nuclear threat.   Members of the Winnipeg Police Service attended the area and the audio ended.   An investigation has determined that the audio was taken from an online video and is a prank. Monday, April 23, 2018     Mischief to Property – Arrest: C18-81261 On April 22, 2018, at approximately 12:30 a.m., the Winnipeg Police Service received the report of a male armed with a knife acting erratically in the area of Pembina Highway and Newdale Avenue. Witness then began to report the male was slashing the tires of a number of nearby vehicles.    As officers arrived in the area, the male fled on foot. Members of the K9 unit immediately set up and began to track the male. A suspect was taken into custody after being found hiding in a yard in the 100 block of Hillmartin Drive.       A total of 19 vehicles were damaged.     Kyle Robert Don Gagnon, a 31-year-old male of Winnipeg, has been charged with:       - Mischief under $5,000/Obstruct in Enjoyment   - Possession of a Weapon     Gagnon was also processed on a warrant for failing to attend court.     He was detained in custody.     Aggravated Assault – Arrest: C18-81371 On April 22, 2018, at approximately 3:30 a.m. the Winnipeg Police Service was notified of an injured male who had presented himself at a hospital with a number of serious stab wounds.     An investigation revealed that the male had been injured at a residence in the 300 block of Linden Avenue. The victim had been confronted by an acquaintance at which time he was punched and stabbed in the mid-body. An amount of Canadian currency was then taken from the victim's wallet.     Members of the Major Crimes Unit continued with the investigation and at approximately 12:00 p.m., a suspect male was placed under arrest at a residence in the 200 block of Leighton Avenue.     Dylan Austin Torres, a 19-year-old male of Winnipeg,has been charged with:       - Aggravated Assault   - Robbery   - Possession of a Weapon     He was detained in custody.     Robbery – Arrests: C18-81737    On April 22, 2018, at approximately 6:00 p.m., the Winnipeg Police Service responded to the report of a robbery at a beer vendor in the 2100 block of McPhillips Street.     Upon arrival, a suspect was taken into custody and two employees were located suffering from stab wound injuries. Both victims were transported to hospital (one in critical condition and one in stable condition) and both have since been treated and released.     Members of the Major Crimes Unit continued with the investigation and it was determined that a group of youths had attempted to steal alcohol from the vendor. A struggled ensued when the employees attempted to stop one of the youths. They were subsequently stabbed but were able to restrain the youth until police arrived.     On April 23, 2018, at approximately 1:00 a.m., District 3 General Patrol officers located two additional suspects while on an unrelated call for service in the first 100 block of Agnes Arnold Place.     A 13-year-old male of Winnipeg has been charged with:       - Aggravated Assault (x2)   - Robbery   - Possession of a Weapon   - Fail to Comply with Sentence (x2)     A 17-year-old male of Winnipeg has been charged with:       - Theft under $5,000   - Fail to Comply with Sentence (x2)       They were detained in custody.     A 14-year-old female of Winnipeg has been charged with:       CC 334(b) Theft under $5,000     She was released on an Appearance Notice.     Disturbance: C18-81898    On April 22, 2018, at approximately 9:20 p.m., the Winnipeg Police Service received a report of a loud audio message being played in the Osborne area. Burke's current hair length is believed to be shorter than shown in the first picture but still close to neck-length.   Missing Person – Teck Burke: C18-81052   The Winnipeg Police Service is requesting the public's assistance in locating a missing 65-year-old male, Teck Burke.   Burke lives with dementia and police are concerned for his well-being. He was last seen on April 21st, 2018, at approximately 1:30 p.m. in the 300 block of Poplar Avenue (Elmwood Area).     He is described as Indigenous in appearance, 5'11" in height, with a thin build, neck-length black hair and has prescription glasses. AIR1 was assigned and located the stolen vehicle circling a condominium complex off Murray Avenue.   AIR1 continued to track the stolen vehicle as it began to speed southbound on McPhillips Street. It eventually turned eastbound on Jarvis Avenue where it came to a sudden stop near Sinclair Street and the occupants fled on foot.   Officers gave chase and took three suspects into custody as AIR1 and members of the K9 unit assisted.   The stolen vehicle was found to have a stolen licence plate affixed to it. The vehicle had been taken from an auto dealership in the 3700 block of Portage Avenue between April 8th and April 21st. The stolen licence plate had been taken from a vehicle in the 100 block of Buxton Road between April 12th and April 17th.   Traedon Troy Cook, a 19-year-old male of Winnipeg, has been arrested for:   - Possession of Property Obtained by Crime over $5,000 - Possession of Property Obtained by Crime under $5,000 - Fail to Comply with Probation Order   Travis Freddie Ducharme, a 20-year-old male of Winnipeg, has been arrested for:   - Possession of Property Obtained by Crime over $5,000 - Possession of Property Obtained by Crime under $5,000 - Fail to Comply with Probation Order   Ducharme was also processed on four warrants for the following offences (combined):   - Theft under $5,000 (x3) - Theft of Motor Vehicle - Driving suspended while disqualified (Highway Traffic Act)   They have been detained in custody.   A 19-year-old female of Winnipeg has been arrested for:   - Possession of Property Obtained by Crime over $5,000 - Possession of Property Obtained by Crime under $5,000   She has been released on a Promise to Appear.   An earlier version of this release contained the wrong age for the female released on a Promise to Appear.
