Please note: 17 year old female was arrested.


ASSAULT WITH A WEAPON – ARREST C12-256952
On December 21, 2012, at approximately 7:55 p.m., WPS members responded to a residence located in the 900 block of Lipton Street regarding a stabbing incident.
 
Uniform Patrol members and other emergency personnel responded and located a 21 year old female suffering from serious injuries as a result of being stabbed and physically assaulted.
 
The investigation has revealed that the victim and her 17 year old sister became involved in a verbal dispute. The altercation escalated at which time the victim was stabbed and assaulted.
 
The victim was transported from the scene in critical condition, later upgraded to stable condition.
 
Members of the Division 11 Crime Unit were notified and continued with the investigation.
 
The 17 year old female was arrested at the scene and charged with the following offences: Aggravated Assault, Assault and Utter Threat to Cause Death or Bodily Harm.

FINANCIAL ROBBERY C12-256765
On December 21, 2012 at approximately 3:10 p.m., officers responded to a bank located in the 200 block of Portage Avenue regarding a robbery incident.
 
The investigation has revealed that a lone male suspect entered the business and confronted a 23 year old female employee. The suspect demanded cash however fled empty handed.
 
The suspect is described as: Male, approximately 50 years of age, 5'10"-6'0" tall, medium build and having a handlebar style moustache.
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter or the identity of the suspects is asked to contact investigators at 204 986-6219 or Crime Stoppers at 204 786-TIPS (8477).

COMMERCIAL ROBBERY C12-256981
On December 21, 2012 at approximately 8:50 p.m., members of the Winnipeg Police Service responded to a beer vendor located in the 800 block of Regent Avenue regarding a robbery involving two male suspects.
 
Attending members met with a 20 year old male staff member who related that he had been confronted by two male suspects, one of which threatened him with a knife. Both suspects attended behind the store counter, demanded that the till be opened and robbed the business of an undisclosed amount of cash.
 
No injuries were reported.
 
The suspects fled in a vehicle southbound toward Pandora Avenue.
 
The suspects are described as follows:
 
Suspect # 1 – Male, Caucasian, 5'10" – 6'0" tall, average build, approximately 30 years of age, brown eyes and unshaven.
 
Suspect # 2 – Male, Caucasian, 6'0" tall with a skinny build.
 
The suspects fled in a newer model, 4 door light coloured car (possibly grey).
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter or the identity of the suspects is asked to contact investigators at 204 986-6219 or Crime Stoppers at 204 786-TIPS (8477).

UPDATE - POSTERS IN DOWNTOWN AREA – INVESTIGATION – R12-94319
As previously released- on Friday, September 14, 2012 at approximately 9:30 p.m. members of the Winnipeg Police Service responded to the report of questionable and inappropriate posters that had been put on public display at various locations in the downtown area. 
 
Officers located the posters which made allegations that City politicians and members of Winnipeg's Business community are involved in questionable business transactions.
 
Members of the WPS Major Crimes Unit launched an investigation into the posters and at this time, no person(s) have been positively identified as being responsible for creating or publicly displaying them.
 
Investigators further consulted with the Crown's Office regarding the content and the potential for criminal charges.
 
The Winnipeg Police Service has since been advised by the Crown that the content of the poster do not meet the standards required for successful prosecution.

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP.  MIHRSOU today provides information regarding William Rupert ASTLE, 77 years of age, a convicted sex offender who is considered a high risk to become involved in further sexual offences.
 
Astle will be released from Headingley Correctional Centre in Winnipeg, Manitoba on December 22, 2012.  He is expected to take up residence in the city of Winnipeg.    Upon release, Astle will be under the terms of a probation order.
 
Astle has a history of sexual offences in relation to children, including Indecent Assault, Sexual Interference and Indecent Exposure as well as many other criminal offences. Although Astle participated in some sex offender treatment programs while in prison, he is still considered a high risk to re-offend.   Female children are at risk of sexual exploitation.

Background information:
 
William Rupert ASTLE is a 77 year-old male with a criminal record for sexual offences against children as well as numerous other criminal offences.
 
Astle's most recent conviction was for failing to comply with his Probation Order.  He received a sentence of 168 days followed by a 3 year Probation Order.
 
While in custody, Astle received some sex offender treatment.  However, he is still considered a high risk to re-offend.  Female children are at risk of sexual exploitation.
 
Astle is expected to take up residence in the city of Winnipeg.

COMMERCIAL ROBBERIES– ARRESTS C12-255797
On November 24, 2012 at approximately 5:10 a.m., police responded to a gas bar located in the 1500 block of Regent Avenue regarding a robbery event. Two suspects entered the business at which time a 26 year old male employee was assaulted.
 
The suspects proceeded to rob the business of an undisclosed amount of cash and merchandise before fleeing the area.
 
On December 18, 2012 at approximately 4:15 a.m., officers were summoned to a convenience store located in the 900 block of Archibald Street regarding a robbery involving two suspects.
 
A 22 year old male employee was confronted and an undisclosed amount of cash and merchandise was stolen.
 
On December 20, 2012 at approximately 6:30 a.m., two suspects entered a convenience store located in the 500 block of Osborne Street. Both suspects attended behind the store counter and confronted a 39 year old male employee. The clerk was threatened and cash and merchandise was removed by the suspects.
 
One of the suspects was apprehended by a citizen and held for police. The other suspect attempted to flee in a vehicle which was pursued by officers. Due to the unsafe manner of driving by the suspect, the vehicle hit a curb in the area of Gertrude Avenue rendering the vehicle inoperable. The second suspect was taken into custody.
 
Due to the assistance of members of the public, both suspects were apprehended.
 
Members of the Major Crimes Unit continued with the investigation.
 
Corbin FINDLAY, 18 years of age has been charged with the following due to his alleged involvement: Robbery x 2, Disguise with Intent x 2,Flight from Police Officer, Dangerous Operation of a Motor Vehicle and Fail to Comply with Conditions of an Undertaking x 2.
 
Desmond DUGUID, 29 years of age has been charged with the following due to his alleged involvement: Robbery x 3, Disguise with Intent x 2 and Breach of Probation x 3.  
 
Both males were detained.
 
The investigation is continuing.
 
 
FINANCIAL ROBBERY C12-256228
On December 20, 2012 at approximately 6:50 p.m., members of the Winnipeg Police Service responded to a bank located in the 1500 block of Kenaston Boulevard regarding a robbery that just occurred.
 
The investigation has revealed that three male suspects entered the business and confronted several employees. The suspects demanded money and obtained an undisclosed amount before fleeing in a stolen pick-up truck.
 
One of the suspects was observed to be armed at the time of the incident, however no injuries were reported.
 
Officers located the stolen truck abandoned and discovered that the suspects had now fled in another stolen vehicle.
 
Officers located the suspects in the second stolen vehicle in the area of the 900 block of Markham Road at which time a traffic stop was initiated. An adult female exited the vehicle and she was taken into custody. It was at this time the remaining occupants fled in the vehicle southbound outside the city limits. The second stolen vehicle was later located unoccupied in the Morris, Manitoba area.
 
The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter is asked to contact police at 204-986-6219 or Crime Stoppers at 204 786-TIPS (8477).
