MISSING PERSON– SHALACE THICKFOOT R11-45397

The Winnipeg Police Service is requesting the public's assistance in locating a missing 15 year old female, Shalace THICKFOOT.

THICKFOOT was last seen on May 24^th, 2011 at 3:30 p.m.

The Winnipeg Police Service considers THICKFOOT to be a child in need of protection as she is at high risk of being exploited or victimized and investigators are concerned for her well-being.

THICKFOOT is described as Aboriginal, approximately 5'7" tall, weighing 130 pounds, with wavy medium length brown hair and brown eyes. THICKFOOT was last seen wearing black jeans, black spring jacket and black ankle boots.

Anyone with information regarding THICKFOOT's whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 986-6250.

MISSING PERSON– SHANE OLSON-TRYON R11-45507

The Winnipeg Police Service is requesting the public's assistance in locating a missing 15 year old female, Shane OLSON-TRYON.

Shane was last seen on May 25th, 2011 at 8:30 a.m.

OLSON-TRYON is described as Caucasian, 5'4" tall, weighing approximately 125 pounds, with blonde/ brown hair and blue-green eyes. She was last seen wearing blue skirt, grey shirt and black shoes.

The Winnipeg Police Service considers OLSON-TRYON is a child in need of protection as she is at high risk of being exploited or victimized and investigators are concerned for her well being.

Anyone with information regarding OLSON-TRYON's whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 986-6250.

FIREARM INVESTIGATION- ARRESTS C11-106617

On Wednesday, May 25^th, 2011 at approximately 12:30 p.m. Winnipeg Police Service Members responded to a report of shots being fire in the area of the 700 block of Alverstone Street.

Upon arrival officers learned that a number of males had attended to the area where they confronted a group of males who were know to them. A verbal confrontation occurred resulting in one of the males pulling out a firearm and discharging into the air and in the direction of the group. All suspects fled the scene prior to police arrival.

Then at approximately 7:10 p.m. a number of males were in the area of the 500 block of Home Street where a verbal confrontation occurred with two males. One male suspect proceeded to fire a shot into the direction of a residence and then at one of the males nearby. The firearm failed to discharge and the suspect male was disarmed by persons nearby and held until officers arrived.

As a result of a lengthy investigation by both Division 11 Uniform Officers and Investigators from the Division 11 Crime Unit, two youth males have been arrested in connection with these incidents.

A 12 year old male youth from Winnipeg is facing the following charges:

- Attempt Murder

- Discharge with intent

- Reckless discharge

- Possession of weapon for dangerous purpose

- As well as number of firearms related offences

A15 year old male has been charged with a number of firearms related charges including:

- Discharge with intent

- Reckless discharge

- Possession of a weapon for a dangerous purpose

- Unauthorized possession of a firearm

- Assault with a weapon

- Carry concealed weapon

Both youths have been detained in custody at the Manitoba Youth Centre.

This investigation is still ongoing by members of the Division 11 Crime Unit.

BREAK AND ENTER- ARREST C11-104690

On May 23^rd, 2011 at approximately 3:25 a.m., Winnipeg Police Service East District Uniform Members responded to a residence within the 200 block of Fortier Avenue for a report of residential break and enter that just occurred.

Officers learned that a one male suspect had entered the residence, awaking the occupants within. The suspect was observed fleeing through the back door with assorted property from the residence, including the occupant's purse and contents.

Upon arrival officers began searching the area for the suspect. With the assistance of Air 1, officers on the ground were directed into the rear yard of a nearby residence in the 1^st 100 block of Chernichan Drive, where the suspect male was located hiding within. The suspect was arrested without incident and recovered some stolen property.

A 19 year old male from Winnipeg has been charged with the following offences::

- Break, enter and theft

- Possess weapon for a dangerous purpose

- Fail to comply with sentence order

- Breach probation X 2

He has been detained in custody at the Winnipeg Remand Centre.

FIRE INVESTIGATION C11-106896

On May 26^th, 2011 just before 4:00 a.m. Emergency Services Responders were dispatched to a working fire at a 2 storey rooming house within the 500 block of Furby Street.

Upon arrival, fire-fighters and officers observed the rear porch area to be fully engulfed in flames.

The fire was subsequently extinguished and there were no reported injuries to any occupants within. Damage reports are estimated to be approximately $200,000.

This investigation is continuing by members of the Arson Strike Force.

SHOTS FIRED C11-106848

On May 26^th, 2011 at approximately 1:15 a.m. Winnipeg Police Service Members responded to a residence in the area of Braizer Street and Jamison Avenue for a report of shots fired into a residence.

Upon arrival officers learned that a number of unknown suspects had attended and attempted to break into a residence. Entry was not gained, however prior to leaving area a number of shots were fired into the residence. There were no injuries reported.

This investigation is still in its early stages and is continuing. Anyone who has any information regarding this incident or the suspect(s) s asked to call investigators from the Major Crimes Unit at 986-6219 or CrimeStoppers at 786-TIPS.

FINANCIAL INSTITUTION ROBBERY C11-106295

On Wednesday, May 25^th, 2011 at approximately 11:00 a.m. Members of the Winnipeg Police Service responded to a financial institution within the 1300 block of McPhillips Street for a report of a robbery that had just occurred.

Upon arrival, officers learned that a lone male suspect had entered the bank where he demanded and received an undisclosed amount of cash from an employee. No injuries were reported during this incident.

The suspect is described as follows:

- Male, Aboriginal in appearance, approximately 5'8" to 6'0" tall with a heavy build.

This investigation is continuing by members from the Major Crimes Unit and anyone with information is asked to called 986-6219 or CrimeStoppers at 786-TIPS (8477).

NATIONAL MISSING CHILDREN'S DAY

Today is "National Missing Children's Day" in Canada, as declared by the Solicitor General in 1986. Every year thousands of Canadian children are reported missing. These children are either runaways or victims of parental or non-family member abductions. Within Manitoba alone approximately 4,000 children are reported missing every year. Thankfully, the majority of these children are safely recovered but unfortunately some cases remain open for years and some children are never found.

The Winnipeg Police Service Missing Persons Unit is proud to support Child Find Manitoba and their Green Ribbon of Hope campaign which runs through the entire month of May. This campaign draws public awareness to the issue of missing children in our Province and right across Canada with Child Find providing green ribbons to be worn by anyone wishing to show their support and concern for missing children.

The Green Ribbon became a recognized symbol for Child Find folllowing the abduction and subsequent murder of 15 year old Kristen French in 1992. This horrific crime shocked the community of St. Catharine's Ontairo as well as the rest of Canada. Kristen's fellow students and teachers developed the concept of the "Green Ribbon of Hope" in her honor. Green is regarded as the colour of hope and epitomizes the quest for the safe return of all missing children.

Child Find Manitoba and the Winnipeg Police Service Missing Person's Unit are requesting the public's assistance in locating Winnipeg's missing children. As a result, we are featuring the following long term and more recent missing children's cases. Below you will find photographs of some of these children whose families are desperately seeking their recovery.

THE MARYK CHILDREN C08-184322

Emily CABLEK last saw her two children on August 16, 2008. Dominic and Abby were on a court ordered visitation with their father Kevin MARYK when he abducted them. Investigators believe they remain in their father's custody at this time and that they may have been taken out of the province or country. Investigators also believe that Kevin MARYK may be in the company of his nephew, Cody MCKAY. MCKAY, who was living with his uncle (MARYK), disappeared at the same time the abduction occurred and he is believed to be an accomplice in this crime.

Dominic MARYK (7 yrs) Abby MARYK (5 yrs)

These photos were taken when Dominic was 7 years old and his sister, Abby, 5 years old. Dominic is now 10 years old and his sister Abby is now 8 years old. Their appearances, including their height, weight, hair color and length could now be very different.

Investigators are of the belief that acquaintances, friends, or possibly even family members may have knowledge as to the whereabouts of the children. Certain individuals may also be enabling them to stay hidden from the authorities by providing them with shelter or financial support. Anyone doing so or anyone having knowledge of this occurring, is asked to come forward and provide the necessary information required to locate Dominic and Abby and reunite them with their Mother.

AMBER GUIBOCHE R10-94044

Amber Guiboche, 20 years

Amber Guiboche was last seen getting into a red truck in the area of Isabel and William on November 10th, 2010 and has not been heard from since. She is described as: Caucasian, 5'5" in height, fair complexion, weighing approximately 108 pounds, long straight light brown hair, with brown eyes. She was last seen wearing a whitehood, "skinny" jeans, black belt, and white/pink runners.

LAURA LAQUETTE R11-42132

The Winnipeg Police Service is requesting the public's assistance in locating a missing 16 year old female, Laura LAQUETTE. She was last seen on May 14^th, 2011, in Downtown Winnipeg.

LAQUETTE is described as Aboriginal in appearance, approximately 5'5" tall, weighing approximately 100 pounds, with long straight light brown hair and blue eyes.

The Winnipeg Police Service Missing Persons Unit considers LAQUETTE to be a child in need of protection as she is at high risk of being exploited, victimized or harmed and investigators are concerned for her well-being.

MARIHUANA GROW OPERATION- ARREST C11-103451

On May 21^st, 2011 at approximately 2:30 p.m. the Winnipeg Fire Department responded to an apartment complex within the 700 block of Dufferin Avenue for a sprinkler fire alarm that was activated.

Upon arrival, fire-fighters located a male within one of the suites and also discovered the small fire that had been extinguished. Winnipeg Police Service Members were requested to attend as marihuana leaves were observed to be strewn throughout the suite and into the hallway leading to a second suite in the complex.

The Winnipeg Police Service Green Team Unit assisted with the investigation which resulted in two controlled drug and substance search warrants being obtained. The following items were seized:

- 13 marihuana plants with an estimated street value of $14,500.00

- $5000.00 of growing equipment

- 20 grams marihuana, estimated street value $200.00

- 3 kilograms of marihuana, estimated street value $30,000.00

- $300 in cash

A 42 year old male will be drug related offences including, 2 counts of possessing substance for the purpose of the trafficking, production of controlled substance and possessing proceeds of crime.

He has been released on a promise to appear.

FIREARM INVESTIGATION- ARRESTS C11105036

On May 23rd, 2011 shortly before 7:00 p.m. Winnipeg Police Service Members responded to a residence within the 1800 block of Alexander Avenue after a citizen observed two males enter the residence in possession of a firearm.

Uniform Members, with the assistance of the Tactical Support Team, surrounded the residence and a number of individuals were removed from the residence. Officers located two air soft rifles within the residence, and discovered that the two suspect males had fled just prior to police arrival.

The continued investigation by members of the Division 12 Crime Unit revealed that, on this same day, May 23rd, 2011, between the hours of 6:00 and 7:00 p.m. two suspect males had attended to a residence located within the area of Elkhorn Street and Pacific Avenue West. A basement window was broken to gain entry and two air soft rifles, valued at approximately $3500.00 and a cell phone were stolen.

On May 24th, 2011 both male youths, aged 14 and 16 years, were located and arrested at their respective residences. They will be facing the following charges:

- Break, Enter Commit

- Possess Property Obtained by Crime

The 14 year old male has also been charged with failing to comply with a sentence order. He has been detained in custody the Manitoba Youth Centre, while the 16 year old youth was released for a future court date.

ASSAULT POLICE OFFICER- ARREST C11-105962

On May 24^th, 2011 at approximately 10:15 p.m. Members of the Winnipeg Police Service Members, who were in attendance at downtown concert, were called to assist security members with an intoxicated male who just assaulted a security guard.

Upon arrival officers were advised that a 52 year old male security officer was assaulted in the upper body by this male after he refused to produce his concert ticket. As officers were taking the male into custody a 38 year old male Winnipeg Police Service officer was assaulted in the upper body.

As this male was turned over to general patrol members, the suspect attempted to assault another male officer, 34 years, in the upper body.

As a result of the incident, one officer was treated and released from the hospital, while the security officer and the second officer did not sustain any injuries.

Jordan Carson SPENCE, 24 years of Winnipeg is facing the following charges for his alleged involvement into this incident:

- Assault Peace Officer X2 and

- Assault

He has been detained in custody.

ASSAULT POLICE OFFICER- ARREST C11-105846

On Tuesday, May 24^th, 2011 at approximately 7:40 p.m. a Winnipeg Police Service marked cruiser car was travelling northbound Main Street near Kingsbury with emergency equipment activated enroute to a high priority call. A Chrysler Intrepid that was in front of the cruiser car suddenly and abruptly stopped subsequently failing to yield to this emergency vehicle. The officer driving the cruiser car was effectively able to avoid colliding with this vehicle however the vehicle refused to pull to the right and instead performed a sharp U-turn on Main Street squealing its tires, and proceeded travel southbound at an extremely high rate of speed.

Officers caught up with the vehicle in the area of Main Street and Seven Oaks Avenue, where after disobeying a number of traffic control devices, it came to a stop near the intersection of Main Street and Machray Avenue.

The 39 year old male officer approached the vehicle and opened driver's side door. The male driver was instructed to turn off the car and exit the vehicle, which he refused and instead placed the vehicle into drive. As the officer attempted to place the car into park and remove the keys, the suspect accelerating at a high rate of speed once again southbound on Main Street.

The vehicle began to reach speeds approached 40 to 50km/hour with the officer holding onto the ajar car door. As speeds reached upwards of 75 km/ hour the officer was able to climb onto the door sill and overtake the driver. The vehicle was subsequently stopped the vehicle in the area of Main Street and St. Johns Avenue after travelling approximately 3 ½ city blocks or approximately .40 kilometres.

The male driver was taken into custody. The officer received treatment on scene by Winnipeg Paramedics for upper and lower body injuries.

A 47 year old male, who was released for a future court date, will be facing the following charges:

- Assault peace officer

- Flight from police officer and

- Dangerous operation of a motor vehicle

BOATING PROHIBITION LIFTED-UPDATE

The Winnipeg Police Service River Patrol Section has lifted the boating prohibition that was issued in mid-April.

While flows on the Red have been dropping, flows remain very high on the Assiniboine and will likely remain high for the next three to four weeks. The high flows and their associated strong currents will create unsafe boating conditions for the majority of boaters. Use of the rivers is not recommended at this time.

All City of Winnipeg boat launches remain closed due to high water levels. Therefore, while the boating prohibition has been lifted, the River Patrol Section does not recommend boating at this time.

BOATING PROHIBITION LIFTED

The Red and Assiniboine rivers are now at, or near normal spring runoff levels and flows. As such, the Winnipeg Police Service River Patrol Section is lifting the boating prohibition that was issued in mid April.

The River Patrol urges all users of the rivers to still exercise caution while on the river. All City of Winnipeg boat launches remain closed due to high water levels. The Winnipeg Police Service would like to thank all users of the river that were affected by the prohibition for their patience.

MAILBOX THEFTS- ARREST R11-42180 & C11-77771

As previously released, during the months of March, April and May 2011, members of the Winnipeg Police Service had been notified of over 40 separate incidents involving mailbox thefts throughout the City of Winnipeg.

Crime Units from St. James, Downtown, Fort Garry and the East District area had been actively investigating these incidents with the Security and Investigations team at Canada Post .

The initial investigation, which had included the review of surveillance footage, had revealed the images of a suspect male believed to be responsible for breaking into mailboxes situated within apartment complexes, where various mail items were stolen.

On Tuesday, May 17^th, 2011 as a result of the ongoing investigation, by Members of the East District Crime Unit, and with the assistance of the Division 11 Crime Unit, a male suspect was located and arrested in the area of the 200 block of Toronto Street without incident.

Search warrants were also obtained with resulted in the recovery of some stolen property and computer equipment.

Michael Roy CHIEF, 34 years, of Winnipeg has been charged with the following offences for his alleged involvement into these incidents:

- Theft from Mail X 39

- Break, Enter a place- commit indictable offence X 39

- Fail to comply with conditions Recognizance X 5

CHIEF has been detained in custody at the Winnipeg Remand Centre.

HOMICIDE INVESTIGATION C11-103363

As previously released, on May 21^st, 2011 at approximately 11:35 a.m., emergency personnel were dispatched to a downtown hotel located in the 200 block of Smith Street regarding a sudden death.

Members of the Winnipeg Police Service were notified by hotel staff indicating that an adult male with trauma injuries to this upper body, had been located deceased within a suite.

The victim has been identified as Leslie Alex OKEMOW, 29 years of Gods Lake Narrow, Manitoba.

Members of the Homicide Unit are continuing with this investigation and are still seeking a number of witnesses.

ROADWATCH PROGRAM STATS

Over the May Long Weekend, May 20^th to May 23^rd, the Winnipeg Police Service operated the "Roadwatch Program".

During the evening hours, police set up in the following areas:

Arlington Street and Alexander Avenue

Main Street and Inkster Boulevard

Lagimodiere Boulevard and Regent Avenue

Lagimodiere Boulevard and Elizabeth Road

Rue Youville and Goulet Street

St.Mary's Road and Traverse Avenue

Bishop Grandin Boulevard and Pembina Highway

Utilizing an Automated Licence Plate Reader, 2723 vehicles had their registration status reviewed and 204 vehicles were stopped. As a result, 16 Alcohol Screening Device tests were performed with 11 registering Pass, 2 registering Warn (received 24 hour driving suspensions).

5 drivers were charged with Drive Impaired/ Drive over .08 and two other drivers were arrested for outstanding warrants.

Also, as a result of the stops, a total of 34 Provincial Offence Notices were issued for the following:

- 13 unregistered vehicles

- 6 unlicensed drivers

- 4 drivers with suspended licences

- 3 seatbelt offences

- 8 speeding offences

A total of 8 vehicles were seized and impounded for a minimum of 30 days.

The Road Watch Program will operate next weekend during the period of May 27^th to May 29^th, 2011.

CRUISE NIGHT ENFORCEMENT

In Winnipeg, cruising on Sunday nights in the summer has become a tradition. The Winnipeg Police Service understands that the vast majority of those cruising are law abiding car enthusiasts who want to simply show off their vehicles and meet with other enthusiasts.

This year the Service will again be monitoring and conducting enforcement on Sunday nights. This year's enforcement will be different than last year. Over the winter Members of Winnipeg Police Service met with members of the Manitoba Association of Automobile Clubs to discuss vehicle inspections and Cruise Night enforcement.

The Winnipeg Police Service has attended several car shows and will be working with the Manitoba Association of Automobile Clubs to conduct information sessions to allow car enthusiasts to learn what is legal in a non confrontational environment. The dates of these clinics will be announced in the near future.

The May long weekend is traditionally the first weekend for cruising and the Winnipeg Police Service Central Traffic Unit deployed dedicated resources to monitor cruise night activities. On May 22^nd officers issued 232 Provincial Offence Notices during the intial cruise night enforcement.

Highway Traffic Act offences included:

185 Speeding

9 Occupant Restraints

1 Use of Hand held Electronic Devices

3 Drive Suspended

12 Drive without valid licence

4 Disobey the orders of a police officer

3 Faulty Equipment (tinted windows and lighting)

15 Misc. sections- no registration, film covering licence plates etc.

It should be noted that only three infractions related to equipment related offences.

Although this enforcement will include vehicle inspections, officers will be focusing on Aggressive Driving, Seatbelt, and Cell phones offences involving vehicle and driver licensing.

The Winnipeg Police Service is dedicated to working with car clubs in educating the public in hopes to avoid the need for mass inspections.
