Sunday, January 7, 2017 Stabbing – Investigation: C18-4278 On January 7, 2018, at approximately 1:05 a.m., Winnipeg Police responded to a report of a stabbing that occurred in the 700 block of Corydon Ave. Responding officers located 2 adult males that had suffered stab wounds. Both victims were transported to hospital in critical condition. Both victims' condition has since been upgraded to stable. This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477). A male in his 30's was conveyed to hospital in critical condition with significant upper body injuries. The victim's condition has since been upgraded to stable. A 31-year-old female was charged with Aggravated Assault and Possession of a Weapon. A 30-year-old male has been charged with Aggravated Assault. Saturday, January 6, 2017   Serious Motor Vehicle Collision: C18-2867     On January 5, 2018, at approximately 1:30 a.m., emergency services personnel responded to the intersection of Osborne Street South and Woodward Avenue for a report of a serious motor vehicle collision.     A City of Winnipeg transit bus was travelling northbound on Osborne St. when a southbound subcompact car veered into the front of the bus. The driver, a male in his 20's, was conveyed to hospital where he remains in critical condition. Friday, January 5, 2018 Air-1 Flight Operations Addressing some recent media commentary, including a statement by the Mayor, the Winnipeg Police Service can confirm that the Service's helicopter (Air-1) was used in a film shoot. The flight time for the actual shoot was 72 minutes, including flight time from the hangar and back. It was never more than a few seconds from city limits. The request to use the helicopter came from the city's Manager of Film and Special Events to help meet critical resource and production timelines. The request was assessed and was deemed a low risk. A contract was prepared involving the City's Manager of Materials Management and Legal Services. Production contracts are considered confidential; however our costs were assessed at a cost recovery basis only. At no time did Air-1 carry passengers, cargo or lift anything for the shoot. No incidents requiring Air-1 to divert occurred during its use. In a statement earlier today the City of Winnipeg Corporate Communications stated it fully supports the film industry through goods and services, and has done so in the past through multiple departments, through the use of civic assets, personnel, and equipment. One recent example of City assets and crews being utilized for a film shoot was the use of the Arlington Bridge in September 2017, which was closed for five days to facilitate a production. Smoking on Outdoor Patios at Restaurants and Bars By-law Review Update In the fall of 2017, stakeholder meetings, an online survey and a statistically significant telephone survey were held to gather public input on patio smoking at restaurants and bars in Winnipeg. A Public Engagement Summary and full Public Engagement Report are now available and provide a summary of the public engagement process undertaken and the feedback collected for the review.  An administrative report outlining recommendations on how to move forward with regulating smoking on outdoor patios and a review of practices in other Canadian cities has been developed. The report will be presented at the January 9, 2018 Standing Policy Committee on Protection, Community Services, and Parks. Wednesday, January 3, 2018     Robbery - Arrest: C18-699 On January 1, 2018 at approximately 8:40 p.m., the Winnipeg Police Service was alerted to a taxi driver having a fare dispute with a passenger in the area of Burrows Avenue and Buller Street. The driver reported that his lone male passenger produced a knife, assaulted him by punching him numerous times and robbed him of his personal money.     As a result, the driver suffered from minor facial injuries.     At approximately 11:40 p.m., the same suspect forced entry into two different garages in the 1200 block of Manitoba Avenue. He damaged the window to a vehicle and stole various tools from the first garage. Nothing was stolen from the second.     The suspect then entered two vehicles also parked in the 1200 block of Manitoba Avenue, damaging the window to one of them and stealing medication.     On January 2, 2018 at approximately 12:10 a.m., General Patrol members located and arrested the suspect male in the area of Shaughnessy Street and Pritchard Avenue.     James Albert SUMNER, 18-years-old has been charged with: Break, Enter & Theft Robbery Possess Weapon Mischief Under $5000 X2 Break & Enter with Intent Theft Under $5000  He has been detained in custody.       Weapon – Arrest: C18-001166 On January 2, 2018, at approximately 6:00 p.m., Winnipeg Police general patrol officers arrested a male in relation to a series of firearm incidents that had occurred earlier that evening.     At approximately 5:30 p.m., a male was exiting an apartment in the 400 block of Cumberland Avenue when he saw male pointing a handgun at a third, unidentified male. He yelled for the suspect to stop, which prompted the suspect to approach the first male and point the gun at his head and threaten him. The suspect then fled and the victim contacted police.     The suspect next went to a parkade where he confronted 3 adults in a vehicle and pointed a gun them. These victims remained in the vehicle and the suspect left on foot.     Responding officers confronted the male as he was leaving the parkade. He was disarmed without incident and placed under arrest. Officers seized the handgun and additionally located at 2-foot machete concealed in his jacket.
