HOMICIDE INVESTIGATION C12-43148

On March 9, 2012, at approximately 7:50 p.m., members of the Winnipeg Police Service responded to a suite in the area of the 400 block of Edmonton Street regarding a deceased adult female being located.

Members of the Homicide Unit have been notified and interviews are ongoing.

The identity of the deceased is not being released at this time. The cause of death has not yet been confirmed as autopsy results are pending.

COMMERCIAL ROBBERY – ARRESTS C12-43403

On March 10, 2012, at approximately 2:45 a.m., East District uniform patrol members responded to a convenience store located in the 400 block of Springfield Road regarding a robbery incident.

The investigation has revealed that two male suspects entered the store at which time a quantity of cigarettes was stolen. The suspects fled the area and members of the WPS Canine Unit were deployed.

As a result of a successful track by the Canine Unit, with the assistance of uniform patrol members, both suspects were located and arrested at a nearby residence.

The investigation is continuing by members of the Major Crimes Unit.

GROW OPERATION – ARREST R12-22884

On March 8, 2012, at approximately 5:45 p.m., members of the Winnipeg Police Service Drug Unit, with the assistance of the Tactical Support Team, executed a Controlled Drug and Substance Act search warrant at a residence located in the 600 block of Toronto Street.

Attending members located a fully operational marihuana grow operation within the residence. A 57 year old male was also located, identified and arrested within the home.

Officers seized the following:

· 235 Cannabis Marihuana plants – estimated street value $263,200.00

· Grow operation equipment – estimated value $2500.00

The 57 year old male is facing the following charges:

· CDSA – Production of Controlled Substance - Cannabis (Marihuana)

· CDSA – Possessing Substance for the Purpose of Trafficking - Cannabis (Marihuana)

He was released on a Promise to Appear.

INDECENT ACTS C12-42481 C12-42482

On March 8, 2012, at approximately 7:00 p.m., uniform patrol members were dispatched to the area of Ross Avenue West and Cecil Street regarding reports of two separate indecent act incidents.

At approximately 6:45 p.m., a 10 year old female had been walking in the area when an unknown male approached her from behind. The male briefly spoke to the victim, and then proceeded to expose himself. The victim ran to a nearby residence where police were notified. No contact was made and the victim was uninjured.

The suspect is described as: Male, Caucasian, 17 years of age, slim build, 5'8" tall and short brown hair.

A short time later, officers responded to the same area for the report of a second similar incident.

Officers discovered that an 11 year old female had been confronted by an unknown male who proceeded to expose himself while performing an indecent act.

The victim was not injured.

A similar description of the suspect was provided.

Officers searched the area however, the suspect was not located.

The investigation is continuing by members of the Division 11 Crime Unit. Anyone with information regarding these incidents or further suspect information is asked to investigators at 204-986-6668 or CrimeStoppers at 204-786-TIPS (8477).

INDECENT ACTS C12-42481 C12-42482

On March 8, 2012, at approximately 7:00 p.m., uniform patrol members were dispatched to the area of Ross Avenue West and Cecil Street regarding reports of two separate indecent act incidents.

The suspect is described as: Male, Caucasian, 17 years of age, slim build, 5'8" tall and short brown hair.

A short time later, officers responded to the same area for the report of a second similar incident.

Officers discovered that an 11 year old female had been confronted by an unknown male who proceeded to expose himself while performing an indecent act.

The victim was not injured.

A similar description of the suspect was provided.

Officers searched the area however, the suspect was not located.

DRUG INVESTIGATION - ARRESTS C12-42250

On March 8, 2012, members of the Winnipeg Police Service Street Crimes Unit became involved in a drug investigation in the area of the 300 block of Broadway.

As a result, officers conducted a traffic stop at approximately 3:30 p.m., in the area of McDermot Avenue and Rorie Street. Two occupants were identified and arrested. The following items were located and seized:

· 16.4 grams of powder Cocaine – estimated street value $1300.00

· $215.00 Canadian currency

· 2 Cellular phones

The investigation continued which resulted in officers executing a Controlled Drug and Substance Act search warrant at a residence located in the 300 block of Broadway. The following items were located and seized from within the residence:

· 4 x 1 gram baggies of powder Cocaine – estimated street value $ 1300.00

· 75 Ecstasy tablets – estimated street value - $1500.00

· .5 grams crushed yellow powder (Ecstasy)

· Digital scale

· Drug paraphernalia

· 3 cellular phones

· $150.00 Canadian currency

· Kusari – 8-ball striking weapon with holding mechanism

· Machete

· Baseball Bat – taped/roped handle

A 24 year old male and 19 year old female are facing numerous drug and weapon related offences. They were released on a Promise to Appear.

TRAFFIC PURSUIT – ARRESTS C12-42686

On March 9, 2012, at approximately 1:49 a.m., uniform patrol members attempted to conduct a traffic stop in the area of Pembina Highway and Killarney Avenue.

Officers observed several occupants at which time the suspect vehicle fled from police. For approximately 30 minutes, the driver of the suspect vehicle refused to comply with police, resulting in a pursuit throughout Richmond West and ending in the Royal Wood area of the city.

Involved members made numerous attempts to safely stop the fleeing vehicle including the use of a Tire Deflation Device.

In an effort to evade police further, the driver of the suspect vehicle drove directly onto the railway tracks northbound, (CPR Emerson) where it was abandoned near the rear of Breton Bay.

The suspects fled the area on foot in a westbound direction at which time members of the Canine Unit were deployed.

Due to the efforts of the Canine Unit and other involved members, all four suspects were located in the rear yard of a residence on Southside Drive. All four suspects were taken into custody without further incident.

A 20 year old male driver and 16 year old male occupant are facing charges, some of which include: Assault with a Weapon x 3, Dangerous Operation of Motor Vehicle, Flight from Peace Officer, Fail to Comply with Conditions of an Undertaking, including several Highway Traffic Act Offences.

COMMERCIAL ROBBERY-ARREST C12-41417

Between February 16, 2012 and March 7, 2012, members of the Winnipeg Police Service entered into an investigation involving numerous commercial robberies.

The investigation has revealed that a lone male suspect entered several businesses and confronted the employee(s). It was at this time money was demand and an undisclosed amount was obtained. The businesses that were affected are as follows:

· February 16 – 12:10 p.m. – Restaurant – 1500 block of Regent Avenue West

· March 3 – 6:50 p.m. – Video Store – 300 block of Provencher Boulevard

· March 5 – 10:50 a.m. – Video Store – 300 block of Provencher Boulevard

· March 7 - 1:25 a.m. – Convenience Store – 100 block of Marion Street

· March 7 - 1:30 a.m. – Restaurant – First 100 block of Goulet Street

· March 7 - 8:40 a.m. – Gas Station – 1100 block of Nairn Avenue

No one was injured as a result of the incidents.

On March 7, 2012, at approximately 8:45 a.m., responding members conducted a traffic stop involving a taxi cab in the area of Nairn Avenue and Chester Street. A passenger was identified and subsequently taken into custody.

Members of the Major Crimes Unit continued with the investigation.

Matthieu Joseph FORTIER, 25 years has been charged with: Robbery x 6 and Disguise with intent due to his alleged involvement.

He was detained.

COMMERCIAL ROBBERY – ARREST C12-41814

On January 22, 2012, officers responded to a robbery incident at a store located in the 1400 block of Main Street.

It was discovered that a lone male suspect entered the business while armed with a knife, confronted an employee and demanded money. An undisclosed amount of cash and merchandise was obtained and the suspect made good his escape. No one was injured.

On January 24, 2012, an armed male suspect entered a store located in the 1300 block of Main Street and confronted an employee. Cash and merchandise was obtained and the suspect fled the area. No one was injured as a result of the incident.

On March 7, 2012, members of the Street Crimes Unit with the assistance of the Tactical Support Team located the male suspect in the area of the 2000 block of Wellington Avenue and took him into custody.

Members of the Major Crimes Unit continued with the investigation.

Brian Nathan BIRD, 27 years has been charged with: Robbery with a Weapon x 2 and Wear Disguise x 2 due to his alleged involvement. Two outstanding warrants were also executed as a result of his arrest.

He was detained.

STABBING C12-41889

On March 7, 2012, at approximately 10:30 p.m., uniform patrol members responded to the 400 block of Cumberland Avenue regarding a stabbing incident.

Attending members located a 36 year old male with injuries to his upper body.

The investigation has revealed that the victim had been working in the area when he observed a male attempting to break into a vehicle. It was at this time the suspect confronted the victim and stabbed him to the upper body. The suspect subsequently fled the area on foot.

The victim was conveyed to hospital, treated and released.

The suspect is described as: Male, light complexion, in his 20's, approximately 5'7" tall, medium build, short blonde hair, wearing grey clothing.

The investigation is continuing by members of the Division 11 Crime Unit. Anyone with information regarding this incident is asked to contact investigators at 986-6668 or CrimeStoppers at 786-TIPS (8477).

HOMICIDE- ARREST C12-27221

As previously released, on February 14^th, 2012, at approximately 1:40 a.m. Winnipeg Police Service Members were dispatched to the 1400 block of St. Matthews Avenue regarding an assault incident.

Upon arrival, officers located two injured adult males. A 20 year old male was transported to the hospital in stable condition suffering from injuries to his upper body. An 18 year old male was transported to the hospital in critical condition where he later succumbed to his injuries.

The victim has been identified as Wahbishkanacot MANDAMIN, 18 years.

A warrant for Manslaughter was issued for Raymond Gerald BAKER, 19 years.

Earlier this week, Raymond BAKER was arrested in Alberta and taken into custody. Arrangements to have BAKER returned to Winnipeg are underway.

SEXUAL ASSAULT INVESTIGATION R12-21837

On March 2, 2012, at approximately 5:30 p.m., the Winnipeg Police Service received a report of a sexual assault that occurred in the area of Pembina Highway and Killarney Avenue, involving a 17 year old female victim.

The investigation has revealed that the victim was walking in the area at approximately 3:00 p.m., when a vehicle containing a lone male occupant approached her. The male suspect confronted the victim from behind and groped her to the upper body. He then attempted to pull the victim toward his vehicle however the victim was able to defend herself. It was at this time she fled the area on foot.

The victim was not injured as a result of the incident.

The suspect is described as:

· Male

· 40 years

· Grey hair and beard

· Wearing a black toque

The suspect vehicle is described:

· Small, white van
