CHIEF KEITH McCASKILL ANNOUNCES HIS RETIREMENT

Chief Keith McCaskill has decided to retire from the Winnipeg Police Service at the completion of his contract which expires on December 9^th, 2012. He will remain in his role until this time to serve the citizens of Winnipeg.

On Monday, December 10^th, 2007, Chief Keith McCaskill was sworn in as Winnipeg's 16^th Chief of Police.

Prior to being sworn in as Chief, McCaskill served as a WPS member for 29 years. He went on to serve as the Provincial Coordinator of Aboriginal and Municipal Law Enforcement with the Province of Manitoba's Criminal Justice Division.

Having joined the ranks of WPS in 1976, McCaskill held various leadership roles within the Service, including Divisional Commander of the Criminal Investigations Division and Division Commander of District 3 and District 2.

Today's announcement is meant to allow for sufficient time for the selection process of appointing a new Chief of Police.

FIRE INVESTIGATION C12-37452

On March 1, 2012, at approximately 5:00 a.m., emergency personnel responded to a business located in the 800 block of Marion Street regarding a fire incident.

While members of the Winnipeg Fire Department extinguished the fire, officers closed Marion Street for approximately one hour.

The investigation continued by members of the Arson Strike Force. Through the course of their duties, officers located explosive material within the building which resulted in members of the WPS Bomb Unit being deployed.

For the purpose of public safety, area road closures were implemented.

At approximately 12:00 noon, the explosive material located was made safe by members of the Bomb Unit. Roadways have since re-opened.

Members of the Arson Strike Fore continue to investigative the circumstances and damage caused.

No further details are available at this time.

On Monday, February 27th, 2012 the Winnipeg Police Service requested the public's assistance in locating a 14 year old female, Toni Rose LINKLATER.

LINKLATER has been safely located.

DRUG AND WEAPON ARRESTS C12-36936

Members of the Winnipeg Police Service Street Crimes Unit entered into an investigation where an emerging street level gang had been identified. Information gathered suggests that this group of individuals focused their criminal activity in the south end of the city involving drugs and weapons.

Due to the efforts of involved members, officers attended to a location in the area of Pembina Highway where these individuals were located.

On February 29, 2012, officers conducted three separate traffic stops resulting in the arrest of 7 males.

The investigation continued where a Controlled Drug and Substance Act search warrant was executed with the assistance of the Tactical Support Team. A lone female occupant was located at that time and taken into custody.

Officers seized the following drugs, drug paraphernalia, cash and weapons:

· 52.8 grams of powder cocaine – estimated street value - $4280.00

· 42.8 grams of crack cocaine – estimated street value – $3860.00

· 25 Oxycotin pills – estimated street value $1000.00

· $2085.00 – Canadian Currency

· 1 Taser

· 1 knife

· 8 cellular phones

· Packaging material, scales

The following individuals have been arrested and are facing numerous charges which include: CDSA (Cocaine), Possess Proceeds of Crime, Possess Weapon for Dangerous Purpose, Possess Prohibited Weapon, including numerous breaches.

· 16 year old female

· 17 year old male

· 18 year old male

· 20 year old male

· 21 year old male

· 23 year old male

· 26 year old male

They have been detained at either the Provincial Remand Centre or the Manitoba Youth Centre.

RESIDENTIAL ROBBERY C12-37360

On February 29, 2012, at approximately 11:55 p.m., general patrol members responded to a residence in the area of Manhatten Avenue regarding a residential robbery.

Officers discovered that 3 occupants (18 year old female, 22 year old male, 22 year old female) were confronted after which time 3 or 4 suspects forced entry into the home.

The 22 year old female occupant was forced to the ground and physically assaulted to the upper body. Her injuries were minor in nature.

A small quantity of valuables was taken after which time the suspects fled in a vehicle.

No arrests have been made at this time. The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this incident is asked to contact investigators at 986-6219 or CrimeStoppers at 786-TIPS (8477).

COMMERCIAL ROBBERY C12-37353

On February 29, 2012, at approximately 11:30 p.m., officers responded to a business located in the 600 block of McPhillips Street regarding a robbery incident.

The investigation has revealed that a lone male suspect entered the store and confronted two employees, an 18 year old male and 36 year old male.

The suspect produced a weapon and threatened to harm the victims while demanding cash. An undisclosed amount of money was obtained by the suspect after which time he fled the area on foot.

No injuries were reported.

The suspect is described as: Male, unknown race, 20-22 years of age, 5'10" tall, thin build and clean shaven.

FINANCIAL INSTITUTION - ROBBERY C12-36231

On February 28, 2012, at approximately 9:40 a.m., uniform patrol members responded to a financial institution located in the 100 block of Osborne Street regarding a robbery incident.

Attending members discovered that a customer had attended to the financial institution for the purpose of making a deposit. While doing so, the female was approached by an unknown male at which time he robbed her of an undisclosed amount of cash. The suspect fled and no one was injured.

Officers searched the area however, the suspect was not located.

The suspect is described as:

· Male, Caucasian, mid 20's to early 30's, 6'3"-6'4" tall with an average build.

The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter is asked to contact investigators at 986-6219 or CrimeStoppers at 786-TIPS (8477).

SUSPICIOUS PERSON C12-36332

Between February 26 and February 28, 2012, four, 9 year old females observed a suspicious vehicle and occupant driving in the area of the 1100 block of Autumnwood Drive.

Officers responded to the area and met with the complainants. It was discovered that a suspicious vehicle had been observed on multiple occasions where the occupant appeared to be watching the girls and possibly taking pictures of them while they played.

The suspect male never made contact with any of the children.

The suspect and vehicle is described as:

· Male, dark complexion, approximately 40 years, long black/grey beard, wearing dark clothing and possibly in possession of a grey and black camera.

· Operating an older model, dark red van.

SUSPICIOUS PERSON C12-36295

On February 28, 2012, at approximately 11:45 a.m., members of the Winnipeg Police Service responded to the area of Weston Street and Alexander Avenue regarding a suspicious vehicle and occupant.

Officers were advised that a 9 year old male had been walking in the area when he was approached by an unknown male in a vehicle. The suspect stopped near the child and asked him to get into the vehicle. The suspect remained inside the vehicle and the child ran home and notified a family member.

The suspect and vehicle is described as:

· Male, Black, 35 years of age, goatee, wearing a black toque.

· Operating an older, red, 4 door car (similar to a Pontiac Grand Am), with rust around the wheel wells.
