DRUG ARRESTS C11-114788

On June 4^th, 2011, members of the Winnipeg Police Service Street Crimes Unit became involved in a drug investigation concerning illegal activity occurring in the area of Beverley Street and St. Matthews Avenue.

At approximately 6:30 p.m., investigating members with the assistance of the Tactical Support Team executed a Controlled Drug and Substance Act Search Warrant at a suite in the area.

Within the suite, police located and seized the following:

1lb. 13 ounces of marihuana – estimated street value $3600.00
3.25 grams of cocaine – estimated street value $265.00
5 grams of hash oil – estimated street value $125.00
48 x 80 mg. Oxycodone pills – estimated street value $2400.00
$1665.00 Canadian Currency
Drug paraphernalia

Two 20 year old males and a 21 year old male were located within the suite and placed under arrest. They are facing several drug related offences and released on a Promise to Appear.

Winnipeg Police Service News Release

12:00 noon

MOTOR VEHICLE COLLISION- ARREST C11-98889

As previously released, on Monday, May 16^th, 2011 just before 11:00 a.m. Winnipeg Police Service Members were dispatched to report of a motor vehicle collision that had just occurred at a shopping centre located in the 2300 block of McPhillips Street.

Upon arrival, officers located a 73 year old male pedestrian who had been struck by a vehicle. The pedestrian had been transported to the hospital in unstable condition.

The 82 year old male driver and the 77 year old female passenger of the Buick Lesabre were not injured. Both the vehicle and the business sustained major damage as a result of the collision.

On June 3^rd, 2011, as a result of an extensive investigation by Members of the Central Traffic Unit the 82 year old male driver will be facing a charge of criminal negligence causing bodily harm.

He has been released on a promise to appear.

COMMERICAL ROBBERY- ARRESTS C11-115124

On June 4^th, 2011 just after 11:00 p.m. patrolling Winnipeg Police Service Division 12 Officers observed suspicious behaviour involving two individuals near a pizza restaurant within the 3000 block of Portage Avenue.

Upon seeing officers, the female who was standing outside the store motioned to a male who was within the store and standing at the counter area. This male was then observed by officers to grab a drink prior to running out of the store.

Both suspects attempted to make good their escape however they were apprehended almost immediately by the two officers.

As a result of these officers' observations and quick actions a robbery was prevented and no one was injured.

A 15 year old female and a 17 year old male were arrested and will be facing a charge of Robbery. The female youth has been released for a future court date while the male youth has been detained at the Manitoba Youth Centre. He has also been charged with possession of weapon for a dangerous purpose after officers located a knife on his person.

STABBING INVESTIGATION- ARRESTS C11-114414

As previously released, on June 4^th, 2011 shortly after 2:20 a.m. Winnipeg Police Service Members responded to the area of Mountain Avenue and Salter Street for a report of a male that had been assaulted.

Upon arrival officers located a 17 year old male lying on the ground in need of medical attention. After further examination by Paramedics it was learned that the male had been stabbed in the upper body. The victim had been transported to the hospital in critical condition, and was later upgraded to stable condition.

Investigators have learned that the victim was waiting for transportation in the area when a group of individuals approached him and words were exchanged. A number of individuals within the group began assaulting the victim and during this assault a knife was produced and the victim was stabbed in the upper body.

This assault continued until a passer-by notified police and all suspects fled the area in separate directions.

Uniform Officers as well as the Canine Unit, surrounded the area where a number of individuals were taken into custody in different locations within the immediate area.

As a result of the continued investigation by Members of the Division 13 Crime Unit, several individuals were interviewed resulting in the following arrests:

Aaron Dean LAQUETTE, 19 years, Cody Henry BOUSQUET, 20 years, Carlson Christopher WHITEWAY, 19 years, Jordan Lee FISHER, 20 years, and a 13 year old male youth, all from Winnipeg are facing the following charges:

- Aggravated Assault

- Possession weapon for dangerous purpose

WHITEWAY and BOUSQUET also face a charge of breach of probation, while LAQUETTE was processed on an outstanding warrant as well as charges for failing to comply with a recognizance.

These males have been detained in custody at the Winnipeg Remand Centre, while the male youth has been released for a future court date.

A 14 year old female from Winnipeg is facing a charge of Theft Under $5000.00, while a second 14 year old female is a facing a charge of Aggravated Assault. Both females been released on a promise to appear.

LOST TRAUMA BAG CONTAINING MEDICATION C11-115282

Sometime overnight on Saturday, June 4^th, into Sunday, June 5^th, 2011, during the course of their duties a Winnipeg Fire Department trauma bag was lost in the North End or West Kildonan area of the City.

The bag is described as: a black backpack with shoulder straps, and may have the words "Rescue 6" or "WFPS" on it.

This trauma bag contains assorted medical supplies and equipment as well as a medication kit including potentially dangerous medication.

This medication taken alone or in combination with other drugs or alcohol could be lethal.

At no time should any of these medications be taken by anyone if located. If located, the backpack can be returned to any police or fire/ paramedic facility or by contacting police at 986-6222.

Winnipeg Police Service News Release

11:00 a.m.

BREAK AND ENTER COMMERCIAL- ARREST C11-113423

On June 3^rd, 2011 at approximately 2:30 a.m. Winnipeg Police Service Members were alerted to commercial break and enter that had just occurred to a school within the 1^st 100 block of Ridgecrest Avenue.

Within minutes as a result of the coordinated effort between patrolling Division 13 Members and the Tactical Flight Officers of Air1, a suspect male was located nearby and arrested.

Although it was determined that entry was not gained, damage to the school's windows and an adjacent day care is estimated at $2000.00.

David Robert SMITH, 28 years of Winnipeg has been charged with Mischief under $5000.00 and utter threat to cause death or bodily harm for his alleged involvement into this incident and comments directed at officers.

He was detained in custody at the Winnipeg Remand Centre.

STABBING INVESTIGATION C11-114414

On June 4^th, 2011 shortly after 2:20 a.m. Winnipeg Police Service Members responded to the area of Mountain Avenue and Salter Street for a report of a male that had been assaulted.

Upon arrival officers located a 17 year old male lying on the ground in need of medical attention. This investigation is continuing by Members of the Division 13 Crime Unit and several individuals are currently being interviewed.

STRONG ARM ROBBERY- ARRESTS C11-113543

On June 3^rd, 2011 at approximately 8:40 a.m. patrolling Division 11 Uniform Members were notified of a strong arm robbery that had just occurred in the vicinity of Portage Avenue and Fort Street by two female suspects.

Upon arrival officers located a 35 year old female victim and learned that two female suspects had approached and demanded her purse, subsequently kicking her in the lower body. The victim, who was not injured, held onto her property and the suspects fled.

Observant officers located one of the suspects within a lobby of hotel in the 200 block of Portage Avenue and arrested her without incident.

It was at that time that officers learned of a second female victim, aged 30 years, had also been confronted in the area of Portage Avenue and Smith Street for her purse. One of the female suspects pushed the victim against a wall but assault was interrupted by a Good Samaritan as well as an employee working in the area. There were no injuries reported and again the suspect females fled empty handed.

Shortly after 10:00 a.m. Uniform members, with the assistance of Downtown Watch Members, located and arrested the second suspect female near the intersection of Donald Street and Graham Avenue.

As a result of a continued investigation by the Division 11 Crime Unit, both females were arrested for their alleged involvement in a break and enter that had been reported earlier at the Forks Market. During this incident the suspects had jumped the counter of a restaurant where they attempted to open the cash register, but were unsuccessful. On site security officers attended, however both females had fled the scene.

Two female youths, aged 16 years, have been charged with the following offences:

- Robbery X2

- Break and Enter and

- Assault

Both youths have been detained at the Manitoba Youth Centre.

SYSTEM IMPROVEMENTS FOR CRIMINAL RECORD CHECKS

The Winnipeg Police Service is committed to providing the best possible service to the citizens of Winnipeg. A marked increase, over 4000 in the month of May alone, of the individuals requesting criminal record checks has resulted in longer than normal wait times.

In an attempt to decrease the time it takes to complete criminal record checks, the Winnipeg Police Service Records and Reports Management Unit is working to upgrade our processes. These upgrades will significantly decrease the wait time.

We anticipate that the upgrades to our processes will be completed by mid summer. The Winnipeg Police Service does appreciate the public's patience and assistance during this time as we move forward with these improvements.

TAXI CAB ROBBERIES- ARREST C11-112663

On June 1^st, 2011 at approximately 4:45 a.m. a taxi cab driver operating a cab in the area of Flora Avenue and Main Street was robbed of an undisclosed amount of cash by a male suspect who had requested his service. During the assault the 40 year old cab driver received minor injuries to his upper body.

Police were notified and both Uniform Members and Divisional Detectives from Division 13 entered into an investigation.

On June 2^nd, 2011 just before 6:00 a.m. patrolling uniform officers recognized the suspect male walking in the area of Charles Street and Burrows Avenue where he was arrested without incident.

As a result of the continued investigation by Detectives from the Division 13 Crime Unit this suspect male was arrested for a similar incident which occurred on May 29^th, 2011 at approximately 8:40 a.m.

During this incident a 43 year old male cab driver was operating a taxi when he picked up a fare at a gas station within the 1^st 100 block of Salter Street. The male suspect requested that the driver attend to a residence within the area of Burrows Avenue and Main Street. It was at that location that the suspect male exited the cab only to return minutes later where he begin to physically assault the cab driver about his upper body. The suspect proceeded to remove a cell phone and some cash prior to fleeing the scene.

Only minor injuries were reported as a result of the assault.

Devon Earl SAMPSON, 32 years of Winnipeg has been charged with two counts of Robbery with violence for his alleged involvement into these instances. He is also facing a charge of escape lawful custody after attempting to flee from officers during processing at a police station.

He has been detained at the Winnipeg Remand Centre.

11:00 a.m.

STABBING INVESTIGATION- ARRESTS C11-112476

On Wednesday, June 1^st, 2011 at approximately 10:00 p.m. Winnipeg Police Service Division 13 Uniform Members were dispatched to a residence within the 500 block of College Avenue for a report of two males that had been stabbed.

Upon arrival officers located two male victims, aged 17 and 20 years, suffering from stab wounds to their upper body. Paramedics transported both males to the hospital in critical condition, and both have since been upgraded to stable condition.

As a result of the continued investigation by both Uniform and Crime Unit Members from Division 13, two male youths are currently in police custody at this time.

This investigation is continuing by Members of the Division 13 Crime Unit.

STABBING INVESTIGATION- ARREST C11-112549

On Thursday, June 2^nd, 2011 at shortly after midnight Winnipeg Police Service Division 11 Members were dispatched to a multi suite rooming house within the 800 block of Alverstone Street for a report of a male that had been stabbed.

With the assistance of a patrolling Canine Unit, an adult male victim, who had been stabbed in the upper body, was located behind a restaurant within the 1000 block of Notre Dame Avenue.

Paramedics attended and transported the male to the hospital in critical condition where he has since been upgraded to critical- stable condition.

A 54 year old male is currently in police custody and this investigation is continuing by Members of the Major Crimes Unit.

MISCHIEF- ARREST C11-112651

On Thursday, June 2^nd, 2011 at approximately 4:30 a.m. Winnipeg Police Service Officers were dispatched to hotel within the 200 block of Carlton Street for a report of graffiti being spray painted on walls by a number of males.

Patrolling Division 11 Members attended and began searching the area for the suspects when they were advised that a vehicle had just been broken into.

In a coordinated effort between officers and tactical flight officers from Air1, a suspect male was located in parking lot in the 100 block of Vaughan Street and arrested without incident.

Estimated damages to the hotel, a church and a semi trailer in this area, as well as two vehicles that were broken into, is upwards of $1000.00

A 19 year old male is currently in police custody and will be facing numerous charges including:

- Mischief Under $5000.00 X4

- Possession of property obtained by crime and

- Theft Under

This investigation is continuing by Division 11 Officers.

ROADWATCH PROGRAM STATISTICS

Over the weekend of May 27^th to May 29^th, 2011 the Winnipeg Police Service conducted the RoadWatch Program.

During the evening hours, officers were set up in the following areas:

Main Street and William Avenue

Pembina Highway and Calrossie Boulevard

Pembina Highway and Markham Road

Utilizing conventional line-ups and area saturation, 163 vehicles were stopped resulting in the following:

- 9 Alcohol Screening Device tests were performed with 4 registering in a PASS, 3 registering WARN (receiving 24 hour driving suspensions). Two drivers were charged with Drive Impaired/Drive over .08.

- One of the drivers who registered a WARN was the subject of a conditional sentence order requiring him to abstain from alcohol consumption and with an absolute curfew. He is facing two new charges for breaching his conditional sentence and was detained in the Remand Centre.

Also, as a result of the traffic stops, a total of 14 Provincial Offence Notices were issued.

The Road Watch Program will operate next weekend, June 3^rd to 5^th, 2011.

FIRE INVESTIGATION- ARREST C11-111146

On Tuesday, May 31^st, 2011 at approximately 4:25 a.m. Winnipeg Police Service Uniform Members, along with Emergency Services Responders were dispatched to a residence within the 400 block of Martin Ave West for a working fire.

Upon arrival, fire-fighters and officers observed that the initial fire had spread to three other neighbouring residences, causing an estimated $450,000.00 in damages.

The investigation has revealed that one female youth, in the company of another youth, had been sitting on the porch of a residence and had been igniting a sheet on fire and then extinguishing it. When the youths went to bed, the fire rekindled and as there was no longer anyone on the porch the fire quickly grew.

A 14 year old female has been arrested and will be facing a charge of Arson- damage to property. She has been released on a promise to appear.

STABBING INVESTIGATION C11-111768

On Tuesday, May 31^st, 2011 just after 11:00 p.m. Winnipeg Police Service Uniform Members responded to the area of Sargent Avenue and Maryland Street for a report of male that had been stabbed.

Upon arrival officers located a 35 year old male suffering a stab wound to the upper body.

Paramedics attended and transported the male to the hospital in critical condition, where he has since been upgraded to stable condition.

At this point in the investigation it is believed that the male victim was approached by a lone male and a brief argument erupted between the two. The suspect male then produced a knife and subsequently stabbed the victim in the upper body.

The suspect is described as; Male, Aboriginal in appearance, approximately 20 years old, 6'00" tall with a medium build.

This investigation is continuing by members of the Major Crimes Unit and anyone who has any information regarding this incident is asked to contact investigators at 986-6219 or CrimeStoppers at 786-TIPS (8477).

COMMERICAL ROBBERY C11-111855

On Wednesday, June 1^st, 2011 shortly before 2:30 a.m. Winnipeg Police Service Division 11 Members responded to a report of a commercial robbery that had just occurred at a convenience store within the 500 block of William Avenue.

Upon arrival officers learned that 3 male suspects had attended inside the store and had confronted a 25 year old male clerk demanding cash and cigarettes. After receiving an undisclosed amount of cigarettes, all suspects fled the scene on foot

The suspects are described as; Male, Aboriginal in appearance and approximately 18 to 19 years of age.

Anyone who has any information regarding this incident or the suspects is asked to contact investigators from the Major Crimes Unit at 986-6219 or CrimeStoppers at 786-TIPS (8477).

HOMICIDE- ARREST C11-103363

As previously released, on May 21^st, 2011 at approximately 11:35 a.m., emergency personnel were dispatched to a downtown hotel located in the 200 block of Smith Street regarding a sudden death.

Members of the Winnipeg Police Service were notified by hotel staff indicating that an adult male with trauma injuries to this upper body, had been located deceased within a suite. The victim has been identified as: Leslie Alex OKEMOW, 29 years of Gods Lake Narrow, Manitoba.

A Canada-Wide Warrant had been issued for the arrest of 32 year old Arnold Philip HARPER.

On May 31^st, 2011 at 11:00 a.m. HARPER turned himself into Station Duty Officers at the Public Safety Building. He has been charged with Manslaughter- not involving firearm.

HARPER has been detained at the Winnipeg Remand Centre.
