Winnipeg Police Service News Release

UNDERWATER SEARCH AND RECOVERY OPERATION- UPDATE

The Winnipeg Police Service Dive Unit, along with the assistance of Canadian Amphibious Search Team, has searched the area directly west of the Disraeli Bridge and will be moving dive operations downstream. The Dive Unit has used conventional search methods in conjunction with the sonar technology and is confident that Nathaniel is not in this area. The focus will now be to dive with the sonar and methodically search downstream.

Winnipeg Police Service News Release

FRIDAY, JANUARY 7^th, 2011

ASSAULT PEACE OFFICER WITH WEAPON- ARREST C11-4418

On Friday, January 7^th, 2011 at approximately 2:30 a.m. patrolling Uniform Division 11 Members observed a sport utility vehicle (SUV) with two occupants in the vicinity of Cumberland Avenue and Furby Street. Officers conducted a traffic stop on this vehicle in the area of the 600 block of Furby Street, where both officers approached the SUV and spoke with the male driver and the female passenger.

During the traffic stop and without warning, the male driver put the vehicle into motion and accelerated away from officers at a high rate of speed, fleeing the area. Numerous other police units attended and a short time later located the SUV in a parking lot on McMicken Street near Ellice Avenue. Officers observed the SUV parked facing the cruiser car, with it's vehicle running lights off. Upon observing a marked cruiser car, the male suspect drove the vehicle directly at the cruiser car, causing officers to make quick manoeuvres to attempt to get out of the path of the oncoming SUV.

The SUV struck the rear of the cruiser car, and again fled the scene.

A short time later patrolling members located the abandoned SUV in the area of Furby Street and William Avenue. The Canine Unit, in cooperation with many Uniform Officers, located and arrested both occupants from the vehicle in the south lane of William Avenue.

One of the officers, a 32 year old male, has sustained minor injuries as a result of the collision with the SUV. The approximate damage to the cruiser car is estimated at over $1000.

A 38 year old male alleged to be responsible, will be facing numerous offences which include;

- Drive Impaired

- Refuse a Drug Recognition Evaluation

- Dangerous Operation- Motor Vehicle

- Flight from Police Officer

- Assault Peace Officer with a Weapon X2

- Fail to Remain at the Scene of an Accident

- Possess Proceeds of Crime

- Possess Substance for the Purpose of Trafficking- Cocaine

The alleged passenger of the vehicle, a 31 year old female has been charged with Possessing substance for the purpose of trafficking- Cocaine. She has been remanded into custody.

This investigation is still ongoing by Division 11 Uniform Members.

WINNIPEG POLICE SERVICE RECEIVES NATIONAL AWARD FOR "BEST DRESSED POLICE VEHICLE"

In July 2010, the Service announced our newly designed cruiser cars, some of which have already hit the streets of Winnipeg. It had been over 20 years since the Winnipeg Police Service implemented the previous white cruiser cars with blue stripes.

Today, the Winnipeg Police Service is pleased to announce that our newly designed police vehicle has been recognized nationally by Blue Line Magazine as 2011's best dressed police car.

Blue Line Magazine is Canada's largest law enforcement publication. Entering its 21st year, Blue Line is read by over 50,000 people every month and reaches virtually every police officer in Canada as well as subscribers around the world. The annual Best Dressed Police Car contest is now in its sixth year and is a cooperative venture between
Blue Line and policecanada.ca.

The contest recognizes innovation in the graphic design of police vehicles across Canada. Entries are judged on a scale that awards points for readability, creativity, visibility and community identity. Top choice for 2011 went to the new look and markings of the Winnipeg Police Service. The Blue Line judging panel chose this vehicle due to its ability to stand out and identify itself with the community.

In choosing its basic colours it at first appears to be complying with the retro trend toward more use of black and white. In Winnipeg's case this trend was re-established but in a more unique fashion to better silhouette the lines of the police vehicle and make
it readily identifiable in a variety of atmospheric and seasonal conditions consistent with the geography. Other aspects included the ability to identify the vehicle as a police vehicle in addition to identifying the community they serve.

The design was especially noted for the enhanced officer-safety aspects of the markings, where every single graphic element on the vehicle is made from highly reflective material that will enhance the ability of officers to be seen and help ensure the officers who
protect us day and night get home safely at the end of every shift.

Runners up for this category included;

Second Place – Stirling-Rawdon Police Service – Ontario

Third Place – Rural Municipality of Vanscoy Police Service –
Saskatchewan

HOMICIDE INVESTIGATION C11-4355

On Thursday, January 6^th, 2011, at approximately 11:30 p.m. the Winnipeg Police Service received a call for service indicating that an assault had occurred at an apartment complex in the 200 block of Dufferin Avenue.

Upon arrival, Officers and Emergency Services Personnel located an adult male in need of medical attention. This male had been transported to the hospital in critical condition and has succumbed to his injuries.

An adult male is currently in police custody. The Identification and Homicide Units are continuing with this investigation.

Further information is expected to be released later this afternoon.

Winnipeg Police Service News Release

COMMUNITY NOTIFICATION

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding William Rupert ASTLE, 75 years of age, a convicted sex offender who is considered a high risk to become involved in further sexual offences.

Astle will be released from the Regional Psychiatric Centre in Saskatoon, Saskatchewan on January 6, 2011. He is expected to take up residence in the R.M. of Rosser on the outskirts of Winnipeg. His employment has in the past and may in the future take him to communities in northern Manitoba. Upon release, Astle will be under the terms of a probation order.

Astle has a history of sexual offences in relation to children, including Indecent Assault, Sexual Interference and Indecent Exposure as well as many other criminal offences. Although Astle participated in some sex offender treatment programs while in prison, he is still considered a high risk to re-offend. Female children are at risk of sexual exploitation.

Community Notification This information is provided to enable members of the public to take suitable measures to protect themselves. Any form of vigilante activity or other unreasonable conduct directed at Mr. ASTLE will not be tolerated.

Background information:

William Rupert ASTLE is a 75 year-old male with a criminal record for sexual offences against children as well as numerous other criminal offences.

Astle's most recent offence involved him exposing himself while watching two young girls playing in a backyard. On January 8, 2009, he was sentenced to six months on this charge. Other sentences imposed that date on other non-sexual offences brought the total sentence to two years. Astle will complete the prison portion of his sentence on January 6, 2011. Upon release, he will be under probation supervision for 3 years.

While in custody, Astle received some sex offender treatment. However, he is still considered a high risk to re-offend. Female children are at risk of sexual exploitation.
