WINNIPEG POLICE SERVICE 2009 ANNUAL REPORT
On behalf of the members of the Winnipeg Police Service, we present our 2009 Annual Report. It provides a snapshot of police activities, major initiatives and crime statistics for the period of January 1 to December 31, 2009.
Highlights from the report include:
- A substantial increase in traditional traffic enforcement over 2008, with a strong emphasis on speeding, traffic control devices, and occupant restraints.
- The numerous arrests and search warrants carried out during Project Divide, which focused on the criminal activities of the Zig Zag Crew and their association to the Manitoba chapter of the Hells Angels.
- The introduction of a new High Risk Victim Protocol. Working within the multi-stakeholder, multi-disciplinary system, Missing Persons Unit detectives are assigned to six to eight "High Risk Victims" with the intention of intervening and bringing them to safety as soon as possible after they are reported missing.
- The creation of a Task Force involving members of the WPS, RCMP and the Province of Manitoba to review cases involving missing and murdered women.
- The continued success of the Winnipeg Auto Theft Suppression Strategy which has helped to reduced auto theft in Winnipeg by over 70%, resulting in 9,000 fewer vehicle thefts and attempts in 2009 than took place in 2004.
- Plans for the Service to move to its headquarters from its current location at 151 Princess to the former Canada Post building located at 266 Graham Avenue.
- Efforts to more effectively communicate with the public through initiatives such as the E-Watch Email subscription program, the CrimeStat website and Chief McCacskill's monthly radio program.
Our achievements as a Police Service would not be possible without the many established relationships we have with all levels of government, businesses and community organizations as well as the citizens who work with us to prevent crime and improve safety in our city.

RESIDENTIAL ROBBERY UPDATE – ARRESTS C10-267761
As previously released, on November 23rd, 2010 at approximately 3:30 a.m. Winnipeg Police Service Uniform Officers responded to the 400 block of Pritchard Avenue for a report of a residence that was broken into.
The investigation has revealed that four adult male suspects armed with weapons and with their identities disguised, attended to the residence and bodily forced the door. A 23 year old male was struck multiple times in the upper body with a baseball bat until he fell unconscious. He also received lacerations to his upper body.
During the assault a 19 year old female was also struck receiving minor injuries, which did not require medical attention. The male victim was then transported to the hospital in unstable condition suffering from serious injuries. He has since been upgraded to stable condition.
Prior to fleeing the scene the suspects gathered assorted property from within the residence.
Division 13 Patrolling Members were in the immediate area and apprehended one of the suspect males in the area of the 400 block of Manitoba Avenue as he was attempting to flee.
A Canine Unit that had also attended to the incident successfully tracked a second suspect to a residence within the 400 block of Boyd Avenue. This suspect attempted to flee through a second story window, onto a rooftop, but later retreated and was arrested without incident.
The investigation continued by members of the District 3 Crime Unit.
The following individuals have been charged with numerous offences which include: Break and Enter, Robbery, Assault, including Weapons and Firearms related offences.
- Trevor John KENNEDY, 33 years
- Leonard Michael KENNEDY, 29 years
- Timothy Aaron KENNEDY, 23 years
- John Mitchell DUCK, 23 years
They have been detained.
RESIDENTIAL ROBBERY - UPDATE C10-223651
As previously released, on September 30, 2010 at approximately 3:30 a.m., Uniform members responded to a break and enter in progress at residence in the 1600 block of Pritchard Avenue.
The investigation revealed that an unknown male suspect forced entry into the residence while a lone 86 year old female resident was asleep. The suspect confronted the victim with a firearm and pointed it in her direction. The suspect demanded money and began searching the home for property.
The suspect fled with an undisclosed amount of cash, jewellery and a purse prior to police arrival.
The victim was conveyed to hospital and later released.
The suspect is described as: Male, 5'10" in height, slight build, dark clothing and armed with a firearm.
On October 8, 2010 at approximately 10:00 a.m., an unknown male attended to the victim's residence after locating her stolen wallet. The male indicated that he located the wallet while doing yard maintenance.
The male is described as: Caucasian, 5'8"- 5'9" tall, slim build, wearing a blue shirt with square designs.
Investigators are requesting that the Good Samaritan contact police immediately as he may possess valuable information regarding the incident.
The investigation is continuing by members of the District 3 Crime Unit. Anyone with information regarding the incident, the suspect, or the Good Samaritan is asked contact investigators at 986-2848 or CrimeStoppers at 786-TIPS (8477).
COMMERCIAL ROBBERY C10-273540
On November 30, 2010 at approximately 9:00 p.m., officers responded to a commercial robbery at a convenience store located in the 400 block of St.Annes Road.
The investigation has revealed that a male suspect entered the business and began perusing the store for several minutes. The male eventually approached the front counter with merchandise and proceeded to pay for the items. It was during the transaction the suspect produced a knife and threatened a 67 year old male employee. The suspect demanded and received an undisclosed amount of cash and fled the area on foot.
No arrests have been made at this time.
The suspect is described as: Male, Caucasian, 15 -17 years of age, 5'5"-5'7" tall, thin build, scruffy facial hair and in possession of a large knife.
The investigation is continuing by members of the Major Crime Unit. Anyone with information regarding the incident is asked to contact investigators at 986-6219 or CrimeStoppers at 786-TIPS (8477).
